    It is strongly suggested that if you are an out of state student, you visit an Oregon DMV (Department of Motor Vehicles) office and pick up a driver's manual. This manual will assist you in knowing state driving rules and regulations. Some rules you should know right off are as follows:
    • Oregon requires the wearing of seat belts when operating or being a passenger in a vehicle. Failure to wear seat belts is a Class D traffic infraction. (Oregon Vehicle Code 811.210) Oregon requires all vehicles to have liability insurance. Proof of insurance is required to be in the vehicle at all times. Driving while uninsured is a Class B traffic infraction. (Oregon Vehicle Code 806.010). Contact your insurance agent to obtain an Oregon proof of insurance card. Oregon allows the use of studded tires from November 1 to April 1.

    August 23, 2001 New Traffic Laws Take Effect Driving-related legislation taking effect September 1, 2001:
    • HB 5 makes it a Class C misdemeanor to have open containers of alcohol in the passenger compartment of a motor vehicle. The new law also increases penalties for repeat DWI offenders. If a second DWI conviction takes place within five years, there is an automatic one-year driver license suspension-and the driver must have an ignition interlock installed on their vehicle for the year following the suspension. During the suspension, the offender is not eligible for an occupational license.
      HB 63 increases the driver license suspension period for a person who refuses to take the breath test or fails the breath testand requires the arresting officer to confiscate their driver license on the spot. The suspension periods and enhanced punishments for repeat offenders were also increased. For example, for a first offense, the suspension period for refusing a breath test will double from three months to six months. HB 63 also applies the Administrative License Revocation (ALR) laws to boating while intoxicated if the suspect refuses a breath test.

    **IMPORTANT INFORMATION ** OREGON'S NEW BOOSTER SEAT LAW Oregon House Bill 3155 effective January 1, 2002

    A person who is a least four years of age and under six years of age or weighs between 40 and 60 pounds must be properly secured with a child safety system that elevates the person so that a safety belt or safety harness properly fits the person. "Proper fit" means the lap belt of the safety belt or safety harness is positioned low across the thighs and the shoulder belt is positioned over the collarbone and away from the neck; or a person who is at least six years of age and weighs 60 pounds or more must be properly secured with a safety belt or safety harness. The offense described above is a Class D traffic violation, up to $77 fine. Best Practice
    I nfants should be in rear-facing car seats until they are at least 1 year old AND at least 20 pounds. Children over 1 year old and between 20 and 40 pounds can be in forward-facing car seats. Children between 40 and about 60/80 pounds (usually 4 to 8 years old) should be in booster seats. Usually children over 80 pounds and 8 years old can fit correctly in lap/should belts.
