Web posted at: 8:30 p.m. EDT WASHINGTON (CNN) The Senate overwhelmingly approved an anti-terrorism bill Wednesday, two days before the anniversary of the Oklahoma City bombing. Congress is trying to fulfill President Clinton's request to give him the bill before the bombing's one-year anniversary. The bill, passed 91-8, is a compromise between one passed by the Senate last June and a weaker version approved by the House of Representatives last month. It will now go back to the House for final approval, and then to President Clinton, who has indicated he will sign it. The compromise bill will limit the number of appeals by death-row inmates and make the death penalty available in some international terrorism cases and in cases where a federal employee is killed because of his work. The bill also makes it a federal crime to use the United States as a base of organization for acts of overseas terrorism. But it drops a provision, backed by the Clinton administration, that would have made it easier to wiretap phones of suspected terrorists. Such wiretapping is already permitted in organized crime probes. The compromise bill also removed Democratic provisions that would have lengthened the statute of limitations on illegally making a bomb, silencer, or sawed-off shotgun. Sen. Barbara Boxer, D-California, argued in favor of the excised measures, noting that law enforcement has five years to track an arsonist down.

Terrorism has been of concern to the international community since 1937 when the League of Nations elaborated the Convention for the Prevention and Punishment of Terrorism. Subsequently, the United Nations and regional inter-governmental organizations have dealt with terrorism from a legal and political perspective. Since 1963, the international community has elaborated 12 universal legal instruments related to the prevention and suppression of international terrorism. The General Assembly in its resolution 52/220 As a response to the terrorist attacks of 11 September 2001, the Security Council adopted Resolution 1373 on 28 September 2001, which declared that:

Web posted at: 11:15 a.m. EDT (1515 GMT) PEROUGES, France (CNN) With the bombing in Saudi Arabia on his mind, President Clinton said Thursday he expected G-7 participants to approve "40 very specific" U.S.-proposed measures to track, capture and punish terrorists. (255K AIFF or WAV sound) The leaders from the United States, Japan, Germany, Britain, Italy, Canada and France the group of seven were to open an economic summit later in the day in Lyon, France. Addressing a crowd in the rural village of Perouges, northeast of Lyon, Clinton repeated his pledge that the United States "will not rest in our efforts to discover who is responsible (for Tuesday's bombing that killed 19 servicemen), to track them down and bring them to justice."
Historic surroundings
Perouges was freed from Nazi occupation by U.S. and French resistance forces in 1944. In his speech, Clinton challenged world leaders to "rally the forces of tolerance and freedom" against terrorism, calling for the same kind of allied solidarity that existed during World War II. "Fifty-two years ago, the French resistance worked here in common cause with American GIs to win your freedom back. Now, we must join together to face down a new threat to our freedom," Clinton said.

Terrorist Gangs
Soon after the end of World War II, there were three basic para-military Zionist organizations in Palestine, working against the Arab people, with the specific purpose of driving it out of Palestine. These were the Haganah, the Irgun Zvai Leumi and the Stern Gang. Before the British Mandate, the Jewish settlers had formed a group of mounted armed watchmen called "Hashomar" and with the advent of the British Mandate, it became the Haganah (Defense). With a membership of 60,000 Zionist Jews, the Haganah had a field army of 16,000 trained men and a unit called the Palmach, which was a full-time force, numbering about 6000. The Irgun Zvai Leumi included between 3000 and 5000 armed terrorists, and grew out of the Haganah and its Palmach branch in 1933. The Irgun was not ready to obey the Jewish Agency which sought to dilute the terror of the Haganah in order not to lose its respectability.

The September 11, 2001 terrorist attacks on the World Trade Center and the Pentagon and the abortive attack (possibly aimed at the White House or Camp David) that resulted in the crash of a jetliner in Pennsylvania has resulted in a new and extraordinary emphasis by the Bush administration on combating terrorism. During the last ten days key administration officials, particularly President Bush, Secretary of Defense Donald Rumsfeld, and Secretary of State Colin Powell, have repeatedly emphasized that their long-term objective is the destruction of terrorism – a goal to be achieved by the death or apprehension of terrorists, the destruction of their infrastructure and support base, and retaliation against states that aid or harbor terrorists. The following documents, some of which were obtained under the Freedom of Information Act, include assessments of the terrorist threat and a CIA profile of Usama bin Ladin, presidential and Defense Department policy directives, the details about U.S. response to specific terrorist attacks, and evaluations of U.S. government preparedness to deal with terrorism.

California Democrat Barbara Lee defended her lonely stand by saying that authorizing military force to stop terrorism wouldn't work, and "I felt let's not do anything that could escalate this madness out of control." It was the most dramatic of her many acts in support of pacifism, feminism and social justice in four years in Congress and seven decades as a lobbyist, advocate, organizer and protest leader. Politically speaking, the 1941 vote was a disaster for Rankin, as had been her vote against the declaration of war against Germany in 1917. But today two private organizations bearing her name work for peace and the well-being of women, and a statue of her is on very prominent display in her home state. Jeannette Pickering Rankin was born to a well-to-do Republican family near Missoula, Mont., in 1880. After stints as teacher and social worker, she worked for the National American Woman Suffrage Association. She rose in its ranks, and when Montana gave women the vote, she won a seat as the first woman in the U.S. House of Representatives.

Western intervention has done little for the Afghans and less to beat terrorism
Madeleine Bunting Monday May 20, 2002 The Guardian There was almost relief in Brigadier Roger Lane's voice on Friday morning as he told the Today programme that they'd finally found and killed some AQT - al-Qaida/Taliban - in the remote mountain valleys of eastern Afghanistan. They had engaged their enemy, hitherto as elusive as the snow leopard, and around 1,000 British soldiers were being flown in for the battle. Twenty-four hours later, Operation Condor, as it was named, looked about as farcical as every other operation in Afghanistan has done in the past six months. You can take your pick from at least three explanations for Operation Condor. Option one is the claim of locals that far from being AQT, these were tribesmen in a shoot-out over some woodland. Option two came from the Pakistan-based Afghan press agency which reported that these were tribesmen celebrating a wedding by shooting AK-47s into the air. Option three was the Ministry of Defence's modified version by Saturday night that a) they were definitely AQT, but b) the marines had not yet made contact with them.
