Post-Baccalaureate Teacher Certification Program is designed for those who have completed or will soon complete a baccalaureate degree and want initial certification to teach in Texas public schools. For details on the Post-Baccalaureate Certification program, contact:

Participants complete all requirements to teach within one year. Students must successfully complete twenty-four (24) graduate semester credit hours, appropriate state examinations, and a full-year public school internship. Upon completion of the post-baccalaureate program, students are fully certified in their teaching field area for either secondary grades 8-12 or middle grades 4-8. All post-baccalaureate course work can be applied toward the Master of Education degree.

According to the latest teacher supply and demand projections, the nation will need to hire 2.2 million people to teach who are not currently teaching in the nation's elementary and secondary schools in the next decade. There is mounting concern about teacher preparation and the quality of the teaching force. Alarms have also been sounded about the numbers of teachers who are teaching "out of field", i.e., teaching a subject for which they have neither an academic major nor a minor.

Technology Leadership Benchmark partners have worked together to identify standards required for educator certification in the curriculum area of Technology Applications. Using the statewide student technology application curriculum as a departure point, educator standards in technology content have been proposed, approved, and disseminated for both general educator preparation as well as specific technology areas. A broad-based stakeholder constituency worked with state partners throughout the process. Technology Leadership Benchmark partners have identified Texas Technology Applications required for educator certification in content related areas. Technology Standards have been identified in 30 content areas. As student curriculum expectations are reviewed and modified, educator standards will be revised.

    The Texas House Ad Hoc Committee on the State's Shortage of Educational Professionals met in a public hearing to hear testimony relating to Texas' teacher shortage. Rep. Scott Hochberg presided.
    (10:45am) Representing the Texas State Board for Educator Certification (SBEC) were Bill Franz, Ed Fuller, and Celeste Alexander. They provided the committee with an analysis of: the number and percentage of teachers employed in the 2000-2001 academic year (by credentials); the projections of the need for additional public school teachers in Texas through 2010; the percentage of public school teachers assigned to teach out-of-field; quit, change, and turnover rate by teacher ethnicity an gender; number and percentage of principals entering, leaving, and continuing in Texas Public Schools (1995 - 2002); demographics of teachers from initial certification classes; charter school teachers; and the Texas Beginning Educator Support System (TxBESS). The SBEC analysis can be found on the TELICON front page under Press Releases.
    (11:05am) Commissioner Don Brown, Texas Higher Education Coordinating Board, testified about the role of the university system and the community colleges in offering alternative certification programs for those who wish to enter teaching. Rep. Hochberg stated that he felt the cost of "getting into teaching" was higher than other occupations and he asked Mr. Brown if there was a public policy reason to make it cost more.

    Preparing Texas Teachers
    By JIM WINDHAM As we digest the most recent ratings of Texas schools and school districts based on student scores from last year, we should look beyond the TAAS-driven accountability system, as useful as it has been, for more instructive leading indicators of progress toward excellence in public education performance. As Education Commissioner Felipe Alanis said in a recent appearance in Houston, "it's not about where we are, it's about where we are going." We should even look past the new, more rigorous TAKS test as such an indicator. As anyone reasonably conversant with education performance knows, the success of the students in the classroom can be directly correlated with the quality of the teacher in the classroom. This has been confirmed by numerous studies, most particularly those that focus on the value added for individual students after controlling for background characteristics like socioeconomic status. What this means for those of us who are concerned about "where we are going" is that the quality of our teacher preparation system is the absolutely critical element in the enhancement of the quality of our children's education.

    Combining Teacher Certification and Master's Degree Work at the University of Texas at Austin Earning a Master's degree and receiving teacher certification are two separate endeavors at the University of Texas. Teacher certification and a Master's degree can be pursued concurrently; however, the combined programs will usually require from one to two years more than either one alone, depending on your undergraduate academic preparation. Before making a decision on applying for graduate study at UT, contact the Student Dean's Office of the College of Education and talk with an adviser to determine the requirements to be certified to teach at the elementary or secondary level in Texas public schools. Once you have that information and know the total number of hours as well as specific courses you need for certification, you can then determine whether and when graduate study should be undertaken. Because a maximum of only nine semester hours of upper division (undergraduate) work can be counted toward a master's degree, and since certain courses toward certification must be taken at the undergraduate level, it is often wisest to complete at least part of your certification work while enrolled as a special undergraduate student (a classification called "degree holder-certification seeker"). Once you are admitted as a graduate student, the Graduate School prefers that you be registered for at least one graduate course each semester. Ideally, the majority of your undergraduate certification work is completed before work on a Master's degree is begun.
