The Norwegian Government will in the strongest possible terms condemn this attack by a Sudan government gunship on civilians, and point out that this is not a single incident, but rather an alarming pattern of behaviour. Such deliberate attacks on civilian population about to receive humanitarian assistance is by all standards a violation of humanitarian principles. The Norwegian Government will strongly urge the Sudan Government to uphold its agreements with the United Nations on the humanitarian operation in Sudan, and to respect the humanitarian principles underlying such assistance to the population. Ms. Luok, a peasant woman in her 30's, said government soldiers and an allied militia invaded her village last year. Five relatives, three men and two women, were killed and her 15-year-old daughter was kidnapped, never to be seen again. "It was terrible," she said, cradling an infant in her arms. "Even if you gave birth a few days earlier, they raped you." Asked if that had happened to her, she looked down and said, "Yes." Her account of suffering has become all too familiar in southern Sudan, where the oil fields have become the big prize in the 18- year battle between the Islamic Arab north and the non-Muslim black Africans of the south. Both sides have been guilty of inflicting immeasurable devastation on civilian populations. But international monitors, including officials from the Canadian government, the United Nations, Amnesty International and Human Rights Watch, say government forces and their allies have led a brutal campaign against civilian populations near the oil fields. The aerial bombings have intensified this year. At least 65 bombardments were reported during 1999; at least 40 bombings occurred during 1998. Sudanese government planes have bombed civilian targets at least 240 times during the past four years. The Sudanese government's deliberate aerial bombings kill innocent civilians, disrupt international relief efforts, and push families from their land. The aerial attacks are serious violations of international humanitarian norms, yet international leaders routinely ignore the bombings and their terrifying effect on the local Sudanese population. U.S. President Bill Clinton issued a rare statement about the bombings last month, noting that they are "egregious abuses" and that he is "deeply concerned." Clinton stated that "the government of Sudan has bombed civilian and humanitarian locations more than 60 times during the past year." The new bombing information for 2000 is based on research by three sources: the UN's Operation Lifeline Sudan, a consortium of more than 30 international aid organizations; international relief groups that operate in areas inaccessible to OLS; and research by John Ashworth, an analyst of aid programs operated by local church groups in southern Sudan.

Sudanese Assistant President and Chairman of the South Sudan Coordinating Council (SSCC) Riek Machar, a former key ally of southern rebels who has gone over to Khartoum, described such moves as religious persecution. He made the complaint to Social Planning Minister and Khartoum State Governor Majzoub al-Khalifa, in a letter about the position of churches in Sudan, a copy of which was obtained by AFP. "The situation of the churches has worsened to the point that they have become convinced that the government refuses to grant them land plots and systematically confiscates their property," Machar wrote. He cited the seizure of a plot of land which he said belonged to a church in Omdurman, the capital's twin city on the Nile river, and the Catholic Club which has been confiscated and handed over to the ruling National Congress party.

The Sudan Relief and Rehabilitation Association (SRRA) said that the Khartoum government offensive had displaced an estimated 300,000 people, who were reported wandering through swamps and forests toward the Bahr el Ghazal region of southern Sudan. "This is a serious development that could lead to a catastrophe," said SRRA director Elijah Malok in a meeting with the press in Nairobi, Kenya. Government forces, he said, are pushing civilians toward areas held by the rebel Sudan People's Liberation Army (SPLA). "We feel that this is a serious tactic to use civilians as a human shield in the offensive," Malok said. For the displaced families and for the SPLA, the influx of refugees could be particularly dangerous because the Bahr el Ghazal region is apparently facing a drought, which could quickly lead to scarcity in an area already marked by poverty and malnutrition. Awut Deng, a Sudanese participant in peace talks being held in Kenya, reported: "When I visited the region last week, the local people told me that crops had failed. The Khartoum government refused to send delegates to speak with rebel leaders from the Sudanese People's Liberation Army (SPLA), complaining that the agenda for the negotiations had been altered without the government's approval. SPLA officials waited in vain for government delegates to show up in Machakos, Kenya, where the talks had been scheduled to resume January 15. Later the rebel leaders met with Sudan's ambassador to Kenya, Abdelrehman Nimeri. The ambassador announced that the government was still waiting for a formal invitation to the talks. Last November, the two sides to the Machakos negotiations agreed to meet on January 15, to the possibilities for sharing power in Sudan if a comprehensive peace accord could be reached. A tentative agreement had stipulated that the residents of southern provinces would be allowed to vote for or against independence, after an interval of preparation. But the Khartoum government reportedly objected to the news that SPLA officials would raise questions about including certain northern regions in the proposed referendum plan.
