Historical Statement The present-day Tennessee State University exists as a result of the merger on July 1, 1979, of the former Tennessee State University and the University of Tennessee at Nashville. Through successive stages Tennessee State University has developed from a normal school for Negroes to its current status. By virtue of a 1909 Act of the General Assembly, the Agricultural and Industrial State Normal School was created, along with two other normal schools in the State, and began serving students on June 19, 1912. In 1922, the institution was raised to the status of a four-year teachers' college and was empowered to grant the bachelor's degree. The first degrees were granted in June, 1924. During the same year, the institution became known as the Agricultural and Industrial State Normal College; and in 1927, "Normal" was dropped from the name of the College. The General Assembly of 1941 authorized the State Board of Education to upgrade substantially the educational program of the College, which included the establishment of graduate studies leading to the master's degree. Graduate curricula were first offered in several branches of teacher education. The first master's degree was awarded by the College in June 1944. Accreditation of the institution by the Southern Association of Colleges and Schools was first obtained in 1946. In August, 1951, the institution was granted university status by approval of the State Board of Education. The reorganization of the institution's educational program included the establishment of the Graduate School, the School of Arts and Sciences, the School of Education, and the School of Engineering.

School Profile
In 1963, the Tennessee General Assembly established a statewide system of State Area Vocational-Technical Schools. The purpose of the schools was to better meet the occupational and training needs of citizens, employees, and businesses in the state. The legislation outlined the State’s commitment to locate and construct enough schools so that no resident was more than fifty miles from a vocational-technical shop. In 1965, Herman Robinson Vocational-Technical School opened its doors to serve the Tri-Cities region of northeast Tennessee.

Better Teachers for Better Schools for a Better Tennessee Children in Tennessee are being denied their birthright; equal access to an educational system that will prepare them to be productive citizens and live their lives to the fullest. The budget deficit for the current year and the deficit anticipated for 2002-2003 are unacceptable and will not be alleviated without systematic tax reform. The Tennessee Association of Colleges of Teacher Education supports tax reform in the State of Tennessee from two significant perspectives. First, accessibility to a quality education must be provided for all P-16 students in Tennessee. The following factors are currently prohibiting Tennessee schools from reaching this goal.
  • Inadequate overall funding.
      Per student funding in Tennessee fell 19.6% between 1995-2000. Tennessee is 50 th in the nation in per capita spending for total education expenditures. Tennessee is 47 th in the nation in per pupil expenditures, down from 44 th in 1998-99. Tennessee is the only state in the southeast without a state funded reading program. Higher education is currently funded at 85.4% of the THEC funding formula and has not been fully funded since 1985.

    In 1962 the General Assembly approved a recommendation from the Board of Trustees to relocate the seminary to Memphis. Part of the intention behind this move was to allow the seminary to serve a larger and more broadly ecumenical student body. In September of 1964 Memphis Theological Seminary of the Cumberland Presbyterian Church opened its new campus in the heart of Memphis, Tennessee, with 49 students enrolled, six of whom were African Americans. MTS became the first "white" educational institution in Memphis to voluntarily admit African American students.
    MTS received full accreditation by the Association of Theological Schools in the United States and Canada in 1977, and by the Southern Association of Colleges and Schools in 1988. Since 1987, MTS has been approved by the University Senate of the United Methodist Church for educating its ministry candidates.

Be it enacted by the General Assembly of the State of Tennessee , That it shall be unlawful for any teacher in any of the Universities, Normals and all other public schools of the State which are supported in whole or in part by the public school funds of the State, to teach any theory that denies the story of the Divine Creation of man as taught in the Bible, and to teach instead that man has descended from a lower order of animals. Section 2. Be it further enacted , That any teacher found guilty of the violation of this Act, Shall be guilty of a misdemeanor and upon conviction, shall be fined not less than One Hundred $ (100.00) Dollars nor more than Five Hundred ($ 500.00) Dollars for each offense.     Jenny Moshak is in her 14th year with the Lady Vols and continues to work directly with basketball. Moshak oversees all sports medicine, athletic training, rehabilitation and strength and conditioning. Because of her vision and direction, UT has the most comprehensive medical consulting group available for the Lady Vol student-athletes with the implementation of Team ENHANCE. A graduate of Western Michigan in physical education, she also holds a master's degree from UT in exercise physiology. Moshak spent one year on the sports medicine/athletic training staff at Penn State before returning to UT as head athletic trainer in 1989. Hofmann earned her bachelor's degree from Wisconsin-La Crosse with a major in physical education and a minor in coaching and athletic training and earned her M.A. from Western Michigan in athletic training in 1985.     Tennessee's public education system has historically lagged behind that of the rest of the nation. For the state's first two hundred years, Tennessee's economy was primarily based on agriculture and an education was not necessary to succeed in that environment. Once a public school system was established in the mid 1830's, it quickly failed due to corrupt leadership, which created a mistrust that continued for generations and delayed future growth and interest in public education. In addition, the influence of the evangelical movement in rural areas of the state deterred education progress because many followers of these religions felt that secular education hindered faith. It was not until the late 1890's that public education rose to the political forefront. Desegregation, lawsuits, and state and federally mandated education reforms have kept education in and out of the limelight ever since.
    The first state constitution of 1796 had no mention of public education, and it wasn't until 20 years later that the state began to take measures to create a public school system. In contrast, Massachusetts opened the first publicly funded secondary school in the nation in 1635 and had a flourishing public school system by 1837.
