Population 1,123,605. Note: estimates for this country explicitly take into account the effects of excess mortality due to AIDS; this can result in lower life expectancy, higher infant mortality and death rates, lower population and growth rates, and changes in the distribution of population by age and sex than would otherwise be expected (July 2002 est.).
Land Area 17,200 sq km (6,641 sq miles).
History Autonomy for the Swazis of southern Africa was guaranteed by the British in the late 19th century; independence was granted 1968. Student and labor unrest during the 1990s have pressured the monarchy (one of the oldest on the continent) to grudgingly allow political reform and greater democracy. UNAIDS Epidemiological Fact Sheets [English] [French] Global Surveillance of HIV/AIDS and sexually transmitted infections (STIs) is a joint effort of WHO and UNAIDS. The UNAIDS/WHO Working Group on Global HIV/AIDS and STI Surveillance, initiated in November 1996, guides respective activities. The primary objective of the working group is to strengthen national, regional and global structures and networks for improved monitoring and surveillance of HIV/AIDS and STIs. For this purpose, the working group collaborates closely with national AIDS programmes and a number of national and international experts and institutions. The goal of this collaboration is to compile the best information available and to improve the quality of data needed for informed decision-making and planning at national, regional and global levels. The Epidemiological Fact Sheets are one of the products of this close and fruitful collaboration across the globe.

In 1994 a number of positive changes came to southern Africa, affecting practically all the countries covered by the regional delegation. Democratic elections in Mozambique and South Africa were complemented by those in Malawi, where a new government was voted in, putting an end to 30 years of autocratic rule. The 1.5 million Mozambican refugees in the region had almost all returned home by the end of 1994, lifting a major burden from Malawi, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. In Namibia and Botswana the governments in place were returned in general elections. Only in Lesotho did the situation deteriorate, but the crisis was settled by the end of the year.
The principal activities of the regional delegation in 1994 included the continuation of detention-related activities in Malawi; the promotion of international humanitarian law, particularly in Lesotho, Malawi, Namibia and Zambia; coordinating and supporting tracing work carried out by National Red Cross Societies; and helping to strengthen the capacity of National Societies in regard to emergency preparedness, information, dissemination and the development of their internal telecommunications systems.
From 1 January 1995 the Harare delegation will also cover Mozambique, while Lesotho and Swaziland will be covered by the regional delegation in Pretoria.

    History In eastern Swaziland archaeologists have discovered human remains dating back 110,000 years, but the Swazi people arrived only relatively recently. During the great Bantu migration into southern Africa, one clan of the Nguni, moving down the east coast, settled around modern Maputo in Mozambique. Eventually the Dlamini family founded a dynasty there, but by the middle of the 18th century, pressure from the other clans forced a Dlamini king, Ngwane III, to lead his people south to what is now southern Swaziland, around the Pongola River. The Swazi now consider Ngwane III to be their first king. Under pressure from the Zulu, the next king, Sobhuza I, withdrew to the Ezulwini Valley, which remains the centre of Swazi royalty and rituals today. King Mswazi, who ascended the throne next, was a gifted warrior and diplomat, and by the time he cashed his chips in 1868 the Swazi nation was secure.

    Economic and Socio-political Situation
    The 1997 census revealed a total resident population of 930, 000. In addition, there were 51, 000 absentees, mainly men working in South Africa. The annual population growth rate has fallen from 2.9% (between 1986 and 1997) to below 1% because of the effects of AIDS. The labour force increased from 111,643 in 1996 to 112,744 in 1997. Available data indicate that 84% of the labour force is employed in the formal sector. Though confirmed figures are not available, unemployment rates have generally been in excess of 20%. For the age 15-24 years, the problem is acutely worse, with national unemployment levels of 40%. During the 1980s, Swaziland's economy benefited from the sanctions that were imposed on South Africa. Thus the economy during this period was characterised by a strong GDP growth and a healthy balance of payments. The lifting of sanctions against South Africa and political reforms in other countries in the sub-region have seen Swaziland losing its comparative advantage in attracting Foreign Direct Investment inflows. Periodic spells of drought as well as the global recession exacerbated by the East Asian crisis have resulted in a decline in the country's export earnings. The economic growth rate increased from 2.7% in 1998 to over 3% in 1999 after which it fell to 2.5% in 2000 before further falling to 2% in 2001. The end of the Industrial Relations Act controversy and Swaziland’s preferential access to the US market (thanks to the African Growth Opportunity Act) is expected to improve the performance of the economy in 2002.

    USTR Zoellick to Discuss Regional Free Trade Agreement on Visit to South Africa
    WASHINGTON - The proposed free trade agreement (FTA) between the United States and the five member countries of the Southern African Customs Union (SACU) will be the main focus of U.S. Trade Representative Robert B. Zoellick's January 13 visit to South Africa. Zoellick will meet in Pretoria with the Trade Ministers of Botswana, Lesotho, Namibia, South Africa and Swaziland to discuss a roadmap and timetable for forthcoming FTA negotiations. Discussions will begin in February, with U.S. and SACU officials meeting to plan the negotiating process and develop an effective negotiating framework. Additionally, U.S. trade capacity funds will assist SACU countries in identifying their technical negotiating needs. "Today we are opening a new era – we are embarking with these FTA negotiations on a path to mutual economic growth and to increased prosperity for the people of southern Africa," Zoellick said. "A U.S.-SACU FTA will expand U.S. access to the vital and growing southern African market to the benefit of our farmers, workers, businesses and families. And it will give new hope and economic opportunity to the people of southern Africa by increasing trade, creating new jobs, boosting economic growth and development, and promoting regional integration." Following his visit to South Africa, Ambassador Zoellick will proceed to Mauritius where he will lead the U.S. delegation to the Second U.S./Sub-Saharan Africa Trade and Economic Cooperation Forum from January 15-17. The annual "AGOA Forum" provides an opportunity for top U.S. and sub-Saharan African trade officials to discuss ways of expanding trade and investment relations under the provisions of the African Growth and Opportunity Act (AGOA). Enacted in 2000, AGOA authorized a new U.S. trade and investment policy toward Africa, including duty-free access to the U.S. market for goods from eligible countries – including all five members of SACU and expanded consultation on trade and economic issues.
