The Emergence of the New Public Manager
The Institute of Public Administration Annual Conference
Montreal QC
August 30 to September 2, 1998
A report on conference proceedings
by Betsy Heately
Overview:

The annual conference of IPAC brings together representatives of municipal, provincial, territorial and federal governments with colleagues from public sector organizations and academia. Over a period of four days, approximately 400 delegates exchanged information and shared experiences in a stimulating conference that was "designed to assist the public manager to work in a changing work environment".
The conference attracted renowned guests as speakers, including Kim Campbell, General Maurice Baril, Lucienne Robillard, Bernard Landry, Pierre-Marc Johnson and David Levine. They did not disappoint. The presentations were stimulating and of an exceedingly high quality; most were delivered fluently and effortlessly in both English and French.
One of three main themes served as the focus of plenary sessions and workshops each day. The themes were

from the dean S tanford Law School has had a spectacular year in the eyes of the outside world. In March, Stanford was ranked the No. 2 law school in the United States in the survey of best graduate schools. This is the first time that Stanford has occupied the No. 2 ranking alone (last year Stanford and Harvard shared that position). In April, the school successfully recruited the nation's leading cyberlaw expert, Lawrence Lessig , away from Harvard Law School, a hire widely described by academics and practitioners as a "coup". In June, six Stanford Law School alumni and faculty-a striking total-were named to the National Law Journal's list of " 100 Most Influential Lawyers " in the nation. It is immensely gratifying to have this external validation of the school's standing in legal academia and practice, and to strengthen our already excellent reputation in the eyes of prospective students. Less visible to the outside world, but at the heart of the law school's enterprise, was the rich and vibrant intellectual life that flourished inside our walls over the past year. In addition to our extensive regular teaching curriculum, over 100 speakers-faculty and guests alike-discussed their research in a rich menu of workshops, seminars, and colloquia.

Tommy Thompson must go by Glenn R. Jackson The September 11th attack on this country and the response of the New York Fire and Police departments have created a sub-theme to what is written and said about this first war of the Twenty-first century. Peggy Noonan, writing in the Wall Street Journal, was one of the first to point out that “men” by the hundreds gave their lives rushing into burning buildings to save others. And what kind of men were these? According to Ms. Noonan these were the rough men of society, the working day guys, but it was more than just that. If you add in the men on Flight 93 that attacked their terrorist and thwarted their evil plans by crashing that jet in the fields of Pennsylvania, you find another characteristic of these American men. These men hailed from an old American masculinity, one that valued duty, honor, action and service, as opposed to equivocation, temporizing, playing it safe and finding the angle.

Alphonso Taft is the Grandfather of our ex-president Howard Taft, the creator of the Forerunner to the United Nations.
Only 15 seniors are picked each year by the former graduating class. They are required as a part of their initiation ceremony to lie naked in a coffin and recite their sexual history. This method allows other members to control the individual by threatening to reveal their innermost secrets if they do not "go-along".

I first learned about the workings of "Skull and Bones" in 1990-91 during the Gulf War.
This package of documents was sent to 3 people. Antony Sutton, Craig Hulett, and the FBI. The FBI didn't do anything with it. (I wonder why?), Craig Hulett researched it and Antony Sutton published the results of his own research.

It has the heart of klezmer music, which Mr. Statman, a clarinet and mandolin virtuoso, is most famous for performing, but it's not klezmer. It has the spirit of the border-pushing jazz of the 60's, but it's not really jazz either. It's the music of Jewish mystics, but interpreted not as a tradition to be preserved but as a spiritual path to be followed in as personal a manner as possible." (The New York Times)
" (L)ush, elegant, oceanic..." (San Francisco Examiner)
"There are those who know Andy Statman as the virtuoso klezmer clarinetist - violinist Itzhak Perlman, for instance, who chose Statman to lead his klezmer album. There are those who know Andy Statman as the down-home mandolin player with a stack of straight-up bluegrass albums to his credit. (I)n Statman's versatile hands is a music that's full of surprises, sophisticated and completely accessible at once." (New York Daily News) Andy Statman's musical gifts defy categorization.
