EPA PROPOSES REJECTION OF V.I. LANDFILL PROGRAM
Invites Public to Comment at Hearings on June 27 and 28 For Immediate Release: Monday, May 8, 2000 (#00082) New York, N.Y. The U.S. Environmental Protection Agency (EPA) has taken the first step toward disapproving the U.S. Virgin Islands' landfill program and assuming a greater role in enforcing federal solid waste landfill laws on the Islands. A history of problems at the Bovoni and Anguilla landfills and the fact that the Virgin Islands government has not adopted necessary solid waste regulations or allocated enough funding and staff to deal with important solid waste issues, has prompted EPA to make an initial determination that the Virgin Islands' solid waste landfill program is unsatisfactory. A notice of EPA's preliminary decision was published in the Federal Register today, May 8, and the agency will hold two public meetings to discuss it in June. "In the interest of the people of the Virgin Islands and their natural environment, EPA is prepared to assume the primary role of enforcing federal solid waste laws in the territory," said Jeanne M. Fox, EPA Regional Administrator. "This is an unfortunate situation. The nation's solid waste laws were designed to be implemented and enforced locally by states and territories because local governments can generally deal with their solid waste needs better and faster than other government entities. However, our agency has been unable to obtain the regulatory and resource changes by the Virgin Islands needed to approve its program. We are ready to play a much larger role than we have in the past to bring about much-needed changes."

, Director Serves as the primary liaison on environmental issues and problems with the Commonwealth of Puerto Rico and Territory of the Virgin Islands governments, as well as with the press, community groups, and regulated industries and authorities. This new division will conduct inspections, identify violations, recommend enforcement actions, and plan and coordinate activities necessary to implement regional programs in Puerto Rico and the Virgin Islands. CEPD will coordinate preventive and corrective measures to be taken by EPA and support emergency response actions. Over the next three years, the level of division staffing and programs will increase, consistent with CEPD's expanded responsibilities. In a Place and Time of Change
People at Virgin Islands National Park on St. John, as on many Caribbean islands, are concerned about the environmental changes that result from such disturbances as anchor damage to coral reefs, over fishing, the encroachment of exotic plants, sediment run-off from construction and loss of winter habitat for migratory birds. It is becoming increasingly important to be able to determine how these human-caused changes differ from and aggravate such natural disturbances as hurricanes, diseases and long-term fluctuations in environmental conditions.
The overall goal of the field station on St. John and those located throughout the world is to research long-term natural and anthropogenic changes in the marine and terrestrial ecosystems. Working with local, federal and international government agencies, universities and non-governmental organizations, field station staff provide data from basic and applied research projects that enable the National Park Service and other clients to best manage their biological resources. Special Role Through its own research and through cooperative agreements with other researchers, field station scientists have promoted a high level of research activity on coral reefs, seagrass beds, marine water quality, migratory birds, tropical soils, watershed erosion, hurricane effects, dry forest restoration, endemic and endangered plants, and the effects of fishing. The staff's expertise on tropical marine ecology is not found elsewhere in the National Park Service or Biological Resources.

Next Sec. 1541. - Organization and status (a) Composition and territorial designation The provisions of this chapter and the name ''Virgin Islands'' as used in this chapter, shall apply to and include the territorial domain, islands, cays, and waters acquired by the United States through cession of the Danish West Indian Islands by the convention between the United States of America and His Majesty the King of Denmark entered into August 4, 1916, and ratified by the Senate on September 7, 1916 (39 Stat. 1706). The Virgin Islands as above described are declared an unincorporated territory of the United States of America. (b) Powers and legal status of government; capital and seat of government The government of the Virgin Islands shall have the powers set forth in this chapter and shall have the right to sue by such name and in cases arising out of contract, to be sued: Provided, That no tort action shall be brought against the government of the Virgin Islands or against any officer or employee thereof in his official capacity without the consent of the legislature constituted by subchapter III of this chapter. The capital and seat of government of the Virgin Islands shall be located at the city of Charlotte Amalie, in the island of Saint Thomas.

Tariff and Tax Information Shipping to U.S. Territories Guam As a U.S. territory, Guam has no duty or quota requirements applicable on shipments to Territory of Guam.
However, there are fees and other requirements which apply to the type of importation and business.
$5.00 procession fee for all shipments of cargo entering the Territory;
Business license requires prior to engaging in any business issued by the Department of Revenue and Taxation;
4% gross receipt tax on all merchandise sold in Guam; and
4% use tax on all items imported for personal or business use. Puerto Rico As a U.S. territory, shipments to Puerto Rico are not considered exports so duties are not applied.
