Sudan's Government is urging the Sudanese People's Liberation Army, its main enemy for the past 18 years, to concentrate on talking rather than fighting.

Sudanese Deputy Foreign Minister The call comes at a time when reports from Khartoum say that the government is mobilising troops to bolster its fight against the SPLA. Sudan's deputy foreign minister Chuol Deng said at a press conference in Nairobi that "a ceasefire is a necessity. Talking and fighting at the same time cannot take us to any good solution." The SPLA and the Sudanese Government held an unsuccessful peace conference on Saturday. Analysts say that the SPLA is concerned that the government would use a ceasefire to build up its own forces for a final push against the rebels in the south. Victory The SPLA says that it has captured all of Western Bahr el Ghazal district, 800 km south-west of Khartoum, from the government.

Government Of Sudan Press Release (WASHINGTON, D.C., 10/07/02) – In the early hours of October 03, 2002, the Sudan has been the target of a well-planned and timed offensive along a wide front of one hundred and eighty km along the Eritrean Sudanese borders. Heavy artillery shelling have targeted Hamashkoraib town and other eight locations on Sudan’s borders with Eritrea. Advanced military equipment and intense artillery support from within the Eritrean territory, have backed this blunt aggression. Moreover, the Zone (area) used as a base to launch the aggression against Sudan, is a completely inhabitable mountainous desert, lacking water, food and other basic supplies; and the only way to make these provisions available in this area comes from Eritrea. The Sudan has continuously shown its keenness to normalize and develop relations with its neighboring countries, especially Eritrea towards which enormous diplomatic and political efforts were directed, including the initiatives sponsored by the State of Qatar and the Libyan Jamahiriya. However, the Eritrean regime spared no effort to sabotage relations with Sudan by all means at its disposal including its direct support to the rebellion movement by providing training and weapons for its fighters. The Eritrean capital has, indeed, became a base for harboring the military commanders, and the political leaders of the rebellion movement.

Origin and Mandate
    With all this critical international attention paid to human rights abuses in Sudan, it was inevitable that the government would create a human rights entity to mitigate the negative publicity, as well as to coordinate the submissions due to the various U.N. agencies and to host a variety of human rights investigators whose visits could not be refused, usually those from U.N. agencies. Permission for nongovernmental human rights organizations has been granted infrequently and grudgingly, and credit taken for this "openness" at every turn. The Advisory Council for Human Rights, created by presidential decree in 1994, is advisory in nature but nevertheless responsible for all human rights activities in the country, according to its rapporteur Dr. Ahmed el Mufti. The work of the Advisory Council for Human Rights was previously part of the foreign ministry until 1992, when a small coordination committee was established to coordinate all activities pertaining to human rights in Sudan. In 1994 President Omar El Bashir issued a presidential decree replacing the coordination committee with the Advisory Council for Human Rights. The presidential decree states that the Advisory Council for Human Rights, in coordination with the competent state agencies, shall have the following functions and powers:

    According to rapporteur Dr. Ahmed El Mufti, the Advisory Council for Human Rights has also worked on the following issues:
182. Detention: it receives regular reports from internal security on how many people are detained, their status, the allegations against them. It has been able to raise concerns if people are unfairly detained. 183. Judicial review: It examines the security act to ensure that all detentions are within the law and if there are allegations of torture it brings pressure to bear on the government. 184. Prison visits: It has managed to get permission for prison visits for family members experiencing problems. Report writing for international fora.
    The nature of the Advisory Council for Human Rights' interventions and the complete absence of independent human rights organizations in the country make it impossible to confirm what, if any, impact these interventions have had. The Advisory Council for Human Rights regards as its weakness the lack of financial and technical resources. Since 1999, the Advisory Council on Human Rights has been working on the issue of "abduction and forced labor of women and children" (slavery), largely through the Ministry of Justice's department of human rights under Dr. El Mufti. In the past year, the government has been addressing the issue of abduction more systematically, particularly in comparison to other major human rights allegations that have been comparatively neglected.

