Kampala Government is likely to reconsider the original idea of selling 51% shareholding in Kinyara Sugar Works Limited (KSWL) to the public on the stock exchange, sources disclosed this week. A Privatisation Unit (PU) source told The New Vision that "due to overwhelming technical support, Government has no choice but to go back to the original idea." The source said though the idea of selling the Masindi-based sugar company to a core investor to ensure sustainability might have been good, the abrupt change of mind would have hurt the confidence the public have in the Uganda Securities Exchange (USE) and the Capital Markets Authority (CMA), the stock operators and regulators respectively. He said the idea would also hurt the two institutions directly since they had already approved the listing of 51% shares of the 100% government-owned company.

Kampala Information state minister Basoga Nsadhu on Thursday announced that the Media Council would start vetting reporters and other journalists employed by media houses. He said scribes without any journalism qualifications and therefore without practicing certificates would be automatically weeded out. "If you are not a bona fide member of the profession, then you have no business in the profession. We want to deal with people who are competent and professionals," Nsadhu told a cabinet press briefing. The journalism profession in Uganda is one which is full of people who can write, take photographs and broadcast, without the minimum academic qualifications in the field if any.

UGANDA: Government ready to initiate talks with rebels NAIROBI, 29 March (IRIN) - The government of Uganda is ready to hold talks with rebels of the Lord's Resistance Army (LRA) if the latter can realise the "futility of their atrocious programme" in northern Uganda, the minister in charge of the presidency, Ruhakana Rugunda, said on Monday. "It is true that the government has been concerned about the situation in northern Uganda and has made contacts with the rebels," he told IRIN. "In the interest of peace, the government has decided to go an extra mile in calling for talks." "We are even considering offering an amnesty to the rebels," he said, adding that an amnesty bill will soon be presented in parliament for debate. He noted that the LRA, believed to have backing from the Khartoum government, had carried out "heinous acts" including chopping off people's limbs, noses and ears, besides killing and abducting children. "In spite of all these crimes committed against innocent citizens, our first option for peace is discussion. If this fails, then the struggle will continue," Rugunda said. Efforts for peace started in 1993, but stalled in 1994 when President Yoweri Museveni claimed the rebels were not serious and were using the ceasfire to prepare for fresh attacks. He gave the rebels a seven-day ultimatum to strike a deal or face a government offensive. Another peace attempt in 1995 failed after two Acholi leaders in the talks, Okot Ogun and Olany Lagony, died in mysterious circumstances.

    Hon. Mr. Justice G. Tinyinondi
    He was born on the 11/2/1943 in a humble peasant's home in Kaliaro, Ndorwa County Kigezi District. He had his primary and Junior Secondary education between 1951-1959 in Kigezi District and his senior secondary education 1960 - 1966 in Ntare School, Mbarara District.
    In 1966 he joined the University of Dar-es-Salaam, Tanzania where in 1969 he graduated with an LLB. (Hons) (Upper Second) degree.
    Shortly after graduation he was appointed a Pupil State Attorney in the Ministry of Justice of, Uganda Government. He was sent to Queens University, Kingston, and Ontario, Canada where he successfully completed a course in International Treaty Registration.
    In January 1972, he was promoted to Senior State Attorney. During that tenure he accompanied Uganda Government delegations, as legal adviser, to the meetings of GATT, UNCTAD in Geneva, Switzerland and delegations to the East African Community in Arusha and Nairobi.
    As Principal State Attorney, he was legal adviser to Government delegations in 1974 at the Universal Postal Union Congress in Malaga, Spain and Lausanne, Switzerland. In 1975 he was legal adviser to the Uganda Government delegation to the International Telecommunications Union held in Malaga, Spain.
