These changes are in response to ongoing reviews and also to changing Wisconsin Administrative Rules, which have the force of law. These changes govern all programs beginning in 2000 and will be required for professional education program completers who will be certified in the state of Wisconsin for a professional license effective August 31, 2004.

Regulations on Kentucky Teaching Certificates
The Regulation on Kentucky Teaching Certificates - 704 KAR 20:670 - went into effect for teacher education candidates admitted to a Teacher Education program beginning January 1, 1998:
  • The issuance of teaching certificates for each grade level is being revised by the Kentucky Department of Education. The content in some teaching fields is being revised by the Kentucky Department of Education.

Teacher certification options offered through the Department of Education include:
Elementary teacher certification (grades 1-6)
Undergraduate Masters programs
Middle School teacher certification (grades 5-9)
Undergraduate Post-AB Program (part-time)
Secondary teacher certification (grades 9-12)
Undergraduate Masters programs Post-AB Program (part-time)
All teacher education majors except some middle school students are required to double major in a subject area. This requirement ensures that students have a firm grounding in the liberal arts and sciences; widens their prospects for employment upon graduation; and enables them to return for graduate study in their second major field if they so desire. Middle school and secondary teacher education students will double major in the subject area they expect to teach. The State of Missouri requires specific content in those majors; please consult an education advisor for more specific information. In addition all teacher education students must complete the State of Missouri's general education requirements which are:

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

Reforms in Preservice Preparation Programs and Teacher Certification Standards
Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
Professional Development Schools
The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.

Teacher Certification
One facet of the Human Studies resource area is the innovative teacher certification program. Through courses, practicums, independent studies, and a range of teaching experiences, interested COA students gain an understanding of educational theory and practice. COA's excellent working partnership with the local public schools - one of the strengths of the program - enables students to practice what they learn. College of the Atlantic is granted authority by the State of Maine to award teaching certification to its graduates successfully completing the program. This certification, which is reciprocal in most states, qualifies graduates for classroom teaching in grades K-8 and for the sciences and social studies at the secondary level. Students electing to pursue teaching certification must take an additional three credits beyond the COA graduation requirements. In reviewing the program, which emphasizes equally a broad-based liberal education and an understanding of educational theory and practice, the State Board of Education site-visiting team states: "As a Board and as policy makers we have often talked about excellence...At College of the Atlantic we experienced excellence in education."

    The College of Education offers five (5) undergraduate degree programs in the following majors:

    Within Secondary Education, the College of Education collaborates with the College of Liberal Arts to offer 18 areas of specialization. Undergraduate students interested in teacher certification in art, music, or dance are admitted to the College of Fine Arts, completing additional coursework through the College of Education. In addition to these undergraduate degrees, the college also prepares post-baccalaureate students who already have a bachelor's degree in a non-education field, for teacher certification by the state. All students, undergraduate and post-baccalaureate, must seek admission to the professional Initial Teacher Certification Program (ITC). Admission to the professional program is competitive and there is a separate admission process required.     Alternate Route To Teacher Certification
    Both ARC I and ARC II consist of two major parts. The first part is either a very rigorous 8 week period of full-time intensive instruction during the summer (ARC I) OR a very rigorous 24 week period of part-time instruction on Friday evenings and all day Saturdays during the school year (ARC II). The second major part of each program consists of two years of closely supervised teaching in a Connecticut middle or secondary school.     (CNSNews.com) - Despite skepticism from teacher unions and other interest groups, the Bush administration is developing national teacher certification standards to encourage states to get skilled industry professionals into the teaching profession, end teacher shortages and fulfill the goals of the president's No Child Left Behind Act, which calls for reducing barriers and increasing standards for entering the teaching field.
    State think tanks like the American Legislative Exchange Council (ALEC) and Oregon's Cascade Policy Institute have derided the typical teacher certification process as "the single greatest barrier that prevents some of the best and brightest people from choosing the teaching profession."
    The American Board for Certification of Teacher Excellence, a non-profit group created in Sept. 2001 and funded by the U.S. Department of Education, is drafting the standards, which will be based in part on a core set of existing state standards.
    Pennsylvania has already decided to adopt the board's standards, and the New Hampshire legislature is now considering a bill to treat board-granted certification as equivalent to the state's own.
