Utah Becomes Third U.S. State to Implement Statewide GIS for Education
State Will Use ESRI Software All Across Its K-12 Curriculum
Redlands, CaliforniaThe state of Utah has selected ESRI, the world leader in geographic information system (GIS) technology, to supply a comprehensive statewide K-12 software license. The license will allow the state to use GIS software with every instructional computer in all of Utah's K-12 schools . Specifically, Utah has licensed ArcView for Windows as well as Macintosh, ArcView Image Analysis extension for Windows (from ERDAS/Leica Geosystems), and the ArcAtlas data set. The data layers in ArcAtlas provide information on political boundaries, population density, natural landscapes, transportation networks, elevation zones, bioclimatic soils, earthquakes and faults, vegetation, and precipitation. "This is much bigger than just technology education," said Melvin Robinson, technology education specialist at the Utah State Office of Education (USOE). "GIS as a research tool is something that should be used by all curricular areas across the whole gamut of education." The contract makes Utah the third U.S. state to implement GIS for use in all of its schools. Montana announced its statewide instructional license in November 2000, followed by South Dakota in July 2002.

Utah Education Network Overview As a consortium of education, government, and business organizations, the Utah Education Network (UEN) serves the online educational needs of 475,000 Utah students. The Network connects 797 public schools, nine universities, and four applied technology centers. UEN, a publicly funded education service, faced the challenge of educating Utah's growing student population using advanced communications. Working closely with a team of Qwest engineers, UEN developed three cutting-edge technology programs: UtahLINK, the Utah Electronic High School, and EDNET. All in all, the Qwest/UEN partnership helped educated almost half a million Utah students from all over the state.

Executive Summary The objective of this project was to expand the SWE collection of hands on science and math learning modules for Grades 1, 2, and 4, following the Utah Science Core Topics Modules to allow classroom teachers to effectively meet their teaching recommendations in addition to our visits to the classrooms. Through active participation with Junior Engineering (USU’s mobile science program), we have expanded our offerings as well as theirs. SWE volunteers visited seven K-12 schools in Cache Valley and one in Southern California with these modules and those developed in 1999-2000, providing over 1500 contact hours for nearly 700 children, about 2/3 of them girls and/or ethnic minorities. We expanded our teacher lending resource library of all equipment used in our outreach program and collaborated with Junior Engineering in the delivery of science projects to schools in need. Our final project for the school year, a Girl Scout Engineering Day, was a tremendous success, among our most fun projects so far and certain to be repeated in following years.

Executive Summary SWE and other engineering students have developed projects to address the learning objectives of the Utah K-12 Science Core Curriculum. They developed the projects, worked with teachers to optimize the age-appropriate learning (incorporating mathematics principles, working in groups, etc.), and "tested them out" in actual classrooms. Materials have been made available over the internet to Utah (and other) teachers, SWE members who wish to be involved in outreach activities, scout leaders, etc., and a lending library of equipment for local teachers is available through SWE. This program provided opportunities for SWE student leadership, team building, and mentoring, for educational enhancement of K-12 students, and for increased visibility of the Society of Women Engineers in Utah. This project will be done in conjunction with the Summit Elementary School in Smithfield, Utah, the Junior Engineering State program at Utah State University, and the Discovery Center (children's science museum) at Utah State University.

(all revenue sources) tah children could be spending more time in school so they can study more subjects, under a plan that was being advanced by the state superintendent last fall. . In a state where education is considered highly valued but underfunded, Superintendent of Public Instruction Scott W. Bean proposed adding 30 to 60 minutes to the school day while raising the number of required courses in such subjects as foreign languages, English, mathematics, science, and the arts Utah's superintendent wants students in school longer, but cost is a likely issue. The state chief's proposal would require about $100 million in additional funding to annual K-12 expenditures of about $2 billion. The elementary grades would add 30 minutes to each school day, using the time to start teaching students a foreign language and to improve their math and reading skills. Junior and senior high schools would add 45 to 60 minutes a day, which would help students complete an additional six required academic classes to go along with the current 24 course requirements needed for a high school diploma.

UTAH SCHOOLS FACE DAUNTING CHALLENGES IN THIS DECADE Utah Foundation has released its research report on the challenges that Utah's public schools will face in the next ten years. This report is a compilation of facts and statistics gathered during Utah Foundation's work with the Employers Education Coalition. The coalition asked Utah Foundation to provide independent, unbiased information on the status of Utah public schools and the challenges coming in this decade. The report is entitled " Utah at the Crossroads: Challenges for K-12 Education in the Coming Ten Years ." The report should accompany this release; if not, it is available at http://www.utahfoundation.org/reports.html Key highlights of this report are:
    • Utahns pay a high tax burden and a large share of tax revenues are dedicated to education. Despite the high funding effort for education, per-pupil funding is the lowest in the nation and class sizes are the largest.
