Development and Administration of New York State's Canal System
As early as 1768, New York's colonial governor Sir Henry Moore recommended that action be taken to improve navigation on the Mohawk River. However, the General Assembly failed to act on this recommendation, and it was another 50 years before New York State began its first major canal construction project. In the intervening years, only New York's natural streams provided inland navigation, supplemented by limited use of canals constructed by private Inland Lock Navigation Companies between 1790 and 1807. Ground was broken for the Erie Canal at Rome, New York on July 4, 1817. By the end of the year, about 15 miles of canal were completed; by 1825, both the Erie and Champlain canals were completed. Despite being scorned in some quarters as "The Big Ditch" or "Clinton's Folly" (after Governor De Witt Clinton, who championed the project), the canals were an immediate success, with the amount of traffic far exceeding expectations. It quickly became apparent that the canal channels would have to be enlarged and the canal system expanded to accommodate the increasing demand for access to the canals. The State built the Oswego, Cayuga and Seneca, Chemung, Crooked Lake, and Chenango canals, and private companies built the Oneida Lake and the Delaware and Hudson canals.

Following the discovery of gold and silver on the nearby Comstock Lode in 1859, Carson City became a thriving commercial center. To their astonishment and delight its citizens, the discovery of the Comstock Lode brought their Carson City to life as a freight and transportation center. Abe Curry, then built the crude Warm Springs Hotel a mile to the east, and when Carson City was selected as the territorial capital in 1861, leased it to the Legislature as a meeting hall. The legislature established Carson City as the seat of Ormsby County (named for one of the dead "heroes" at the Battle of Pyramid Lake). The legislators also leased the Warm Springs Hotel to serve as the Territorial Prison, and named their genial host and landlord, as its first warden. The property was eventually purchased by the state and is still a part of the state prison system. Carson City was confirmed as Nevada's permanent capital with statehood in 1864, and development thereafter was no longer completely dependent on the health of the Comstock mines. Until they began to decline in the 1880s, these mines provided Carson City with most of its economic importance as a freight and staging center, and as a marshalling point for much of the timber harvest in the Lake Tahoe basin. THE DEVELOPMENT OF THE ENGLISH LANGUAGE
BY AND CAROLINE DENNIS HAYES, M.A.
T he purpose of this course is to familiarize students with the historical events that influenced the development of the English language, and the way in which the language evolved from its German roots to its present day form. This is basically a history course, although it also deals in a limited way with historical linguistics; however, since this course is directed to an undergraduate audience of second language learners, much of the latter aspect of the course has been minimized in favor of a more complete treatment of the historical events which impacted on the language, causing it to evolve into what is today modern American English. It should be noted that this web page is not intended to take the place of an instructor or a course textbook, but rather to provide a cognitive framework within which the learner can organize the additional information which can be obtained through the links included here to other informational web pages which can immeasurably expand his horizons and add to his knowledge of the topic. The recommended text for this course is A History of the English Language (third edition) by Albert C. Baugh and Thomas Cable, although there are various adequate texts available which, to a large extent, are in agreement, both in terms of content and in organization with that recommended as the course text. Therefore, other books can be used either to replace or to supplement the recommended text.

UWM is preparing for targeted growth in three areas: education, environment and health, and economic development. E d u c a t i o n
Fundamental to the future of Wisconsin and the region is quality, accessible education for its citizens. The State of Wisconsin can be very proud of its many achievements in education. The University of Wisconsin System and the Wisconsin Technical College System are national models for quality, coordination, and access. K-12 students across the state consistently score in the upper percentiles on nationally normed tests. UWM has aided significantly in this effort by bringing the scholarship and professional expertise of a research university to bear on critical education issues. Yet the comprehensive excellence that this state should be demonstrating is far from achieved, in particular concerning the Milwaukee Public Schools (MPS). Addressing existing needs is a collective challenge that can only be undertaken as a complete and total Wisconsin effort. It must be done in full partnership, the kinds of partnerships established in The Milwaukee Idea. We need holistic strategies through which our urban research university, our urban school district, our social service and health agencies, and our local and state government join forces. UWM is a pivotal partner in bringing about this positive change.

    Director of Institutional Programs,
    Nixon Foundation
A couple of years ago, the director of an arboretum near Yorba Linda called and was excited that one of his employees spotted then-House Speaker Newt Gingrich taking an early morning walk in their garden. Ho-hum, I thought! Gingrich had already visited our Library gardens several times. We were also looking forward to his visit later that day. Presidents, Prime Ministers, religious leaders and royalty have all enjoyed the magnificent gardens in Yorba Linda. Inspired by Pat Nixon's love of the White House grounds, the centerpiece is the Library's California Formal Garden. It was in this garden that another early morning walk, one that had historic significance, took place on the Library's dedication day.
Click to enlarge On the morning of July 19, 1990 - just prior to the Library's dedication ceremony - Presidents Bush, Ford, Reagan, Nixon, along with their First Ladies, had their official portrait taken in the California Formal Garden. The Presidential party stopped to admire the gardens and pose for a history-making moment - the first time four Presidents and four First Ladies had ever been photographed together.

Veteran's Memorial E-470 Completion Friday, January 3 rd marked the opening of the final 8-mile section of E-470, the 47 mile toll road that extends around the eastern perimeter of the metro area. This is one of the first roadways in the nation built through a public-private partnership—not with federal money for construction. “The completion of E-470 is a significant achievement in Colorado’s transportation history. As a public-private partnership, this project not only serves the transportation needs of Colorado drivers, it also sets an example for future projects,” said U.S. Senator Wayne Allard. Former Mayor Terrence Lucero and Councilman Ken Mitchell served on the E-470 Authority Board of Directors from 1988 to 2000 and Mayor Jan Pawlowski and alternate Councilman Elias Huerta are current board members. All supported Brighton’s involvement in this tollway’s 14 year struggle to fruition. The
