    Developing Parent Partnerships in Education: The Community Education Philosophy in Action
    by Chantelle Whatley Elliott Once upon a time there was a town that happened to have a playground located at the edge of a cliff. Every so often a child would fall off this cliff and be seriously injured. At last the town council decided to take action but was immediately deadlocked on what to do. Should they put a fence at the top of the cliff or an ambulance at the bottom?
    Parent Involvement and Home Environment
    During the 1974-75 school year a study was done in the Washington D.C. area to learn whether sending home a series of Home Learning Lab Activities would increase student achievement in reading and math. Two hundred eighteen first-grade students participated and were compared to a control group of students who did not receive the activities. Following are the results as summarized by Mattox and Rich (1977):
    • there was evidence of a significant rise in children's reading achievement;
    • families willingly participated in the activities with their children; and

    Texas Registry Of Parent Educator Resources (Texas ROPER) By Dr. Arminta Jacobson, Executive Director, and Bobi White, University of North Texas
    What is Texas ROPER? Texas ROPER was developed in response to a survey of parent educators conducted by The Children’s Trust Fund in 1996. The University of North Texas, the Children’s Trust Fund of Texas and The Hogg Foundation provided initial funding for the project. In addition, during 1999-00, the Texas Department of Protective and Regulatory Services provided funding. Texas ROPER currently has 931 parenting professionals registered in its statewide database and continues to grow. Resources and accomplishments of Texas ROPER include:
    • Conferences and training, newsletters and resources for parent educators.

    National Association for the Education of Young Children (NAEYC) is the nation's largest organization of early childhood educators and others dedicated to improving the quality of programs for children from birth through third grade. Child Care Aware provides child care information and a national search for child care by zip code. 50 State Map Public Broadcasting System provides a state by state resource map for employees who are caregivers as well as resources for businesses that want to provide family supportive programs. NACCRRA provides national leadership on building quality child care systems, community by community and neighborhood by neighborhood. This organization represents state-level Child Care Resource and Referral Agency Associations. Texas Association of Child Care Resource and Referral Agencies Texas Information and Referral Network represents community information and referral resource centers agencies, which help consumers to locate social service resources throughout Texas.     A partnership with The Children's Trust Fund of Texas and the Texas Department of Protective and Regulatory Services has assisted the Center for Parent Education in maintaining the Texas Registry of Parent Educator Resources (Texas ROPER). Texas ROPER was created to bring cohesion to the field of parent education in Texas. Parent educators are currently found in a variety of professions including medicine, social work, mental health, law enforcement, child care, and education. Texas ROPER includes an online database that registers parent educators from across Texas and provides them with newsletters, training, and a website, (www.unt.edu/cpe). The website includes links to research, organizations, a calendar of conferences, job opportunities, a forum for questions and ideas, newsletters, and resources for parents. The searchable database can be used by parents, agencies,
    and parenting professionals to locate parent educators by location, topics they have experience in teaching (such as sibling rivalry, drug or violence prevention, or adolescent communication), language, or parenting program they are trained to
