    In 1995 Uganda adopted the country's third constitution, which divides powers among the executive, legislature, and judiciary. The constitution guarantees human rights, limits the use of imprisonment without trial, and establishes an independent Human Rights Commission to investigate potential human rights violations. It also creates an office of inspector-general to combat corruption and abuse of power at all levels of government. It restores titles to traditional leaders, abolished under the previous constitution, but denies them political power. Its most novel feature gives citizens the right to hold regular referenda on the structure of the country's political system. For its first five years, however, the constitution decrees a nonparty system. All citizens 18 years of age or older have the right to vote.

    History:
    After years of political vacuum, Museveni succeeded in restoring order and a measure of prosperity to most of the country during the 1990s. Presidential elections, comfortably won by Museveni, were held in 1989, although the National Resistance Council subsequently delayed the introduction of a new constitution.
    Uganda has since been heavily involved in the conflict in the Democratic Republic of Congo. Along with its Rwandan allies, the Ugandans backed the rebel side against the Kabila government. In 2002, following a provisional settlement of that conflict, the Ugandans pulled out.

    ABSTRACT
    To charge or not to charge for library services in Uganda has been a dilemma among the library profession for a long time. The paper discusses pros and cons of a free versus a fee governmentlibrary service in light of new challenges facing government librarians in developing countries and in particular Uganda. The paper is divided into five parts: part one defines what government libraries are and their functions, part two gives an over view of government libraries in Uganda, part three and four examines the rationale for both a free and a fee library service, and part five focuses on the challenges facing government libraries in Uganda. The paper draws upon the literature on both free and fee library services and discusses two schools of thought in view of a survey carried out on government libraries in Uganda.

    Elidad Mulira, Senior and experienced politician (1991) Metaphorically speaking a constitution of a country is the soul of its members individually and statewise. Its dictionary meaning is, that anything: quality, property, which gives life and energy to anything. A good constitution will be reflected through whatever is done, and in whatever kind of life it is in that country. Give the country a wicked and muddled up constitution and the people under it will suffer wickedness, corruption, degradation etc. For the constitution to be the soul of the country, it must express the will of the people of that country objectively and justly, because consideration must be given to the claims of every party concerned. The making of a constitution is a sacrosanct undertaking. It is based upon the spirit of compromise, that of give and take, to all concerned. If this spirit is lacking, there cannot be a constitution because each one will stick to each one's individual rights and not to the rights of others, and hence there will be no agreement reached. And a lasting agreement is the fruit of frank discussion at the table of constitution-making. Therefore, to sit together and make a constitution calls for mature and developed attitudes, capable of discerning the issues at stake.

    Narrative
    This partnership program was established as a co-operative initiative with local governments, namely, The City of Guelph, Ontario and Jinja, Uganda to improve the quality of community life in a sustainable way. It has provided the opportunity for two different cultures, political climates, and economical and industrial bases to work toward a sharing of ideas methods and procedures of staff training and administration and ways of enhancing community involvement.
    Jinja is the second largest city in Uganda, on the shores of Lake Victoria, approximately 100 miles from the capital City of Kampala. It has a population of 65,000 that swells to 100,000 during the day, when trade and commerce is active.

    A JOINT REPORT
    REPORTS THAT Uganda has started repaying a $67 million war debt to Tanzania have renewed criticism that the government has not prioritised the settlement of its huge domestic debt. Domestic debt arrears stand at Ush261 billion ($186.4 million) but only Ush120 billion has been provided for in this year's budget. Creditors feel the figure is inadequate. Reports published in the regional and international press last week say Uganda has already paid $6 million to Tanzania. Officials, fearing a backlash on the domestic front, have been cagey in their reaction to the reports. The debt to Tanzania accrues from that country's role in the 1979 war that expelled dictator Idi Amin, and subsequent policing of the country in the early 1980s. Tanzania has also been training officers for the Ugandan armies that succeeded Idi Amin's forces. The Finance Permanent Secretary, Mr Emmanuel Tumusiime-Mutebile, acknowledged the debt to Tanzania but would not comment on its repayment. The domestic debt issue has been an explosive one with the business community claiming that the government has not paid them because it wants to control inflation.

    On March 6th, 2001, the Ugandan Minister in charge of security wrote a letter to the Speaker of Parliament listing countries ‘deemed’ hostile by the Government of Uganda. On the list of these countries and organizations, was included the Government of the Republic of Rwanda, a position re-affirmed by President Yoweri MUSEVENI, himself, in a radio interview on March 11th, 2001. The Government of Rwanda wishes to make it categorically clear that it is in no way hostile to Uganda. As to why the Ugandan authorities should have chosen this particular time to label Rwanda as hostile, is a question that can only be answered by the Kampala authorities. What is appalling is that the Government of Uganda should hide behind the Kisangani events to classify Rwanda as an enemy. Uganda is now claiming that the events in Kisangani have never been ‘fully explained’, and that it is on this basis that they are categorizing Rwanda as a hostile nation. Ugandan soldiers who took part in the fighting have testified that their commanders were responsible for the fighting between the two armies at Kisangani.
