In addition to reiterating that we designate the Sudanese Internet Society (SIS) "as the appropriate entity to hold the delegation of authority by the ICANN for administrative authority of the .sd country code top level domain (ccTLD)," this letter is to provide ICANN with additional details regarding that designation. The Sudan government's recognition of SIS is subject to it operating within the provisions of its organization constitution and to the fulfillment by SIS of the conditions outlined (please see attachment A ), which are summarized again here:

SUDAN: Government denies rebel gains in Blue Nile NAIROBI, 13 April (IRIN) - The Sudanese government on Tuesday denied claims by the rebel Sudan People's Liberation Army (SPLA) that it had captured two garrison towns in Southern Blue Nile state and was in control of the Khartoum-Port Sudan road. Such claims were "part of the rebels' propaganda", an official at the Sudanese embassy in Nairobi, Mansour Al-Bolad, told IRIN. "No garrisons have been attacked," he said. "Government troops are undertaking routine military activities and patrolling the affected areas. But there is nothing serious." In a statement, the SPLA said its troops had killed 128 government soldiers and wounded 300 in the capture of Samaa West and Adrob garrisons last Thursday. However, Bolad said, "it is not possible for such a number of troops to have been killed considering that the areas in question are sparsely populated." He added that the rebels could be "cashing in" on the volatility of the region resulting from the Ethiopian-Eritrean war. He further allayed fears that Khartoum might not attend peace talks scheduled for 20-25 April in Nairobi, saying there was no official statement to indicate a change of heart.

About two weeks ago, Arab militia attacked Kadamule village, situated to the South-West of Geneina. More than 150 huts were set ablaze, leaving over 100 families homeless. About 28 people, mostly children and women, were killed in the attack. Most of the dead children were males. Some of children burnt to death, having been removed from their mothers and thrown into the flames. A Massaleit refugee, who fled to Cairo in the past four days, lost some relatives in the carnage, which has never been reported on by the mass media in Khartoum. Fear of government repression partly accounts for the usual lack of reporting on massacres in western Sudan. As a former UNICEF official pointed out in a September 2000 conference in Canada, (met by the standing ovation of participants), the 'government routinely lies and manipulated donors.' Sudanese fundamentalist leaders should be judged by their actions rather than their words and promises. Pressure should be brought to bear on the Sudanese regime to stop its sponsorship of Arab militia brutality.

In effect, the militants have been afforded more room to commit egregious crimes against their long suffering victims in Western and other parts of Sudan. The UN Security Council, in an act of betrayal of the long suffering Sudanese people, hastily rewarded the genocidal regime in Sudan for its blatantly superficial break with international terrorism. Additionally, the note of appreciation from the US State Department to the rogue regime for its cooperation on security matters has emboldened the regime's leaders, army and allied Arab militia in widening attacks against innocent people. In Western Sudan, Massaleit civilians continue to suffer massive violations of their fundamental human rights. Recently, one Tama and eight Massaleit traders were killed while on their way home from Adere town, a few kilometers from the border between Sudan and Chad. The money and goods of the dead were stolen by their murderers, no doubt the Arab militia who have wreaked havoc in the area for many years. It is noteworthy that the perpetrators of this crime never worried about the presence of security forces stationed in the nearby town. The atrocities of the Arab militia were tolerated and covered up by the regime in Sudan, which in fact sponsored them! Acts of brutality were often accounted for and substantiated under the rubric of traditional tribal conflicts or banditry.

Sudan Peace Act
President George W. Bush today signed into law H.R. 5531, the Sudan Peace Act. The Act passed the U.S. House of Representatives on October 7, 2002 by a vote of 359-8. The Senate passed the same language by unanimous consent on October 9, 2002. The Act:
  • Seeks to facilitate a comprehensive solution to the war in Sudan based on the Declaration of Principles of July 20, 1994 and the Machakos Protocol of July 2002.
    Commends the efforts of the President's Special Envoy for Peace in Sudan, Senator Danforth, and his team.
    Calls for: multilateralization of economic and diplomatic tools to compel Sudan to enter into a good faith peace process; support for democratic development in areas of Sudan outside government control; continued support for people-to-people reconciliation in non-government-controlled areas; strengthening of humanitarian relief mechanisms; and multilateral cooperation toward these ends.
    Condemns violations of human rights on all sides of the conflict; the government's human rights record; the slave trade; government use of militia and other forces to support slave raiding; and aerial bombardment of civilian targets.

KHARTOUM (AFP) - Egypt on Sunday urged the Sudanese government and opposition to start work toward ending a bloody 18-year civil war now that they have agreed to an Egyptian-Libyan peace plan. In a joint statement released at the end of a two-day visit here by Egyptian Prime Minister Atef Ebeid, Egypt and Sudan together stressed the need for an immediate ceasefire in the south, without saying when one should start. Egypt called for all sides to start work toward carrying out the plan, which they accepted last week, including "halting the war and bringing about prosperity, security, stability and unity of the Sudanese people." Egypt commended the Khartoum government and the various opposition forces for accepting the joint Egyptian-Libyan initiative which aims to forge a comprehensive political settlement in Sudan. The Egyptian side, which was led by Ebeid but included others, also commended the Sudanese government's oft-repeated declaration that it is ready for an immediate and comprehensive ceasefire.

Sudan government bombs more hospitals KHARTOUM, Sudan (AP, October 1, 1998) A Norwegian aid group says a Sudanese military plane bombed its hospital and a base in southern Sudan on Wednesday, killing one civilian and injuring two others. In Oslo, the Norwegian People's Aid said in a statement that the bombing on the town of Nimule followed Monday's cluster bombing of NPA's hospital in Yei. The two hospitals along with those in Chuckudum and Labone, also operated by the NPA, are the only ones serving the people of southern Sudan, the statement said. "The result of these bombings are only terror against the civilian population, as it has no military significance," NPA spokesman Ivar Christiansen said in a statement. Christian and animist rebels have been waging a military campaign against the Khartoum government since 1983 for more autonomy for the southern districts. The truce is due to come into effect on Thursday, October 17, and remain in force until the negotiations are concluded, which will be not later than the end of the year unless both sides agree to an extension, Agence France-Presse (AFP) quoted SPLM/A spokesman Samson Kwaje as saying. “Both parties have signed the truce,” Kenya’s special envoy to the peace talks, General Lazaro Sumbeiywo, told AFP here on Tuesday. Asked whether the ceasefire will be monitored, Sumbeiywo said: “There is no monitoring, but we will assist them to establish channels of communication.”
