U .S. taxpayers paid on average $108,730 to produce each 1998 high school graduate. But among the country's fifty largest districts, Cleveland, Ohio, graduates cost almost $300,000, whereas Utah's similar-sized Jordan School District produced graduates for one-fifth of Cleveland's cost. The cost per finished graduate is as important a measure of a school system's productivity as the annual academic progress reports called for in President Bush's education reforms. But Jay P. Greene of the Manhattan Institute recently calculated that only 74 percent of the class of 1998 actually graduated, ranging from a low of 59 percent in Tennessee to a high of 93 percent in Iowa. Graduation rates in the nation's fifty largest districts ranged from 28 percent in Cleveland to 87 percent in Fairfax County, Virginia. Because the expenditure of $80,460 per pupil produced graduates only 74 percent of the time, the cost per finished U.S. high school graduate is $80,460 divided by 74 percent, or $108,730. Using this calculation provides a cost index to how productively each school, district, or state is using tax dollars.

    The State of Utah has 40 school districts working to integrate technology into K-12 education. Priorities in school reform include teacher training in the use of the Internet. Since 1985, the state has developed comprehensive criterion-referenced and performance assessments. School-to-career offerings are included in most high schools. State Statistics:

They will submit a cloth panel(s) representing all that must be part of our human relationships as we progress into the future as a global community of peace. Students will work with their teachers to discuss and determine what they will represent and how they will depict it. The panels may be paintings of peace and harmony, poems of forgiveness, or collages of diversity. They may creatively reflect understanding, equity, service to others or greater education. The many cloth panels, like individual cobblestones, will become a path to a peaceful and proud future. When the wall in Washington DC is brought down and with the barrier removed, we will see the pathway revealed. Stretching out before us the youth of our communities, who will become our future leaders, will pave the way.     Prior to using NetVista Satellite, Internet access at Ross Tilley was limited to five computers in the library. Accessing some sites could take as long as several minutes. The Internet was not useful as a classroom tool because the delays would result in high student distraction. However, with NetVista Satellite, which was installed at Ross Tilley several weeks ago, it will now be possible to move the Internet from the library to the classroom. "Reliable high-speed Internet access and the caching capabilities of NetVista Satellite are making the Internet a more effective tool for us," said Myke Parrington, a teacher/librarian and one of three site managers at Ross Tilley, an elementary school serving grades K-7. "With NetVista Satellite, we have expanded Internet access to 30 computers, and have no degradation in speed even when all computers access the Internet simultaneously. And the caching feature gives our students and teachers instant access to any site that has been accessed within the last 24 hours, making broader classroom use feasible at last." "In our location, we needed a satellite solution to receive high-speed Internet access," said Parrington. "What NetVista Satellite has given us is better resources for teachers, greater educational opportunities for students and easier administration for site managers." Ross Tilley isn't alone in its need for high-speed, affordable Internet access in a remote location. As many as 50 percent of Canada's 16,000 K-12 schools are located in areas that lack the bandwidth for high-speed connections. At the same time, the Canadian government has mandated "equity of access" for Internet use in all K-12 schools throughout Canada.

    Davis County School District Overview The Davis County School District in Utah serves over 58,000 K-12 students, with more than 6,000 faculty and staff at over 90 locations. Davis County School District is the third largest in the state and the fourth fastest growing. The District covers a wide geographic region, so data services are a crucial component in the District's strategy for serving the community. While the District has had limited online connectivity since the mid-1980s, Superintendent Richard Kendell never wavered from a vision of bringing a computer into every classroom, and the classroom into every home.
