October 29, 2002 ALBANY, N.Y. October 29, 2002 - Stressing the importance of building strong links between home and school, New York State United Teachers today urged parents to attend parent-teacher conferences - and also urged employers to make it as easy as possible for them to do so. Parent-teacher conferences are primarily held at the end of the first academic quarter from late October through mid-November. NYSUT President Thomas Y. Hobart Jr. said numerous studies have clearly demonstrated that students do better when their parents are involved in their child's education. "Attending parent-teacher conferences is one way to send a message to children that school - and education - is important," Hobart said. "Establishing good lines of communication between parents and teachers is a first step toward ensuring that students have a successful school year." Hobart noted that most teachers willingly arrange to meet with parents before or after school, or make other arrangements when parents have tight work schedules. Still, the union leader urged employers to be "as flexible as possible" to ensure all parents have an opportunity to meet with their child's teacher.

Changes in the Ways Teachers Report to Parents About Children's Performance
Two of the major emphases of contemporary early childhood education are involvement of parents and collaboration between school and family. Effective communication with parents is of paramount importance in promoting the learning and development of young children. Recognizing that traditional report cards with letters or other symbols representing levels of children's progress provide very limited information to parents, teachers of young childrenespecially at preschool and kindergarten levelstraditionally have relied on teacher-parent conferences to enhance communication. Such conferences may be the primary means of teacher-parent communication about the child or may be supplementary to written reports. As school improvement processes have progressed, schools have adopted strategies to expand and clarify the information that teachers share with parents. Chrispeels, Boruta, and Daugherty (1988) describe the purposes and goals of parent-teacher conferences: "Conferencing allows parents and teachers to meet face-to-face. This means of communication is valuable and effective. Most people can express themselves more completely and openly in person because misunderstandings and misconceptions can be more quickly clarified in face-to-face meetings by asking follow-up questions and elaborating on specific points. In many cases, the parents of students who might most benefit from a conference are the ones who do not attend. Reasons why parents do not attend conferences are many. One significant reason, unfortunately, may be that conferences are perceived by parents as a time when they will hear more bad news about their child, rather than a time when they can meet and plan with the teacher to ensure the child's success in school. Well-conducted parent-teacher conferences can accomplish several goals:

    "Although these meetings frequently are called 'parent-teacher' conferences, the student should be involved in part or all of the event not just present but as a participant," says Dean Marilyn Haring, who is also a professor of counseling and development. "By the time a child reaches the third or fourth grade, she's going to be able not only to contribute, but also to benefit from an open discussion of her academic progress." Haring goes a step further to assert that by the time students reach middle school, they should not just attend the parent-teacher conference; they should direct it. "It's very paternalistic to assume that teachers and parents are all-knowing when it comes to a specific student's abilities and expectations," Haring says. "Including students in the process gives them a voice and encourages them to accept more personal responsibility for their academic performance." The concept of student-led parent-teacher conferences has 10 years of research and practice supporting it. The Educational Resources Information Center maintained by the National Library of Education has collected abstracts on the subject since 1989.     September 1999 Parent-Teacher Communication If children are experiencing problems at school, it is important for parents and teachers to share the responsibility for creating a working relationship that fosters children’s learning and development. Teachers can encourage open communication by letting parents know when they are available and how they may be contacted, inviting parents to participate in classroom activities, and eliciting parents’ concerns and interests prior to a scheduled conference. Parents can introduce themselves early in the school year, letting the teacher know when and how they can be reached and asking how they can begin to become involved in classroom and school activities. Open and frequent communication between parents and teachers helps to ensure that the issues raised in parent-teacher conferences do not catch anyone by surprise. Both parents and teachers benefit from being well prepared in advance of the meeting so that the meeting is less emotionally charged and takes place in a trusting atmosphere.     Parents and teachers share responsibility for creating a working relationship that fosters children's learning. This brochure examines the cultural context for parent-teacher relationships, suggests some general strategies for creating a climate in which misunderstandings and disagreements between parents and teachers can be minimized through communication, and discusses some general principles for parents and teachers in dealing with misunderstandings or disagreements as they arise.
    What Is the Cultural Context for Parent-Teacher Relationships?
    It is important for parents and teachers to remember that they know the child in different contexts and that each may be unaware of what the child is like in the other context. Different people often have different perspectives on the same issue. For many parents, a fundamental part of the parenting role is to be their child's strongest advocate in the school. Some parents, however, may be reluctant to express their concerns because of cultural beliefs related to the authoritative position of the teacher. Others may have difficulty talking with teachers as a result of memories of their own school years or may be unsure of how to express their concerns to teachers. A few parents may fear that questions or criticism will put their child at a disadvantage in school.

    When Learning Problems Occur, Parents Can:
    Consider the Context.
    Ask the teacher to be specific about the problem and the context in which the problem occurs. Children who experience difficulty in learning may do so for many reasons. They may be experiencing frustrations with peers, with family arrangements, or with specific subjects or learning situations. It may be beneficial for teachers to pinpoint areas of both strength and weakness that the child displays. Parents can then work with teachers to identify specific situations in which the difficulty occurs.
    Identify What Helps. Ask the teacher what is being done to help the child overcome the problem. Hopefully the teacher has tried several strategies to help the child overcome the learning problem. Sometimes small steps, such as moving a child to a different place in the room or shortening an assignment, can make a difference. Often when children are experiencing frustration, they do not know how to let the teacher know that they do not understand what is expected of them. It may be helpful to have the teacher talk to the child about his or her problem along with the parent.

    Conferences for all students are held once a year. Each family may schedule ONE conference with the homeroom teacher and the parent(s). The purpose of these conferences is to discuss the progress of the student. Since separated/divorced parents need to hear the same information at the same time and to work together for the good of their child they are to attend the same conference. The custodial parent is responsible for the communication to the school and with the non-custodial parent. Students in Middle School are encouraged to attend the conference and take responsibility for their learning. Sign up for conferences is on Parent Night in September. If conferences are scheduled and a long weekend results, conferences may not be made up for families choosing time away. Teachers are available for conferences at other times WITH AN APPOINTMENT. Specific or serious concerns are to be dealt with as soon as possible with the teacher(s) involved and when more times is available. Appointments are made either by a note to the teacher or by a phone call to the office for the teacher to return the call with possible times.
