Chapter 6. Energy Sustainability
Responding to the challenges of sustainability requires basic resources; technologies and the know-how to use them; finance and the capacity to mobilise it for the purpose intended; awareness of the relevant issues and willingness to address them; management and institutional capacities to resolve the problems and achieve the stated goals. In the field of energy supply and use the basic building blocks for optimism about the longer-term future exist, for the following reasons:
  • The fossil fuel resource base, in geological terms, is immense for coal and adequate for many decades for oil and natural gas.
  • Our world has options on how much of the fossil fuel resource base we want to use.
  • Carbon dioxide emitted by burning fossil fuels can be reduced, recaptured and stored, using technologies that already exist. Exercising these options, especially by carbon sequestration, would permit more fossil fuel to be used without potentially dangerous consequences. Some methane emitted from fossil fuels can also be prevented from reaching the atmosphere.
  • While nuclear power as a significant source of reliable electricity production, with zero greenhouse gas emissions, has run into serious difficulties because of concerns about operational safety, waste disposal, and proliferation, greater open-mindedness on future options would focus on a range of possibilities – from the use of thorium (but there are doubts about the economics and need to use thorium for as long as substantial quantities of uranium remain), to fundamentally different processes (such as the pebble-bed modular reactor now under development in South Africa) and smaller-scale plants that can be produced serially and at much lower unit cost.

    Ray DuBose and Ralph Taylor Mission Statement: The mission of The Energy Sustainability Task Group is to exhibit a commitment to sound energy management by supporting adoption of best practices for energy efficiency across campus. Overview/Issues: Energy issues relate to environment, economics, and efficiency. Some issues overlap with Green Buildings, for instance the Energy Star Buildings Program, sponsored by US EPA. Both groups are jointly gathering information and laying groundwork for possible partnership with EPA in the Energy Star Building Program. Progress to Date: With the support of the ESTG, two members, Ray DuBose and Bill Lowery, were instrumental in submitting an application under the EPA Energy Star program for Combined Heating and Power (CHP). As a result, the University of North Carolina at Chapel Hill has been selected to receive a certificate for its Cogeneration Facility, for pollution prevention and low emissions. The award will be presented at a ceremony in Washington, D.C., on March 21, 2000. We are proud of this award on a first-time application, as recognition of exemplary energy practices already in place. Goals: The Energy Sustainability Task Group is currently setting goals, to help guide the group's efforts in having a positive impact at UNC with regard to energy issues.

TARGET ACHIEVED Per customer account, and in line with the UK Government's 'Making a Corporate Commitment 2' indicative targets, reduce emissions of SO by 83%, NOx by 56% and VOCs by 53% by 2010, based on a 1997 baseline. ACCEPTABLE PROGRESS Explore the scope for further reductions in problematic emissions to air via the supply of renewable electricity to network premises and supply of renewable gas to major occupancies. ACCEPTABLE PROGRESS Continue to argue the case in public for reductions in greenhouse gas emissions as a matter of priority, and run a branch-based awareness campaign in 2001.

      The Renewable Energy Production Incentive (REPI): This program provides financial incentive payments for electricity produced and sold by new qualifying renewable energy generation facilities. Qualifying facilities are eligible for annual incentive payments of 1.5 cents per kilowatt-hour (1993 dollars and indexed for inflation) for the first ten-year period of their operation, subject to the availability of annual appropriations in each Federal fiscal year of operation. Eligible electric production facilities are those owned by State and local government and not-for-profit electric cooperatives. Electricity must be sold in or effect state commerce. Deadline falls every December with program closed to new applicants after September 30, 2002.
