Convention on Wetlands (Ramsar, Iran, 1971) The Permanent Secretary, distinguished guests, ladies and gentlemen, Tomorrow, 2 February, is World Wetlands Day. It marks the date of the signature of the Convention on Wetlands in 1971, in the Iranian city of Ramsar, on the shores of the Caspian Sea. Tomorrow, the Ramsar Convention will be 30 years old. The Ramsar List of Wetlands of International Importance represents the most visible and tangible achievement of the Convention. We have to continue building up the List and ensure the effective management of all sites included in the List. Nevertheless, the other aspect of the Convention’s work that is less glamorous but equally and perhaps even more important is the promotion and the application of the wise use concept. "Wise use" is the sustainable utilization of wetlands for the benefit of mankind in a way compatible with the maintenance of the natural properties of the ecosystem. At the same time, "sustainable utilization" of a wetland has been defined as the human use of a wetland so that it may yield the greatest continuous benefit to present generations while maintaining its potential to meet the needs and aspirations of future generations. The Convention requires that Contracting Parties make a wise use of all wetlands in the territory of a Contracting Party. But planning to ensure the sustainable use of all wetlands in a country is more complex and difficult to achieve than designating isolated sites for inclusion in the Ramsar List. It presents a significant challenge.

Opening Remarks:

Thank you Mr. Chairman. The United States welcomes the delegation from Kampala to the WTO Trade Policy Review of Uganda . We commend the Secretariat for its report on Uganda's trade policy regime. We also greatly appreciate the Government's report as well as the report from the discussant today. These reports can be helpful not only in understanding and improving trade policy formulation and coordination, but also in the process of helping to integrate trade into national development strategies. We have produced a series of questions stemming from those reports and anticipate obtaining answers to these questions from Uganda and learning more about Uganda's trade liberalization policies and practices during this review. The United States and Uganda have developed solid economic ties which are being strengthened. United States imports from Uganda were more than $ 29 million dollars in 2000 with U.S exports to Uganda around $ 28 million. Expanded trade with Uganda and other sub-Saharan African countries is also a goal of the African Growth and Opportunity Act (AGOA) of 2000, which allows Uganda to export a wider range of products to the United States duty free. The AGOA has significantly expanded market access for countries in Africa and should assist in Uganda's efforts to further diversify exports.

The squatters' cattle harm the environment

BBC, Uganda Panic has gripped more than 10,000 people squatting in a remote forest west of the capital, Kampala. They have been given three months' notice to leave the government-owned Luwunga Forest Reserve in Kiboga District. Government officials accuse them of degrading the environment and of harbouring criminal gangs, such as members of the Interahamwe - Hutu militia fighters accused of carrying out the genocide in Rwanda - but the squatters deny this. During my two-day visit to the reserve, which covers an area of approximately 56 sq km, I discovered a great deal of activity. Some of them were busy weeding their gardens of bananas and coffee, while others were adding mud to their semi-permanent houses. I saw the widespread felling of timber trees and the large scale burning of charcoal by the squatters.
