Constitution - none; constitution of September 1968 was suspended in April 1973. A new constitution was promulgated on 13 October 1978, but was not formally presented to the people.
Legal system - based on South African Roman-Dutch law in statutory courts and Swazi traditional law and custom in traditional courts. Legislative branch - Bicameral parliament or Libandla, consisting of a Senate (20 seats) and House of Assembly (65 seats). Elections - House of Assembly elections last held September 1998.
tinkhundla ). In essence this system was designed to prevent the modernists and reformers gaining even the smallest foothold in the political arena. Despite the apparent reintroduction of constitutional institutions, Swaziland was now an absolute monarchy, in which unauthorized public meetings were prohibited and preventive detention was used to deter opponents.
King Sobhuza's own presence and personal skills might have kept this unusual political system working, but as he was now 80 years of age, provision had to be made for the succession, never an easy process in Swazi history. Before matters could be finalized, Sobhuza died suddenly, in August 1982.
As so often in Swazi history, the death of the King ushered in a time of troubles, for the succession goes almost invariably to one of the late King's youngest sons. The Queen Mother, Dzeliwe, now assumed control as Queen Regent, pending the coming of age of the Crown Prince, whose identity was still a closely guarded secret (Sobhuza was survived by some 110 children, of whom 40 were sons). Dzeliwe soon found herself embroiled in a power struggle with some of the senior princes in the royal council, who feared that she might encourage reforms that could threaten their privileged position. In August 1983 the princes struck, deposing the Queen Regent, and replacing her with Queen Ntombi, the mother of the Crown Prince. This dramatic development caused a severe rift within the royal family, and led to unprecedented public protest, which abated only in September with the return of the Crown Prince from school in England.

The Kingdom of Swaziland is located between South Africa and Mozambique. It was a British territory at the beginning of the 20th century. The king, Sobhuza II, was a minor, so his grandmother, Queen Labotsibeni Gwamile Ndluli, acted as regent until 1921. She rallied the Swazi people to begin buying back their lands from foreigners. In the 1960s Sobhuza founded the the Imbokodvo National Movement, which worked for Swazi independence. That goal was achieved in 1968. In the '70s Swaziland adopted a constitution which banned political parties and gave the king supreme power. King Sobhuza II died in 1982. His wife Dzeliwe Shongwe ruled as regent for a year, then was replaced by another of Sobhuza's widows, Ntombi Latfwala. Her son Makhosetive became King Mswati III in 1986. The king and his mother, whose title is Ndlovukazi (Great She-Elephant), rule jointly.

HISTORY OF MEMBERSHIP The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, etc., which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol (in accordance with Article 2 (1) of its Constitution) ensures the closest possible co-operation between the "criminal police authorities" of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime. Joining Interpol was therefore one of the first steps taken by various African leaders once their countries obtained independence.

FAMILY AND BUSINESS AMONG MASTER ARTISANS AND ENTREPRENEURS: The Case of Nineteenth-Century Vienna
Josef Ehmer
This essay considers the relationship between family and business among economically successful artisans who were on the way to attaining the status of industrial bourgeoisie. For nineteenth-century master artisans as well as for entrepreneurs, the family was an important means of economic success. The connection between family and business, however, manifested itself in various ways. Cross-sectional household structures show two distinct patterns, which might be interpreted as "traditional" and "modern" family forms. Yet the study of family biographies and of intergenerational succession casts doubt upon dichotomous perspectives and points toward complex relations between family strategies, kinship networks, and the guilds.
