Approved by The Regents September 15, 1995 The Regents of the University of California wish to acknowledge the service of volunteer groups and nonprofit organizations and to encourage their support on behalf of the University and its individual campuses. These entities provide valuable assistance in fundraising, public outreach, and other support for the University's mission. The most common forms of such organizations are Support Groups, Campus Foundations, and Alumni Associations. At the same time, as a public trust and the beneficiary of the funds raised, the University is obligated to require that the funds raised by such entities be adequately controlled and properly expended in the same manner as if the funds were raised by the University itself. Accordingly, each Support Group, Campus Foundation, or Alumni Association must receive official and continued recognition from a Chancellor. Official recognition establishes the privileges and responsibilities of the relationship between these entities and the University, including use of the University's name, facilities, and resources. Without such recognition, no group may (a) represent itself as raising funds or otherwise providing support on behalf of or for the benefit of the University, a campus, or any institutional unit thereof; (b) use the name of the University or any of its campuses, facilities, or programs either expressly or by implication in connection with such activities; or (c) use University facilities, equipment, or personnel in connection with such activities.

    The following organizations and any other organization exempt from federal income tax under the Code referred to under G.S. 105-130.3 are exempt from franchise tax if they are not organized for profit and if no profit inures to the benefit of any member, shareholder or other individual:
  • Fraternal societies, orders or associations. To quality for income tax exemption, the organization must operate under the lodge system or for the exclusive benefit of members of a fraternity that is operating under the lodge system,; and provide life, sick, accident or other benefits to the members or their dependents. Corporations organized or trusts created for religious, charitable, scientific or educational purposes, including cemetery corporations and organizations for the prevention of cruelty to children and animals.     GuideStar Reaches Out to Nonprofit Community, Expands Database
    Providing Information to the Nonprofit Community On Friday, September 14, GuideStar data services manager Bunkie Righter saw a list serv message inviting technology assistance providers to help nonprofits in the World Trade Center area "deal with their immediate and long-term technology needs." The message was from Stephanie Creaturo, senior manager of workforce development for NPower NY, a nonprofit dedicated to "putting technology in the hands of nonprofits." Righter was able to send Creaturo a preliminary list of nonprofits located in lower Manhattan that afternoon. Since then, she has been working with GuideStar database administrator Rich Paradis and director of projects and contracts Allen Whitehead to refine and enhance the list. Righter and nonprofit services coordinator Karen Rayzor are contacting other New York-area nonprofit associations and organizations to offer this information to them as well. At least 53 nonprofits were located in World Trade Center Buildings 1 and 2 , and some 1,900 charitable organizations have addresses in the 15 zip codes around the World Trade Center. Many organizations lost their databases and computer systems when they had to evacuate without shutting down their systems properly. GuideStar has offered to provide information to help these nonprofits rebuild their databases.
