1 January 2001 - Taichung, Nantou subscriber number expansion
Taichung (+886 4): the digit '2' was prepended to most existing 7-digit subscriber numbers to form new 8-digit numbers, as of 1 January 2001. The changes include Choian in the Miaoll area. As an exception, special data subscriber numbers in Taichung beginning with 412 remain 7 digits (that is, the 412xxxx format subscriber numbers). Nantou (+886 49): the digit '2' was prepended to most existing 6-digit subscriber numbers to form new 7-digit numbers, as of 1 January 2001. As an exception, special data subscriber numbers in Taichung beginning with 41 are converted to 7 digits by adding the digit '2' after the 41 (that is, changing from 41xxxx format subscriber numbers to 412xxxx). Taichung subscriber numbers (+886 4) may only begin with digits from 2 through 6. This avoids conflict with the Nantou area code +886 49, and other 2-digit area codes beginning with 4.

1) Regional Initiatives: Central and Eastern Europe Overview
"We are here to advance the cause of women and to advance the cause of democracy and to make it absolutely clear that the two are inseparable. There cannot be true democracy unless women's voices are heard. There cannot be true democracy unless women are given the opportunity to take responsibility for their own lives."
    - First Lady Hillary Rodham Clinton
Keynote Address at Vital Voices, Austria, July 1997
The Vital Voices Initiative was launched with the Vital Voices Conference in Vienna, Austria in July, 1997. The Vienna Conference convened women leaders from the governmental and private sectors of Central and Eastern Europe, the United States, and the European Union. Three hundred participants explored ways to strengthen the role of women as democracy-builders through three tracks of workshops: law and leadership, politics and public life, economics and business. The Conference, conceived by Swanee Hunt, then U.S. Ambassador to Austria, forged partnerships among women. As a result of this effort, U.S. government and private sector support for programs and policies directed towards the advancement of women and girls significantly increased.

Turning Violence into Politics
by Shahram Akbarzadeh
7 September 1999
A constitutional referendum this September, presidential elections this November, and parliamentary elections before February 2000 carry hopes for a move away from the recent bloody chapter of Tajikistan's history. illustration: Nenad Vitas But two years after the signing of a peace treaty that ended more than four years of civil war, substantial divisions between the warring factions keep the country's future uncertain. Differences over Tajikistan's national character (as Islamic or secular), regional mistrust (deepened by years of conflict), and the country's relations with other states, have kept divisions between the protagonists wide. Following Nuri's statement, Habib Sanginov, chairman of the NRC's military subcommittee, confirmed on 3 August that 4,275 opposition troops had been absorbed into Tajikistan's security and armed forces. Another 2,430 had returned to civilian life. The demobilization of armed opposition forces was a sticking point in the reconciliation process. The task was transforming the opposition movement from a military force into a purely political one. Sayyed Nuri's proclamation in June that "we will never allow the start of any military activities" was more than an exercise in public relations: only a speedy demobilization would enable the UTO to survive as a viable political alternative.
THE SPECTER OF ISLAM Competing visions of Tajikistan's future place a seemingly insurmountable barrier on the path to peace. Among the NRC's recommended constitutional amendments to be decided in the September referendum is a provision allowing for the establishment of religious and ethnic political parties.
