STATE OF TENNESSEE STATE TEXTBOOK COMMISSION Preface to Section III Reviews The reviews of programs recommended by the State Textbook Commission for inclusion on the OFFICIAL LIST OF TEXTBOOKS were prepared by committees of classroom teachers and approved by the Commission. The reviews were conducted for the twofold purpose of assisting the Commission in formulating the official list and of assisting local adoption committees in selecting the textbook programs which best meet their local needs. The curriculum standards approved by the State Board of Education and national standards, where available, comprise the basis for these reviews. The reviewer orientation included sessions on the standards and on current state and national initiatives for the assessment of student achievement. Using a standard textbook screening instrument and their professional judgement, the review committees examined each program for its correlation to standards and to effective teaching practices. For each program, the report indicates whether the program is recommended for use as a basal, co-basal or alternative level program. The following definitions describe these selection classifications. Basal: This designation identifies an on-level text adopted by a local school district for use at a particular grade level in a specific subject. The basal text is the one that local boards of education are encouraged to adopt and make available for most students.

  • The College works cooperatively with Faculty Associates in regional school systems and agencies in which licensure students are placed. These site-based teachers, pupil personnel specialists, and administrators assist College faculty in selecting, teaching, and mentoring students.
    The College offers a variety of programs that prepare educators to work in business, higher education, community, government, and volunteer organizations.
    Preservice teacher education students are selected to programs by admission boards comprised of school teachers, university faculty, advanced students, and teacher educators.
    Prospective elementary and secondary education teachers earn baccalaureate degrees in an arts or science field before enrolling in year-long, graduate-level teaching internships. Approximately 300 interns per year are placed in internships.
    The College provides an alternative teacher preparation track for second career individuals. Over 400 students have completed this program since its inception in the early 1980s.

Overview
Tennessee started its telecommunications planning early. In 1988 a joint government-industry study was begun that resulted in the 1990 adoption by the Tennessee Public Service Commission of a ten-year master plan called FYI Tennessee. The plan compels regulated communications companies to invest in infrastructure standards earlier than they otherwise would have. Aside from the FYI plan, the integration of numerous local and state government networks is still under way. The state has established a Telecommunications Task Force to oversee coordination of this effort and to develop a five- to seven-year strategy for the Tennessee Information Infrastructure. The task force's three primary goals are to standardize and achieve interoperability between public (state and educational) networks, gather user input for needs planing, and create an environment that provides incentives for technological innovation and private sector investment.
Legislation
1995 legislation (Tenn. SB 891) provides for local competition, reiterates that companies must maintain their infrastructure investment commitment under the FYI plan, and directs the Public Service Commission to develop universal service fund codes by January 1996 that require contributions from all state telecommunications service providers.

Education
The Tennessee Education Network was created through a partnership between the state telecommunications office, Department of Education (K-12), and Board of Regents System. The network's immediate priority is to computerize and link administrative data, but future plans incorporate other support and instructional services such as teacher bulletin boards, email, Internet access, and interactive video.
