Do we need national teacher certification in Tennessee? That is the key question legislators need to ask themselves as they prepare to pay $2,300 per teacher to undertake the assessment and a $2,500 annual bonus, even if limited to a specific number of applicants initially. Not only will national certification be a costly venture for our state during a time when the budget is undergoing much scrutiny, it could have long-term fiscal impact as the teachers union will certainly push to make it a permanent fixture of our state budget.
It's hardly surprising that nationally certified teachers would think their new credential worthwhile. It would be a rare teacher who voluntarily underwent a time-consuming and expensive process, received large pay increases and public acclaim for it, and then said it was all a waste of time. Nevertheless, one would expect that such an investment would lead to demonstrable achievement gains for students. As National Education Association President Bob Chase noted such a connection "only stands to reason."
In an attempt to improve student achievement gains, Tennessee plans to award bonuses for National Board of Professional Teaching Standards (NBPTS) teachers. There are 30 Board certified teachers currently in our state. How well do these teachers do on TVAAS? All we need is a list of the most recent 3-year average TVAAS gain scores (expressed as a % of the national average gain) for each of them in each of the 5 TCAP subjects. There is no need to list the teachers by name. Then we can simply compare nationally certified teachers to the other teachers.

What's New
The State Board of Education is the governing and policy making body for the Tennessee system of public elementary and secondary education. Its work touches all facets of education from accountability and evaluation to curriculum and teacher education. The General Assembly created the current State Board of Education in 1984 when it adopted the Public Education Governance Reform Act. The legislation restructured the board, gave it increased independence, and expanded its duties. Although the Board works very closely with the State Department of Education, it is a separate full functioning state agency. The State Board of Education has a professional staff of research associates to provide ongoing policy research and analysis of public education issues including instruction, student assessment, and funding. The Board also works closely with the Tennessee General Assembly to secure legislative support for education. Through its annual report on student, teacher, and school performance, the Board provides the legislature and the general public with information about the status of education in Tennessee. The Board has developed specific strategies to accomplish its mission in the Master Plan for Tennessee Schools 2003 (in.pdf format)

    Educational Areas of Emphasis The Agricultural and Extension Education Program has two educational areas of emphasis; Agricultural Extension Education and Agricultural Education. AGRICULTURAL EXTENSION EDUCATION
    Although no formal undergraduate curriculum is offered in Agricultural Extension Education, undergraduate courses are available as electives in each formal curriculum. These courses are designed to develop an understanding of the functions, responsibilities, and techniques of the Agricultural Extension Service; and to provide prospective Extension employees with work experience in selected training counties. AGRICULTURAL EDUCATION
    Students who complete the requirements for graduation in agricultural education receive a Bachelor of Science Degree in Agriculture with a major in agricultural education. The curriculum is designed to prepare persons to assume educational and leadership roles in many phases of the agricultural industry, including agribusiness, schools, agencies, and farming and ranching. Emphasis is on preparing students to teach agricultural education or serve as an educator with the Agricultural Extension Service.     When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Page - Updated April 2, 1998 Tennessee - One of the early reforms that is relevant to mentoring was the State of Tennessee Career Ladder, which was begun by the Comprehensive Educational Reform Act in . This program was a state-wide effort to recognize excellent teaching, create incentives for teacher growth, create career stages, and to utilize excellent teachers in new roles such as staff development leader and new teacher mentor. As a state-wide initiative, the Career Ladder took on many of the issues of egalitarianism and school culture which have plagued most innovations that try to change teacher roles. The opportunity to earn several thousand dollars a year more, to work an extra month or two on curriculum and other teacher concerns, or to help a beginning teacher by mentoring made acceptance of this plan much easier. The mentor role in the Career Ladder called for assistance and assessment of beginning teachers through their fourth year, but the assessment was not tied to certification decisions.     Regular Program : The Holmes Model for Initial Certification in Mathematics Education The mathematics teacher certification program at UT is a five-year program which begins with earning a bachelor's degree in a subject area with a minor in education. The fifth year includes a full school year of internship while finishing coursework. At the end of the program, there are only 12 hours of additional requirements to earn a masters degree. The requirements for entering the program, certification for teaching, and earning the masters degree are all summarized below. MASTERS PROGRAM IN EDUCATION Mathematics Education Licensure
    Track II Introduction. The College of Education, The University of Tennessee has one of the few nationally ranked teacher licensure programs. The major distinctions of this program are as follows: admission is very selective, candidates have completed a Bachelor's Degree, a one-year internship guarantees a full range of professional experiences, the internship counts as one year's experience, and a Masters Degree can be completed in the process.
