Regulations Project Summaries Grant Information Program: MEP Consortium Incentive Grants (CFDA Number 84.144B) Authorization: Secs. 1303(d) and 1308(d) of the Elementary and Secondary Education Act, as amended (P.L. 107-110) Total Funds Awarded in FY 2002: $2,300,000 Total Number of Grantees: 39 Eligible Applicants: State educational agencies (SEAs) Program Description: Under section 1308(d), the FY 2002 MEP Consortium Incentive grants were awarded to SEAs that proposed to participate in a consortium with another State or entity and demonstrated, in accordance with section 1303(d)(3) of the ESEA, that doing so would:
  • Reduce administrative costs or program function costs for State MEP programs; and Make more MEP funds available for direct services to add substantially to the welfare or educational attainment of children to be served.
  • In addition, section 1308(d) requires that SEAs receiving grants form consortia to improve the delivery of services to migrant students whose education has been interrupted.

    October 2001 A new goal is challenging teachers: All students, with or without disabilities, including English language learners and students who are "falling between the cracks," are to achieve in the general education curriculum. For students with disabilities, access to the general education curriculum is mandated by the Individuals with Disabilities Education Act Amendments of 1997 (IDEA '97). Attitudes and Belief Systems Improved student learning requires teachers, schools, and districts to give up unproductive traditions and beliefs, replacing them with validated practices and a full understanding of the intent of the law. Successful student access to the general education curriculum is most likely when there is general acceptance of the following principles:
    • Responsibility for the learning outcomes of special education students is equally shared by the classroom teacher and the special education teacher.

    The project will capitalize on existing partnerships and create new alliances within the educational community, with parents and other consumers, and with other state agencies to improve the overall quality of services delivered to students with disabilities. The State Improvement Grant has three primary goals:
  • Implement a decision-making infrastructure that will systematically and progressively improve access to and quality of instructional services at every level of the state educational delivery system. Implement changes in policy, technical assistance to administrators, and personnel preparation activities to ensure that the students with disabilities have access to, placement in, and progress within the general curriculum. Provide technical assistance and personnel preparation activities that will ensure students with disabilities have access to needed effective, proactive behavioral/social interventions that provide individuals with the attitudes and competencies needed to be successful, caring members of society.

    Governor Mike Leavitt today named 40 schools that will share $4 million in Highly Impacted Schools funding to meet the special needs of their disadvantaged students. The governor made the announcement at Whittier Elementary School in Salt Lake City, one of the 40 Highly Impacted Schools that will receive funding. The governor developed the Highly Impacted Schools program to provide additional resources and individual assistance to schools with at-risk students. Nearly 20,000 students across the state will benefit from the program this year. "These children face many obstacles in their lives that make it difficult for them to receive the education they need to live fulfilling and productive lives," the governor said. "Through the Highly Impacted Schools program we will be able to reach out to these children on a more individual basis and meet their unique educational needs while helping them develop self-esteem and confidence." The Highly Impacted Schools program is the governor's second major effort to shift away from one-size-fits all funding toward targeted plans to address specific needs and initiatives. His other major program, Centennial Schools, rewards schools that are willing to rethink education with new, bold and innovative ways of teaching children.
