Travel Warnings are issued when the State Department decides, based on all relevant information, to recommend that Americans avoid travel to a certain country. Countries where avoidance of travel is recommended will have Travel Warnings as well as Consular Information Sheets. Public Announcements are a means to disseminate information about terrorist threats and other relatively short-term and/or trans-national conditions posing significant risks to the security of American travelers. They are made any time there is a perceived threat and usually have Americans as a particular target group. In the past, Public Announcements have been issued to deal with short-term coups, bomb threats to airlines, violence by terrorists and anniversary dates of specific terrorist events. Consular Information Sheets are available for every country of the world. They include such information as location of the U.S. Embassy or Consulate in the subject country, unusual immigration practices, health conditions, minor political disturbances, unusual currency and entry regulations, crime and security information, and drug penalties. If an unstable condition exists in a country that is not severe enough to warrant a Travel Warning, a description of the condition(s) may be included under an optional section entitled "Safety/Security." On limited occasions, we also restate in this section any U.S. Embassy advice given to official employees. Consular Information Sheets generally do not include advice, but present information in a factual manner so the traveler can make his or her own decisions concerning travel to a particular country.

December 26, 2002 COUNTRY DESCRIPTION: The British Virgin Islands (BVI) are a British overseas territory, part of the British West Indies, lying about 60 miles east of Puerto Rico. There are about 50 islands in the BVI, many of them uninhabited. Tortola is the chain's main island; other islands include Virgin Gorda, Jost Van Dyke, and Anegada. ENTRY REQUIREMENTS: For tourist stays of up to six months, U.S. citizens need a U.S. passport or other proof of U.S. citizenship (original or certified birth certificate, Certificate of Naturalization or Certificate of Citizenship) as well as photo identification, onward or return tickets, and sufficient funds for their stay. Upon initial entry, no more than 30 days will be granted. At the end of 30 days, visitors must report to the Immigration Department's main office in Road Town for an extension. Extensions of up to 90 days are issued at the discretion of the Immigration Officer subsequent to an interview. For further information, travelers should contact the BVI Department of Immigration at (284) 494-3471. There is a departure tax payable upon leaving the BVI. This tax varies according to the mode of travel. In an effort to prevent international child abduction, many governments have initiated procedures at entry/exit points. These often include requiring documentary evidence of relationship and permission for the child's travel from the parent(s) or legal guardian not present. Having such documentation on hand, even if not required, may facilitate entry/departure.

With duty-free shopping exemptions unrivaled by any other Caribbean destination, and fine dining and accommodations at an exceptional value, St. Thomas is indeed a treasure discovery for travelers. Stretched along the waterfront, restored 17th- and 18th-century warehouses - once used to hold molasses, rum, spices and other trade goods awaiting export - now house a variety of unique shops containing modern-day treasures. Yet after navigating through the narrow byways of downtown Charlotte Aalie's historic shopping district, visitors to St. Thomas still have much of the island's historical significance to explore. Charlotte Amalie harbor is the perfect place for travelers to begin their journey through St. Thomas' history. Harborside since 1672, Fort Christian is the oldest standing structure in the Virgin Islands. Nature a Sure Lure for Visitors to St. John If the characteristic personality of each United States Virgin Island could be captured in a word, the flurry of activity, premier resorts and world-class shopping districts of St. Thomas would likely bring "energetic" to mind. Considering its rolling green hills dotted with centuries-old sugar mill ruins and the Danish-inspired architecture of its two towns, "historic" aptly describes a more quiet St. Croix. But what word does one lend the 11,560 acres of largely undeveloped sparkling beaches, private lagoons, nature trails and lush foilage that both complement these two larger sister islands and complete this beautiful Caribbean trio? It is "serene," and that is the hallmark of the island of St. John. Just a 45-minute boat ride from St. Thomas' Charlotte Amalie, this smallest of the three U.S. Virgin Islands was once a thriving agricultural society established in the early 1700s by Danish settlers attracted by the island's lucrative prospects of cultivating sugar cane. More than 100 cotton and sugar plantations flourished throughout all three U.S. Virgin Islands during the 18th and 19th centuries, but the emancipation of slaves in 1848 led to the plantations' eventual decline. What remain are the ruins of St. John's now-famous Annaberg Sugar Mill and other smaller plantations. Once known for its sugar cane and farming industries, St. John today is recognized for its pristine beaches and conservation-minded residents who dedicate themselves to preserving the island's natural and cultural resources. Diminutive in size but not in natural splendor, this 19-square-mile island offers a glimpse of what life is like unfrettered by commercial development and the trappings of a more modern lifestyle. Since philanthropist Laurance Rockefeller deeded two-thirds of the island - plus 5,000 offshore acres - to the federal government as national park land more than 40 years ago, St. John has retained a tranquil, unspoiled beauty that leaves visitors vowing to return for a longer stay.

Area 153 square kilo meters (59 square miles); Tortola, 54 square kilo meters (21 square miles); Anegada, 39 square kilo meters (15 square miles); Virgin Gorda, 21 square kilo meters (8 square miles). Topography Largely rolling hills and beaches; Tortola rises to 1,780 feet at Mount Sage, the highest point in all the Virgin Islands; Anegada is very flat, the entire islands being no more than a few feet above sea level. Climate Population Total population (2000) estimate 19,000. History In 1666 British planters took over control of the island group from the original Dutch settlers. The islands attained the status of British colony, and remained part of the Leeward Islands from 1872 until 1956, when the British Virgin Islands became a separately administered entity. To preserve its close economic ties with the U.S. Virgin Islands, the group did not join the 1958-1962 West Indies Federation of British Virgin Islands. In 1967, a new constitution provided for a ministerial system of government headed by a Chief Minister. The island group remains under British control today.

The waters surrounding the U.S. Virgin Islands are home to some of our nation's richest and most beautiful coral reefs. The Virgin Islands National Park on the island of St. John, along with smaller marine protected areas, help protect these underwater gardens of coral, sponges and sea fans. But fishing, coastal development and other threats remain, and greater protection is needed. U.S. Virgin Islands The U.S. Virgin Islands sparkle with natural beauty, and are truly among the living jewels of the Caribbean. But their significance goes far beyond beauty. The beaches and reefs, along with stands of mangroves and seagrass beds, form an intricate, thriving, web of marine life. Virgin Islands National Park, new and expanded national monuments declared by former President Clinton, and other marine protected areas provide some protection to these valuable and spectacular places. But fishing, coastal development, and other human activities are nonetheless damaging coral reefs and associated ecosystems. Key Habitats Mangrove forests grow in shallow water along the shores. Their branches provide nesting space for birds, while their prop roots shelter young fish, invertebrates and a host of other species. Many reef fish species produce larvae that settle in the mangrove habitats, where they find plenty of microscopic food to eat and protection from predators. As they grow, the young fish migrate out to populate the reefs.

Mr. Irizarry is currently the District Director of the U.S. Small Business Administration for Puerto Rico and the U.S. Virgin Islands. As such, he is responsible for the administration of a multimillion-dollar program in the areas of finance, management, technical assistance, federal procurement, and advocacy for small business. As of closing of Fiscal Year 2000, the District Office has an outstanding portfolio of 13,804 loans with a book value of $534 million. More than 13,000 potential entrepreneurs received management and technical assistance, and a combination of 131 federal procurement contracts/modifications were awarded with a dollar value of $25 million.
