Introduction
In May, 2002, J.E. Stone, Ed.D, of the College of Education at East Tennessee State University, produced a seven-page paper entitled, "The Value-Added Achievement Gains of NBPTS-Certified Teachers in Tennessee: A Brief Report." The Education Commission of the States asked four scholars to review the study. This synthesis summarizes the comments of Dominic Brewer, Susan Fuhrman, Robert Linn and Ana Maria Villegas. Research Problem The reviewers agree that the problem Stone addresses, the relationship between student achievement Subjects and Sample The study sample consists of 16 of the 40 teachers in Tennessee who have received NBPTS certification; it is not clear how the 16 teachers were selected. Reviewers presume that the other 24 teachers are not in grades 3-8, where students are tested annually under the Tennessee Value-Added Assessment System. Stone's failure to explain how the 16 teachers were selected from the total "n" of 40 is just one example of the absence of any descriptive data about the subjects. Reviewers would have liked the following information about the sample teachers:

  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

Information Bulletin No. 200112 (Replaces 979811 989913 990001 and 990024) July 2001 TABLE OF CONTENTS INTRODUCTION Local leaders and members are currently faced with many problems and questions concerning certification. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. Please bear in mind that this Information Bulletin is for INFORMATION ONLY , and is not to be considered as an official interpretation of the rules and regulations of the Commissioner. Official answers on the interpretation of certification regulations and certification status can only be obtained from the Office of Teaching of the State Education Department (see sidebar for contact information). HIGHLIGHTS

FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC FOREIGN LANGUAGE TEACHER CERTIFICATION AT PRESENT Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

To apply for a teaching license in the State of Nevada, an applicant MUST SUBMIT a COMPLETE APPLICATION PACKET which must include the following: 1. The completed application, signed and notarized; 2. Official transcript(s) for those post-secondary institutions attended where the required course work for licensure was completed. In order for a transcript to be considered official, it must bear both the seal of the college/university and the registrar's signature. (NO photocopies or FAXES will be accepted); 3. Title II / TQ Efforts
Tennessee identified six priorities to address teacher quality:
Objective 1: Improve field-based experiences of teacher candidates by promoting the establishment of professional development schools (PDS).
The University of Memphis, the University of Tennessee at Knoxville, and the University of Tennessee at Chattanooga have well-established and successful PDS partnerships. These institutions have prepared guidelines and preparation materials for seven additional institutions of higher education (IHEs) to begin PDS relationships. Full implementation is scheduled for year three of the Title II grant (2001-2002). The University of Memphis is conducting follow-up studies with program completers from across the state to determine the effects of mentoring and PDS participation on job satisfaction and teacher retention.
Objective 2: Build performance-based education and portfolio assessment into teacher-preparation programs by aligning pre-service and in-service expectations and by training administrators, teachers, and university faculty on the new teacher evaluation instrument.

Teacher Education Admission and Retention Requirements
ADMISSION
1. Each student who desires to be a candidate for admission to the Teacher Education Program will make application to the Director of Student Services and Teacher Education in the second semester of the sophomore year.
2. Each student will submit documentation that s/he has:
a. completed at least 50 semester hours of course work, including: 1) ENG 101, 102, 2) PSY 242, 3) EDCI 201 and 4) an appropriate sequence of freshman mathematics and freshman science;
b. earned a grade of "C" or better in each of the following courses: ENG 101, 102, PSY 242, EDCI 201;
c. maintained a "C" average in all freshman level mathematics and sciences courses;
d. earned a 2.50 GPA on a 4 point scale in all previous college work.
3. Each student will provide official records that indicate s/he has:
a. performed satisfactorily on the speech screening test;
b. earned acceptable scores on the Pre-Professional Skills Test (P-PST), Computer-based Test (CBT), PRAXIS ACT composite, Enhanced ACT or combined SAT; students who fail the P-PST or CBT after having taken it twice and are within two (2) points of the required score may appeal to the Director of Student Services and Teacher Education;
c. received from University professors three positive recommendations on the Behavioral Rating Scale;