Posted to the web February 4, 2003 Nairobi The government of Sudan and the Sudan People's Liberation Movement/Army (SPLM/A) signed a memorandum of understanding (MOU) on Tuesday to reaffirm their commitment to the total cessation of hostilities, spokespersons from both sides told IRIN. The spokesman at the Sudanese embassy in the Kenyan capital, Nairobi, Muhammad Dirdiery, said the MOU provided, for the first time, for a verification mechanism to monitor all ceasefire violations. "In case of any violations, the party will have to surrender the area taken," he added. The monitoring team would consist of representatives from the government, the SPLM/A, the US, the UK, Italy and Norway, and they would start "immediately", said Dirdiery. The existing US-led Civilian Protection Monitoring Team monitoring team would be incorporated into the new team, he added.

Washington, DC The government of Sudan has proposed the formation of a political alliance with the rebel Sudan Peoples Liberation Movement/Army (SPLM/A). The proposal follows the Machakos agreement reached between Sudan's government and Southern rebels in Machakos, Kenya, on July 20, establishing a "framework" for peace to end the 19-year civil war in the huge north-east African nation. The deal included agreement on two of the most contentious issues in Sudan: southern self-determination and the status of religion in the state. "We have offered [the SPLM/A], aside from signing the agreement, that we [NIF] and you [SPLM/A] should form a political alliance because we are the major parties," said Sayed El Khatib, Director of the Center for Strategic Studies in Khartoum, during an interview with allAfrica.com.

By Barbara Plett in Khartoum Sudanese Foreign Minister Mustapha Osman Ismail has appealed to Europe, in particular, to take a new look and review its assessment of the Sudanese Government. He said Khartoum had changed its tune from the old days of Islamic extremism and internal repression, that it was responding to relatively new international concerns about democracy and human rights. SPLA rebels are distrustful of the government The energetic foreign minister recently made a trip to Europe and said he is expecting return visits from several government delegations this month. He told journalists that Khartoum and London had recently restored diplomatic ties on the understanding that Britain would take a fresh look at Sudan's political reform. Relations were broken last year after London backed the US missile strike on a Khartoum medicine factory said to be producing chemical weapons. Terrorism denials The Sudanese Government has gone on the offensive against accusations - coming especially from Washington - that it sponsors terrorism and is practising genocide in its ongoing war with African rebels in the south of the country.

Slavneft Signs Oil Agreement With Sudan Government
The Slavneft oil company has signed an agreement with Sudan Government regarding a number of oil and gas deposits, known as Block-9 and situated in Central Sudan in the Hartum province. The company delegation headed by Mikhail Gutseriyev, Slavneft president, visited Sudan and signed the agreement, according to the company's press service's report. The total investment volume to be made by Slavneft into geological exploration and development of the deposit is $126m. The agreement stipulates the creation of a consortium, with Slavneft's stake of 93% in the charter capital, for that purpose. The determined oil deposit volume in this region is 30 million tons, while the estimated volume is around 200 million tons. As RBC reported earlier, the Russian part is ready to start the development of Block-9 as early as in February-March 2002.

The delegation of the Government of the Sudan successfully concluded on 20 July 2002 the prescribed peace negotiations with "Sudan People's Liberation Movement Army SPLM/A" which took place in Kenya lasting for five weeks (from 18th June , to 20th July 2002" under the auspices of the IGAD peace process The two parties have achieved substantial progress by reaching to agreement on the previously outstanding contentions issues. They agreed to proceed with the positive outcome and framework and to resume negotiations on next August 2002. To that effect Sudan Government and the SPLM/A signed a document titled (MACHAKOS PROTOCOL"- text below - and issued a Joint Communiqué - text below- , declaring their goals , principles and methods to realize their joint commitment to a negotiated peaceful, just comprehensive settlement .
