That the school system works hard to teach students what they need to know and students are responding with phenomenal results on state-mandated tests. Of the 13 schools in Scott County, all but one earned full accreditation with many scores topping the perfect mark. Rye Cove Intermediate School received a provisional accreditation while the other 12 were fully accredited. Duffield Primary, Fort Blackmore Primary and Hilton Elementary each posted perfect scores on one part of the test. Duffield and Fort Blackmore students aced the English portion of the SOL while Hilton students achieved the highest mark on the mathematics part. A perfect score means every student that attempted the SOL test passed it with a 70 % or higher average.

Fourth graders should get a "simplified" version of Virginia history, the committee said in issuing revisions to the state's Standards of Learning for History. The recommendation has drawn fire from those who see it is an effort to water down the state's Confederate tradition. "Board members shouldn't worry that students have to memorize too many names in lower grades", said Steve Hunt, president of the group PASS-SOL, a pro-SOL group of parents and students in Virginia. "They master the entire English language before they start school," he said. Simplifying things will "lead to removing elements of history from the curriculum," Mr. Hunt said. Scott Carter SOL Information December 13, 2000 Dear Parents/Guardians of Students in Franklin City Public Schools: For the first time ever the Virginia Department of Education has released the complete set of test items on the Spring 2000 administration of the Standards of Learning tests. The released tests include English, math, and science assessments for grades 3, 5, and 8; computer technology tests for grades 5 and 8; and English, math, and science end-of-course assessments taken by high school students and some middle school students. History and social science assessments are not being released at this time because of a limited supply of unused test questions. The intent of this release is to provide parents and teachers additional information to accompany the Student Performance Report and/or the Parent Report for these tests. Dogwood was the only school in the Reston and Herndon area to show a decline in the Schoolwide Achievement Index, a yearly measuring tool that combines the results of the Standards of Learning tests and the Stanford 9TA test. The Fairfax County school system is forming a team of people to examine Project Excel schools, such as Dogwood Elementary in Reston, that did not meet their 2002 educational testing goals. The team charged with examining Project Excel Schools and coming up with solutions for low test scores met last week but has not reached any conclusions, according to Paul Regnier, communications coordinator for Fairfax County Public Schools. Regnier said the group will meet again to continue its study.

Current Environment The following essential themes emerged during the discussion of the current environment in which schools are operating: Key measures for success: Standards of Learning, not technological ability Performing up to state standards is a major concern for administrators. The administrators from Virginia, in particular, recently received testing information on the social studies Standards of Learning (SOLs) that indicated low performance. There was consensus among participants that performance on the SOLs would have to be addressed before any other initiatives are considered. Other districts, such as DC, use different tests that should also be reviewed, such as the Stanford-9. BUSH's approach to education policy has earned him cautious plaudits from otherwise hostile critics, who see much to admire in the implementation of standards for education. However useful such standards prove for testing students' technical skills like arithmetic and reading, they create problems for less-standardized processes like thinking about history. Some states, including Virginia, have already instituted "Standards of Learning" (SOLs) to lend coherence to history teaching throughout the state. But the Virginia SOLs' treatment of the Cold War provides ample warning about the perils of such state standardization. The Cuban Missile Crisis ended peaceably as much because of John Kennedy's famous luck (so reliable till it suddenly ran out) as because of good policy or good leadership. The President didn't know that Soviet Premier Nikita Khrushchev had delegated responsibility for nuclear weapons in Cuba to the same trigger-happy Russian commander who had shot down an American U-2 at the height of the crisis. Rethinking Teacher Education Programs Program Overview Supporting Redesign Initiatives The focus of the 1998 NCRVE Teacher Initiative is to revise and document results of redesign plans for teacher education programs at NCRVE-member institutions. The University of California-Berkeley, Virginia Polytechnic Institute, and the University of Wisconsin-Madison will participate in documenting and assessing the resources and strategies needed to build their capacity to redesign and strengthen teacher education programs, building upon their NCRVE experience and resources. Through a 4-6 month demonstration project approach, the participating institutions will use teams composed of deans, NCRVE researchers, and teacher education faculty to document institutional supports and ways to enhance institutional capacity. Teams will receive the resources, institutional support, and experience needed to integrate education-and-work reforms into new designs for teacher education. The goal is to enhance institutional capacity by allowing deans, department heads, and interdisciplinary faculty teams to re-examine their current system and develop a new vision for teacher education. These sites will serve as future demonstration sites for other universities interested in reviewing institutional structures that support teacher education programs. To support and guide the teams, two 2-day seminars focusing on enhancing university capacity will be held. And teenagers rename everything with the purpose of creating a new language: a coded message, spoken in distinct verbiage that seems, to the rest of us older ones, indecipherable. Try making sense of why something is "phat" not be confused with "fat" and therefore the finest of the fine. Or figure out how "talking" to someone does not mean you are having a conversation with that person, but instead indicates that the two of you are considering the idea that maybe just maybe you might want to "go out" not to be confused with going to a specific place. SOL Standards of Learning: Beyond the Debate A CROSS THE NATION, AT ANY GATHERING OF EDUCATORS, THE MOST pressing issue of the day concerns higher standards. One case in point is Virginia, where recently implemented and tested Standards of Learning have everyone buzzing with questions: Is testing students the best way to test schools? How do passing scores get set? What happens if a school loses its accreditation? How are teachers held accountable? The Commonwealth is part of a national trend toward standards-based education. More than half the states are using standardized tests to apportion rewards and penalties to students, schools, and teachers. In an effort to address this trend, the Curry School of Education is preparing teachers to incorporate the Standards of Learning, or SOLs, into their classes. "Colleges and universities have to be part of the solution to the problems in public education," Curry School's Dean David Breneman says. "We cannot afford to point fingers and say, 'Why don't they fix it?' Our faculty is committed to preparing pre-service teachers to apply the Standards." Background The standards movement began in Virginia in the face of alarmingly high failure rates. For example, nearly one in three sixth-graders in Virginia public schools failed to pass all parts of the most recent Literacy Passport Test, which measures the most rudimentary levels of reading, writing, and math skills. This failure rate has not improved at all in the 10 years it has been given.

Special Education: Special Concerns Rick Brigham, Professor of Special Education at the Curry School, travels the Commonwealth to teach special education teachers how to prepare their students to take the SOL test. He demonstrates techniques which will help students memorize facts. "The test itself is very fact oriented," he says. "To do well, students need strong memory and recall skills, which tend to be problem areas for people with learning disabilities. Such learners often have difficulties in acquiring information, in verbal learning, and in recalling information." He is convinced that people with disabilities can improve their learning and even improve their performance on standardized tests that emphasize factual information, vocabulary, and mathematics skills; that is, if they and their teachers are given sufficient time, support, and training. Unfortunately, all those commodities are in short supply as the Standards of Learning are implemented across the board. Brigham says educational reform is always a double-edged sword and that the SOLs are a case in point. On the up side, the standards bring consistency to teaching. "The standards help let us know what the game is, so there's a benefit as the curriculum narrows," Brigham says. "But while we've narrowed the curricular focus, we've also closed off some other options, including some which are helpful to students with special needs."
