November The New Business Tax System (Consolidation, Value shifting, Demergers and Other Measures) Bill received Royal Assent on 24 October 2002. However, the game is not yet over. The Senate has indicated that there will be further changes to the legislation which we should expect sooner rather than later.

    The Issue As if just having to pay taxes wasn't bad enough. Every year it seems to get more complicated. Tax codes have a tendency to become bloated with exclusions and loopholes for special interest groups. Politicians use the tax code to gain political allies and to advance their own social and economic goals. As a result, the system becomes ever more complex and the average taxpayer finds it impossible to comprehend. In the U.S., it is not uncommon for individuals and small businesses to pay less in taxes than they pay in tax preparation. And even the professionals they hire can't get it right. In one recent Money magazine study , 45 different professional tax preparers came up with 45 different tax amounts for the same fictional family. The U.S. government itself spends large amounts of money every year paying companies like

s the U.S. tax code continues to become more complex and difficult to decipher, a large share of Americans, and a number of politicians from both sides of the aisle, support the idea of reforming the system. A number of alternative tax proposals, such as a flat tax, have begun to gain recognition. These include such ideas as only having one tax rate regardless of income level with no deductions, to abolishing the Internal Revenue Service and establishing a national retail sales tax on all goods and services. Supporters of a tax overhaul say a flat tax or a national retail sales tax would greatly reduce the complexity of the tax code. The notion of fundamentally overhauling the tax code raises a number of questions. Could the nation switch to a new tax system that would raise essentially the same amount of revenue? Should the tax code continue to encourage businesses to invest? Should it keep rewarding individuals for purchasing homes and making charitable contributions? Or should the tax system eliminate all loopholes, credits, exemptions and deductions - no matter how noble their intent? The current tax code runs thousands of pages long, and not only average taxpayers but many tax experts find it difficult to decipher. But the code's complexity represents carefully balanced interests, many argue, and to throw it out would be foolhardy.

An analysis released today by the Institute on Taxation and Economic Policy (ITEP) finds that two leading tax reform proposals would provide tax cuts for a majority of Tennesseans while resolving the state's impending budget shortfall. ITEP's analysis finds that the Governor's plan provides greater tax relief to the poorest Tennesseans due to its sales tax rate reduction, while the "compromise" bill passed by the Senate Finance Committee on Tuesday provides broader tax relief for middle-income families due to the graduated structure of its income tax component. "Either of these proposals would shift the tax burden away from middle- and low-income families and onto Tennessee's better-off taxpayers while at the same time raising more revenue to pay for important government services," said Michael Ettlinger, Tax Policy Director for ITEP. The study also shows that Tennesseans who itemize deductions on their federal income tax would pay between $395 million and $420 million less in federal income taxes, since state income taxes can be deducted from the federal personal income tax.

The tax system offers many options for reducing uncertainty and better allocating environmental costs. In its broadest sense, "environmental tax reform" means lowering taxes on payroll, capital formation and clean energy technology, and financing those reductions with higher taxes on activities that hurt the environment. In addition, a portion of the revenues from environmental tax reform can be used to provide:
  • transition for energy-intensive companies; assistance to low-income households; and incentives for business to achieve energy efficiency and develop cleaner technologies and processes.
Consumer Protection
CSE research indicates that properly-designed environmental tax reform would offset any new costs to consumers and could be beneficial to low and moderate income Americans. Revenue from environmental taxes would lower other taxes and fund rebates and tax credits. Conservation programs, alternative energy sources, and clean technologies would help reduce consumption, further lowering energy costs. And It Works
There is solid proof that environmental tax reform and other market-based initiatives work. At the national level, taxes on ozone-depleting chemicals have reduced environmental destruction and provided a boost to clean technologies. States are increasingly adopting environmental tax initiatives, and nine European nations have changed their tax policies with measurable environmental and economic benefits.

It can tackle three problems directly: unemployment, environmental deterioration, and economic efficiency. In other words, it could lead to a tripple dividend (with the added benefit that some proportion of revenues could also be used to retire the deficit/debt). ETR can tackle these problems by changing the signals which affect economic development. On the one hand, we tax the activities of people we should encourage, such as employees, entrepreneurs, savers and investors. On the other hand, we do not tax the throughput of energy and raw materials. We ignore the damage our economic activity imposes on the environment and on each other. This means that we 'overconsume nature and underconsume people' in the words of the 1993 European Union White Paper on Growth, Competitiveness, and Employment Why is ETR Important?

Tomorrow's second reading of the local government bill is a significant and very welcome step towards reforming the council tax, one of the more pernicious taxes of modern times. The bill opens up the possibility of a great improvement in this tax - but unless the government introduces a degree of regional variation, it will hit low-paid workers across southern England.
