The Tennessee Board of Nursing was created in 1911 by an act of the State Legislature. Its mission is to safeguard the health, safety, and welfare of Tennesseans by requiring that all who practice nursing within this state are qualified. The Board is responsible for the investigation of alleged violations of law and rules, and disciplines licensees who are found guilty. Board responsibilities center around three (3) broad functions-education, practice, and administration. In terms of education, the Board prescribes the minimum curriculum and standards for professional and practical schools of nursing. Only graduates of approved schools of nursing are eligible to take the National Council Licensure Examination (NCLEX), which is required for licensure. Schools which meet the Board requirements are approved annually. In terms of practice, the Board interprets the law to determine the appropriate standard of nursing practice, causes the investigation of nurses alleged to violate the law and rules, and disciplines the license of and/or imposes civil penalties (fines) on those found guilty.

    3.0 Description of Adult Education and Literacy Activities (Section 224(b) (2)) 3.1 Description of Allowable Activities a. Target Populations The Office of Adult Education has targeted for services the least educated and most in need. Within this group are several target populations:
    • those lacking a high school diploma
    • disadvantaged students, including individuals with multiple barriers to educational enhancement, employment and self-sufficiency; low income, incarcerated, single parents and displaced homemakers;
    • individuals with limited English language proficiency; and
    • individuals with disabilities
    Specific strategies for these target populations are detailed in Chapter 8. b. Allowable Activities Tennessee's least educated and most in need are served by a variety of programs and activities, including:
  • Adult Education (AE) includes instruction provided to students reading at - 8.9 grade level equivalent, as determined by standardized testing. Services are provided that will help meet AE core performance indicators in Chapter 5. The services may also include life skills training, parenting, citizenship and employability skills. Employability skills may include a range of instructional services such as education and training in job readiness, job skills, life skills, job seeking skills, basic computer skills, and job retention activities that include further secondary education skills upgrading.
