Turkmenistan Government and Politics The post-Soviet government of the Republic of Turkmenistan retains many of the characteristics and the personnel of the communist regime of Soviet Turkmenistan. The government has received substantial international criticism as an authoritarian regime centering on the dominant power position of President Saparmyrat Niyazov. Nevertheless, the 1992 constitution does characterize Turkmenistan as a democracy with separation of powers among the executive, legislative, and judicial branches. Centers of Political Power At the same time, Western and Russian criticism generally has revealed misunderstandings and stereotypes of the political and social dynamics of the region that dilute the authority of such evaluations. Beneath the surface of the presidential image, political life in Turkmenistan is influenced by a combination of regional, professional, and tribal factors. Regional ties appear to be the strongest of these factors; they are evident in the opposing power bases of Ashgabat, center of the government, and Mary, which is the center of a mafia organization that controls the narcotics market and illegal trade in a number of commodities. Although both areas are settled primarily by Turkmen of the Teke tribe, factions in Ashgabat still express resentment and distrust of those in Mary for failing to aid the fortress of Gokdepe against the 1881 assault that led to Russian control of the Turkmen khanates (see Incorporation into Russia, this ch.).

GOVERNMENT AND POLITICAL CONDITIONS
Following the end of the Cold War and the breakup of the Soviet Union, Turkmenistan declared its independence on October 27, 1991. Saparmurat Niyazov became the first president of the new republic and still remains the supreme decisionmaker. On December 28, 1999, Niyazov's term was extended indefinitely by the Mejlis (parliament), which itself had taken office only a week earlier in severely flawed elections that included only candidates hand-picked by President Niyazov. Independent political activity is not allowed in Turkmenistan, and no opposition candidates were allowed. The Democratic Party of Turkmenistan (DPT) is the only legal political party. Political gatherings are illegal unless government sanctioned, and the citizens of Turkmenistan do not have the means to change their government democratically.
While the constitution provides for freedom of the press, there is virtually no freedom of the press or of association; the government has full control of all media. Only two newspapers, Adalat and Galkynysh, are nominally independent, and they were created by presidential decree. Cable TV, which existed in the late 1980s, has been shut down.

    Leonid Komarovsky, a Russian journalist-turned-American businessman, told his family he was going to Turkmenistan to set up a business importing liquor from the Czech Republic to the isolated Central Asian dictatorship. Instead, he ended up in a Turkmen prison, accused by the government of taking part in a Nov. 25 assassination attempt on President Saparmurad Niyazov. Back in Massachusetts, Komarovsky, 55, sold Russian alternative medicines from a Web site based in his white-brick house in Newton. In Turkmenistan, the top prosecutor has accused him of being "a mercenary from Moldova with an American passport." The Turkmen authorities have rounded up more than a hundred suspects, according to media reports and Western diplomats, since Niyazov's car was allegedly fired on as he rode through the streets of the Turkmen capital, Ashgabat, on Nov. 25. Officially, Turkmenistan says it has arrested 23 people in the alleged plot, including Komarovsky and his longtime friend and business partner, Guvanch Dzhumayev. The Turkmen government alleges that the attack was planned by several opposition figures living in Russia, but that Dzhumayev was its main executor inside the country. Last week, state-run television showed the haggard businessman allegedly confessing. "Now I am repentant, I'm very repentant," he said. "Execute me, I'm ready for that." Komarovsky drove one of the cars during the attempt on Niyazov, according to the Turkmen authorities.

    November 6, 2002 TURKMENISTAN'S GOVERNMENT UNDER FIRE FOR LIMITING FREEDOMS Source: VOA News At a meeting in Moscow dissident politicians from Turkmenistan, joined by officials from human rights organizations, accused the Turkmen government of violating human rights. The meeting, sponsored by two human rights organizations, the International Helsinki Federation and the Moscow-based Memorial organization, heard a long list of complaints against the president of Turkmenistan, Saparmurad Niyazov. Mr. Niyazov was accused of censoring the media, restricting civil liberties and jailing political opponents. At a news conference following the meeting, a former Turkmen politician, Avdi Kuliyev, said conditions in the country are so bad, many people are trying to flee. Mr. Kuliyev served as foreign minister in Turkmenistan from 1991 until 1992, but was later exiled. Mr. Kuliyev said the Turkmen government is terrorizing its own people, forcing many of them to leave for other countries. President Niyazov has ruled the Central Asian country of five million people since the collapse of the Soviet Union. Officials of his government deny violating the human rights of their people.
