Average Annual Daily Traffic (AADT): The number of vehicles passing a single point on a road over the course of a year divided by the 365 days in a year. For example, if 100,000 vehicles pass a single point in a year, the AADT is 274 vehicles per day (100,000 divided by 365 equals 274). Citizens Informational Workshop: Workshops will occur prior to key decision points during the study process in order to allow the public to participate and have a voice in the decision making process. Workshops are held using an open house format, allowing citizens to drop in at their convenience. Each series of workshops will be held in three locations: mainland Currituck County, in the Southern Shores/Kitty Hawk area, and on the Currituck County Outer Banks. Coastal Barrier Resources Act (CBRA) of 1982: This legislation establishes the federal government's intent to protect undeveloped portions of the coastal barrier islands from further development by withdrawing Federal incentives for development, including federal flood insurance and assistance for infrastructure. The portion of the Outer Banks north of the terminus of NC 12 is protected by this law. Council on Environmental Quality (CEQ) regulations: The President's Council on Environmental Quality is responsible for implementing the National Environmental Policy Act of 1969 (NEPA). Its regulations for guiding the procedural provisions of NEPA were implemented in 1978. Based on those regulations, the Federal Highway Administration (FHWA) issued Guidance for Preparing and Processing Environmental and Section 4(f) Documents (Technical Advisory T 6640.8A, October 1987).
