EDUCATION EXCELLENCE UTAH is dedicated to improving education in Utah through the introduction of meaningful parental choice in education.
We believe that publicly-supported education is vital to the strength of our community and nation. We do not believe, however, that a public-sector monopoly, subject to all the inherent problems of monopolies, should be the only provider of publicly-funded education.
We envision a vibrant education system, characterized by abundant choice, which offers excellent education to all students through diverse, competitive providers. One Size Doesn't Fit All
Monopolies lack the incentive to be responsive to their customers. They deliver lower-quality services at higher cost than they would if they were subject to competition. Monopolies don't respond well to unique consumer needs. By nature, they produce highly standardized products and services.
Unfortunately, these same traits exist within Utah's current public education. As a result, our students' academic performance is barely above the national average despite demographics that support much higher achievement.

We looked at where we were and where we wanted to be and what we were missing to accomplish it. We used the NetDay contacts to assist districts to get better funding for internal wiring and community organizations willing to assist them. We also provided opportunities for mentoring kids interested in IT fields. We had a matching service between interested students and volunteers in the state.

    Background In 1991, Utah enacted a voluntary open enrollment program to allow students in participating school districts to transfer to schools in other participating districts. Funding would follow the student, and the balance of the student's educational costs in the new district would be split between the sending and receiving districts. However, incentives to participate were lacking, and no district agreed to participate during the 1991-1992 school year. The law was amended in 1992 to make open enrollment mandatory as of September 1993.

    Results When this program is faithfully implemented, the results are stunning, with some high-poverty schools reporting average test scores at or above grade levelin a few cases, several grades above. In the 1977 evaluation of Project Follow Through, the achievement results of high-poverty Direct Instruction students were compared to students in nine other early education programs. DI students outperformed control group students and students in the other experimental programs on every academic measure, moving from the 20th percentile (the normal level of performance for children in poverty) to about the 50th percentile (even with mainstream students). In contrast, the achievement results of students in some of the other programs actually declined as a result of the intervention. Follow-up studies of students taught by Direct Instruction in the early grades also show enduring benefits. One New York comparison found that more than 63 percent of DI students graduated from college, as opposed to 38 percent of the control group; mean ninth-grade test scores were higher (ES=+.41, reading; ES=+.29, math;

    electronically delivered learning or e-learning A growing body of evidence supports the conclusion that when e-learning is deployed with identical attention to the enabling details that characterize high quality face-to-face instruction, it can effectively complement, enhance, and expand educational options available for K-12 students. In cases where e-learning is appropriately deployed, educators can generally anticipate student academic performance that is at least equivalent to traditional classroom instruction (Cavanaugh, 2001). Online Courses and Virtual High Schools Internet use in K-12 schools and postsecondary institutions is having a profound impact on the evolution of computer use and the curricular integration of new learning technologies (Valdez et al., 2000). For example:

    Overview
    Utah has a history of legislative support for technology-advancing initiatives. As a result it has a sophisticated public-private network that is expanding daily. There are also plans to institute telecommuting for some state workers. The 1994 legislative session created the Information Technology Commission, a 19-member commission that reviews the state's technology expenditures, objectives, and funding.
    Legislation
    1995 Utah SB 82 made Utah the first state to pass legislation establishing protocol for the use of digital signatures to electronically file court documents. Until then the need for signature verification blocked courts from accepting legal documents filed by computer and modem. Similar legislation is being considered in California, Florida, Oregon, and Washington. The technology for secure, forgery-resistant digitized signatures appears sufficiently developed that its use is likely to become common nationwide within the next two years. 1995 Utah HB 364 enacted the Utah Telecommunications Reform Act
