The global positioning system (GPS) was originally built to locate and coordinate military forces. Since its release for civilian use, it has found application for everything from helping hikers locate themselves to telling golfers about the terrain between themselves and the green. GM's OnStar, which can advise drivers of nearby restaurants and services, represents a step toward using GPS to provide context for information. As GPS becomes ubiquitous, aggregate information on location and movement will likely provide data that will make patterns of activity visible for a deeper understanding of the behaviour of populations.
How this happens
GPS uses signals from a network of satellites to determine the location (including height) of electronic beacons in communication with the system. Originally developed for intelligence, targeting and coordination of military forces, GPS is now widely used by the transportation industry to determine the actual positions of vehicles so they can be better tracked and managed. GPS has spread to sports enthusiasts, including hikers, mountaineers and cyclists, but its ubiquitous adoption is likely to come as it is regularly included in cell phones. There are a number of possible uses of GPS from the mundane to the Orwellian. Four categories of applications are visible: position, coordination, contextualization and patterning.

BREDL revelations, could be far more complicated than the common French transport licensing. The plutonium transportation issue has turned into a particularly sensitive case in the US since South Carolina Governor, Jim Hodges, issued an executive order as of 14 June 2002 and sent state police to the government's Savannah River Site weapons installation near the Georgia state line to stop any vehicles carrying plutonium. The order related to weapons plutonium that is also part of the US disposition program with cleaning up and closing Rocky Flats installations and transporting the military plutonium to the Savannah River Site.

On 28 January 1998, the United Kingdom of Great Britain and Northern Ireland ratified the Protocols additional to the Geneva Conventions of 12 August 1949, relating to the Protection of Victims of International Armed Conflicts (Protocol I) and relating to the Protection of Victims of Non-International Armed Conflicts (Protocol II), adopted in Geneva on 8 June 1977.
The Protocols will come into force for the United Kingdom on 28 July 1998.
This accession brings to 150 the number of States party to Protocol I and to 142 those party to Protocol II.
The instrument of ratification is accompanied by various declarations, thetext of which is given below:
I also have the honour to lodge with the Government of the Swiss Federation, as the depositary of Additional Protocol I the following statements in respect of the ratification by the United Kingdom of that Protocol:
(a) It continues to be the understanding of the United Kingdom that the rules introduced by the Protocol apply exclusively to conventional weapons without prejudice to any other rules of international law applicable to other types of weapons. In particular, the rules so introduced do not have any effect on and do not regulate or prohibit the use of nuclear weapons.
