    The hallmark of Swiss cultural policy is its non-existence. Switzerland’s cultural tapestry is a patchwork of twenty-six cantonal approaches rather than a single, national design. Like education, furtherance of the arts is a cantonal responsibility.
    The newly amended Federal Constitution now incorporates culture on a number of levels, by guaranteeing linguistic and artistic freedom, for example, but also by promoting the country’s cultural diversity.
    50 % of the total public spending on arts is provided by municipalities, 39 % by cantons and only 11 % by the federal government.
    At the federal level, two institutions are involved in promoting the arts today: Pro Helvetia and the Federal Office of Culture. Pro Helvetia preserves domestically the national heritage, promotes artistic creativity and disseminates the fruits of this creativity across the country’s linguistic frontiers. Internationally, it encourages cultural exchange with other countries. The

    Cultural Policy
    The Federal Office for Culture, which has existed since 1975, is active in various areas, such as the preservation of works of art and national monuments, the protection of the national heritage, and the promotion of literature, the theatre, museums and the cinema. The Federal Office for Culture is also responsible for the National Library, the National Museum, and the Swiss Literary Archives. The state provides money for the promotion of culture, primarily through the Arts Council of Switzerland Pro Helvetia. In 1988 public expenditure on culture amounted to 1.2 billion francs; of this approximately 14% came from the state, 35% from the cantons, and 51% from the communes.

    Art in Switzerland very often has been associated with Swiss artists who lived in foreign countries, in France, Italy, Germany, or the United States for example, Francesco Borromini, Felix Vallotton, Alberto Giacometti, Le Corbusier, Heinrich Füssli, and Jean-Luc Godard, to name just a few.
    This phenomenon historically has been attributed to a certain puritanical hostility in Switzerland toward painted or sculpted images dating back to the 16th century; at the same time, it also evolved in part from a narrow-mindedness often typical in small countries.

    Food, ingredients and the way to prepare it varies greatly all over the country. Generally speaking, basic food items include a huge selection of bread (white, whole wheat etc.), dairy products such as milk, yogurt, butter and - of course - a great variety of the world famous Swiss cheese. Also important are vegetables including beans, carrots, cauliflower, potatoes, spinach etc. Sausages and meat - mainly veal, beef, pork, chicken or turkey - are served in many different ways: grilled, cooked, sliced or cut. Side dishes include French fries, rice, potatoes and different types of pasta. Fruits are available from all over the world, locally grown fruits include apples, pears, grapes and different types of berries, such as black berries, blueberries, raspberries, red currants and strawberries. Finally, there are a lot of sweets, including the second type of food that Switzerland is world famous for: Swiss chocolate. To table of contents

On the one hand, because of limited opportunities at home, some of Switzerland's creative minds have chosen to live elsewhere. This has been especially true of architects. On the other hand, Switzerland's traditional neutrality and its laws of political asylum have made the country a magnet for many creative persons during times of unrest or war in Europe. The mid-19th century was such a period, as were the 1930s and '40s, when the rise of fascism caused a number of German, Austrian, and Italian writers such as Thomas Mann, Stefan George, and Ignazio Silone to seek harbour in Switzerland. Swiss culture has contributed notably to literature, art, and music. It is an amalgam of the German, French, and Italian cultures embodied in the Swiss linguistic regions; however, it is separated from these parent cultures, for example, by Swiss dialects and cultural cross-pollination. From early times Switzerland has been exposed to many foreign influences, and as early as the Middle Ages the country had achieved a high cultural level. Carolingian culture, particularly painting and Romanesque architecture, flourished, and the Saint Gall monastery was a brilliant center of Western culture. Since then most European cultural trends, such as humanism and the Reformation, have been assimilated. Calvin and Huldreich Zwingli.
