According to this China Times article (in Chinese), the Republic of China government has asked Microsoft to open Windows source code. The official, Lin Jua-Cheng, in charge of the "e-government" initiative, says many other countries have also sent similar requests to Microsoft. ADVERTISEMENT Lin points out that GNU/Linux systems, because of their freeness and high security (due to the availability of the source code, which can be modified to add firewalls and other security measures), have become widely used in government computer systems (espeically in militaries and intelligence agencies) of many nations and the Pentagon, the FAA, and the air force of the US. Business Taiwan government to sell 55.23% of CPC stake by year-end 2003-01-18 / Agence France-Presse / The Taiwanese government plans to dispose of a 55.23 percent stake in Chinese Petroleum Corp. (CPC) by the end of this year in a privitization scheme, an official said yesterday. "Amid liberalization of the domestic oil market, privatization is necessary to take on escalating competition," said the official from the Commission of National Corporations. The government was likely to release up to a 44.69 percent stake in CPC to strategic investors at home or abroad and sell the rest to individual investors through an initial public offering, the official said. "Several foreign oil companies have expressed interest but no formal negotiations have been started," he said. Details about the privatization scheme need to be hammered out and would have to be approved by parliament, the official said. But the government would manage to keep a no less than 34 percent in CPC to maintain veto power on the company's board of directors. CPC authorities would communicate with its employees on the privatization project to diffuse possible opposition from the workers union, the official said.

INTRODUCTION
Background: In 1895, military defeat forced China to cede Taiwan to Japan, however it reverted to Chinese control after World War II. Following the communist victory on the mainland in 1949, 2 million Nationalists fled to Taiwan and established a government using the 1947 constitution drawn up for all of China. Over the next five decades, the ruling authorities gradually democratized and incorporated the native population within its governing structure. Throughout this period, the island has prospered to become one of East Asia's economic "Tigers." The dominant political issue continues to be the relationship between Taiwan and China and the question of eventual reunification.

The transfer of S3's graphics assets to the new S3-Via Inc. venture was set to be completed by the end July under an agreement announced last year by the two companies (see Nov. 2, 1999, story "We believe that the new Taiwan government should be taking positions supporting high-tech partnerships between Taiwan and global corporations, and we hope that the new Taiwan government will not cause harm to U.S. or international corporations," said Ken Potashner, chairman and chief executive officer of S3 in Santa Clara, Calif. Opposition Leader James Soong went on to say that if the government has prior information about the Bali terrorist acts, they should be given credit for such a excellent intelligence breakthrough. But if the government really did know, why didn't they alert the thousand strong Taiwanese on holidays in Bali? Why was there no evacuation plan in effect, why special airplanes had not been sent to fly them home then - this is a major mistake! !

Taipei says that the number of Internet users on the island is approaching four million, and should top five million before the end of the year. However, some commentators have questioned the accuracy and usefulness of these figures, which are issued by FIND (Focus on Internet News and Data), an agency of Taiwan's Ministry of Economic Affairs In June, The Taipei Times newspaper carried a report entitled "Is the government cooking the Internet books?" which suggested that FIND was greatly overestimating the number of active Net users. Ordinary households such as Edward Lee's illustrate why FIND's calculations should be treated with caution.

Custom Magazines Taiwan government postpones decision on China fabs By Faith Hung EBN (01/11/02 02:41 p.m. EST) Taiwan's government continues to drag its feet on a decision whether to lift the ban on 8-inch-wafer-fab investments in China, raising concerns that a campaign promise delayed will be a campaign promise broken. For the second time in a month, the Ministry of Economic Affairs postponed its decision on easing the restriction, this time without offering any timetable as to when a ruling will be issued. The lack of guidance has some chip industry executives concerned that the government is using stall tactics in an effort to dodge the issue. “It's understandable why the government delayed its decision again, but Taiwan's advantages will vanish in two to three years if the ban isn't lifted,” said Hander Chang, an assistant vice president of Winbond Electronics Corp., Hsinchu, one of Taiwan's largest DRAM manufacturers. “Foundry is one of the few sectors in which Taiwan has dominant power on the worldwide stage.” An easing of the prohibition was promised by Taiwan's Democratic Progressive Party (DPP) during the island's parliamentary election campaign late last year. The centrist proposal, from a party that historically has favored independence for Taiwan and eschewed close ties with the mainland, was seen by many as a measure to help boost the island's battered economy. However, with the reduced incentive for compromise following the DPP's majority victory in the December election, the government may be reluctant to keep its promise, according to some analysts.

