In a remote desert ceremony, an Australian judge on Friday handed over rights to a huge swathe of land to the Martu Aboriginal tribe. Dressed in his ceremonial robes, federal judge Robert French conducted the court session in the Parnngurr rock holes in western Australia to return the 136,000 square kilometres (54,000 square miles) to the tribe.

FY03 SWE SCIENCE FAIR CAMPERSHIP PROGRAM The Society of Women Engineers (SWE) Science Fair Campership Program offers an opportunity for young minority women to attend Space Camp for one week. The scholarship includes transportation to and from Space Camp, room, and meals. This Program has been funded by industry and SWE internal grants. THE TRUTH ABOUT FREE ASSOCIATION

Ron Walker asserts that free associated state status is not possible under the U.S. Constitution (STAR, August 16). To the contrary, in U.S. Public Law 99-239 and several subsequent federal statutes, the U.S. Congress has recognized free association as entirely compatible with the U.S. Constitution. Unlike the present Commonwealth established under the Territorial Clause power of Congress, real free association is a status created through the treaty-making process under the U.S. Constitution. This can include treaties ratified by the Senate under Article II, Section 2, or a treaty of association approved by both Houses of Congress and signed by the President in order to authorize spending for treaty implementation. Whatever the purpose of this misleading argument, if the people of Puerto Rico are to make an informed choice to accept or reject free association the following inaccurate statements by Mr. Walker must be corrected: 1. In support of his argument that the Pacific island compacts are irrelevant to Puerto Rico because those territories were under a U.N. trusteeship, Walker writes "...the Trust Territories of the Pacific (and all other trust territories in the world) were automatically set on a path of future political status action by the United Nations... The United States... could do nothing to prevent that political status process... Eventually... islands in the Pacific voted for free association... That status was granted by Washington. It really had no choice in the matter. The U.S. was merely fulfilling its ultimate obligation that was mandated by the United Nations."

THE BATTLE OF MIDWAY
Background
Yamamoto, commander in chief of the Combined Fleet of the Japanese Navy, modeled his December 7, 1941, strike on the U.S. Pacific Fleet at Pearl Harbor on the attack by British carriers on the Italian fleet at Taranto in November 1940. U.S. Admiral Chester W. Nimitz took command of the shattered fleet. Neither admiral knew they would match wits in the Battle of Midway, a turning point of the war. Enterprise, Hornet and against Yamamoto and defeated him. It was the turning point of the Pacific war. The U.S. bombers dived on Japanese carriers crowded with aircraft being armed and fueled. The bombers sank three carriers and fatally damaged the fourth. Along with the U.S. carrier Yorktown, whose 2,270 survivors were rescued, the destroyer U.S.S. Hammann was lost. From Midway on, the U.S. forces were on the offensive in the Pacific. Japan found itself defending an ever-shrinking empire until its armed forces surrendered in September 1945.

American security policies must be formulated on firm principles that support freedom, protect the American people, and resist coercion. Policies toward the democratic Republic of China (ROC) on Taiwan should be framed in the broader context of the most fundamental American values of freedom, democracy, free enterprise, and a strong national defense. When it comes to the sensitive matter of American relations with the Republic of China, it is imperative to formulate and execute a consistent strategy that enhances American alliances and relations in Asia while protecting U.S. national interests. It is easy, however, to be captured by one aspect of relations across the Taiwan Strait, which can skew American policy and even intimidate those who make or influence policy: China's population. The fact that the People's Republic of China has a population of 1.3 billion people has two principal effects. Some Americans focus on population size as a justification for policies that lean toward meeting or accommodating the policy demands of Beijing, perhaps reasoning that size alone justifies tilting policies in favor of Beijing. The desire on the part of some Americans to take advantage of the vast "China market" also influences policy.

AMERICAN SAMOA
Is this part of the United States?
American Samoa is an 'unincorporated' territory of the United States, meaning the US Constitution and certain other laws don't apply. It's the only US territory south of the equator, a relic of colonial confrontations between Germany, Britain, and the US around the end of the 19th century. American Samoans are US 'nationals' and have all the rights of other Americans except that they can't vote in presidential elections. The Government of American Samoa controls most local affairs, including immigration, and US citizens don't enjoy any automatic right to move here or purchase land, which has prevented Samoa from going the way of Hawaii.
