Financial records are commonly associated with filing taxes. This is only one reason for keeping records. Lenders also require records but, increasingly farmers and ranchers keep records as the basis for management decisions. The records included in this section illustrate some of the production, labor and financial records that a farmer or rancher might keep. These may be kept physically or electronically. The agricultural software directory lists many of the electronic software packages that are available. Other types of records that may be used by farmers and ranchers are illustrated below.     Department of Entomology, University of Kentucky A postdoctoral position is available after July 15, 2003, in the area of biological control of insects. Research areas may include; multi-trophic level interactions within alfalfa agroecosystems,
    quantification of landscape effects on biological control, interactions of inducible plant responses and natural enemies, chemical ecology or population genetics of predatory species, evolutionary biology or biosystematics of predatory Coccinellidae. Individuals will be expected to utilize modern experimental tools (e.g., molecular, physiological, or analytical) to address ecological and genetic questions in biological control.     Index of Subjects
    The U.S. Geological Survey (USGS) has been assessing, mapping, and reporting on Utah's earth resources for more than 100 years. Ongoing USGS programs in Utah include topographic and geologic mapping, surface- and ground-water data collection, geochemical and biological investigations of lakes and rivers, mineral exploration, and assessments of water-quality, hydrologic, and geologic conditions, including earthquakes and floods. The USGS contributes to the health, safety, and economic well being of Utah's citizens through each of these programs and in cooperative efforts with State, local, and Federal agencies, universities, and other public organizations.
    Water-Data Collection and Monitoring Networks
    The USGS has been collecting hydrologic data that relates to the occurrence, quantity, and quality of water resources in Utah since 1889. The USGS maintains a network of about 200 gaging stations on rivers, streams, lakes, and reservoirs in Utah, as well as in adjacent parts of Wyoming, Idaho, and Arizona and monitors about 1,100 wells throughout the State ( fig. 1

    Introduction
    There is a growing awareness worldwide that improved farm water management practices can be cost-effective in achieving increases in crop production. The current emphasis is on improving water management practices and increasing crop production on existing irrigated lands. Deteriorating irrigation channels and inadequate operating procedures often preclude any significant improvement in farm water management practices. For example, it is not sufficient to rehabilitate a network of irrigation channels; the channels must be maintained season after season so that a dependable water supply can be delivered to every farmer. Likewise, it is not sufficient to just fill the channels with water; flow measurement devices are needed so that irrigation supplies are equitably delivered to each farmer. The operation and maintenance "learning process" provides one approach for effectively sustaining an irrigation network over a long period of time. This process emphasizes: (a) maintaining rather than rehabilitating; (b) documenting maintenance needs to improve financial management and accountability; (c) using existing flow control structures in irrigation channels for water measurement; (d) developing more detailed physical knowledge about what is occuring within the system; (e) increasing sensitivity about operating the system to meet the needs of farmers; and (f) documenting the need and cost of irrigation system improvements.     6. Management
    A. Organization
    As indicated in the figure below, the Center is governed by a Director, who functions as Chief Executive Officer. At the end of Year 5, the directorship transferred from the founding Director, Don Greenberg to Andries van Dam, the present Director. The Director executes policy devised by a Policy Committee, in accordance with the Center's long-term strategic plan. The Policy Committee also elects the Director. During the Center's initial six years the Director was supported by a Chief Financial Officer and a Chief Operations Officer. The CFO position remains intact and is held by Rich Riesenfeld. The COO position has been subsumed by the Director's Staff which consists of the Assistant Director (currently an unfilled position), the Outreach Director, and the Administrative Coordinator. The Director is advised by an External Advisory Group. The following sections contain the Center's governing rules.
    A.1 Director
    The Director is:
  • Responsible to the NSF for leadership and management of the Center and all its activities, for final decision-making authority over the subdivision of the portion of the research budget defined below as the Director's Pool and its allocations to each site, and for relations with our sponsoring vendors.
  • Responsible for executing a strategic plan for the Center, devised by the Policy Committee with advice from the External Advisory Group. The Director shall make decisions, especially funding decisions for the Director's Pool, in consonance with that plan so as to be consistent with its scientific priorities. This pool was established to enhance basic research and collaboration, especially multidisciplinary, multi-site, long-term research projects.