UMC has denied any wrongdoing. The subject of the probe is whether UMC, the world's second-biggest silicon foundry, has spent $1 billion building a 200mm wafer facility in Suzhou through a company called He Jian Technology Co., which is widely believed to have links with UMC, according to media reports. In the beginning of this year, UMC started the construction of the plant, expecting to reach mass production in 2003, said the reports. Taiwan last week eased long-time restrictions, allowing foundries such as UMC and its closest rival Taiwan Semiconductor Manufacturing Co. to build fabs on the mainland to tap the huge demand of the Chinese market. With the reports indicating UMC had violated the rule before the ban was lifted, the government is looking into the situation. “We're very, very concerned about this,” said R. L. Chen, a deputy vice minister of Taiwan's Economic Affairs. “If we gather enough evidence that proves UMC has had investments on the mainland, we'll punish them by law.” The worst case could be UMC being fined between $28,500 to $142,800 each time the government asks the company to completely withdraw its investments in China, he said.

The US investment bank re-gained its stranglehold over business in TSMC's name last night (Tuesday) winning an auction to place out 20 million ADR's for Taiwan's National Development Fund. In doing so, it is believed to have beaten four other banks comprising Deutsche Bank, Merrill Lynch, Salomon Smith Barney and UBS Warburg. Even though the deal was in the name of the government, winning will have been extremely important to Goldman given its close relationship with TSMC, whose CEO Morris Chang was recently elected to the bank’s board. However, a number of rival firms questioned the logic of its aggression in the face of a falling market and there was also widespread uncertainty at the amount of the deal actually placed with investors before the book was closed at 9.15 am New York time. Goldman sold ADR's at $16.05, a 0.9925% discount to the previous night's $16.17 close. Such has been the competition to win TSMC-related business in recent years, that the discount needed to secure books has become ever tighter. In 1999, for example, a $300 million sale came at a 5.6% discount close, while a $207 million trade followed in 2000 at a 2.6% discount and a $291.2 million issue in June this year at a record tight 0.86% discount.

CORPORATE RAIDS AGAINST GOLF CLUB COUNTERFEITERS
Callaway Golf Company announced today that it has cooperated with government authorities in carrying out three raids against golf club counterfeiters in Taiwan. The raids were targeted against counterfeit Callaway Golf products manufactured in Taiwan and exported to the US and foreign markets. The successful actions in Taiwan come in the wake of "Project Teed Off", a US Customs "sting" executed in February 1999 that resulted in the arrest of twelve citizens, among them several Taiwanese citizens. The raids in Taiwan were carried out on 14th April by official of the Investigation Bureau of the Ministry of Justice, which is responsible for the enforcement of intellectual property laws in Taiwan. Raided were Liang Sheng Golf, Blue Whale Enterprises and Ta Sheng Industries. The three raided businesses were all located in Fengyuan City, a suburb of the capital city, Taipei. Officials arrested two persons - Chang Chu-Ping and Liu Tai-Chi - and seized approximately a thousand counterfeit "Callaway Golf" club components, including almost a hundred fully assembled counterfeit irons ad metal woods. Steven McCracken, Executive Vice President and Chief Legal Office of Callaway Golf, expressed his satisfaction with the actions of the Taiwanese authorities. "We welcomed the opportunity to work with our Taiwanese colleagues.
