    2003 GENERAL SESSION

    This act modifies provisions of the State System of Public Education Code relating to the
    recitation of the pledge of allegiance in public secondary schools.

    This act affects sections of Utah Code Annotated 1953 as follows:
    AMENDS:
    , as enacted by Chapter 155, Laws of Utah 2000 Be it enacted by the Legislature of the state of Utah: Section 1. Section is amended to read: Instruction on the flag of the United States of America. (1) In accordance with Title 63, Chapter 46a, Utah Administrative Rulemaking Act, the State Board of Education shall provide by rule for a program of instruction within the public schools relating to the flag of the United States. (2) The instruction shall include the history of the flag, etiquette, customs pertaining to the display and use of the flag, and other patriotic exercises as provided by Sections 36 U.S.C. 170 to 177.

    Overview
    The 2003 General Session presented significant policy and budget challenges for everyone involved. The legislature passed a lean, responsible and balanced budget and carefully prioritized complex policy decisions. The budget was balanced without raising general taxes - an important priority to the governor during these difficult economic times - or dipping into the rainy day fund. Moreover, the use of one-time money for ongoing expenditures was reduced dramatically. The governor compliments the legislature for making decisions that will keep Utah among the most prosperous and best-managed states in the nation. Specific Priorities of the Governor
  • No backsliding in education funding . Public and higher education funding remained largely intact, despite the most difficult budget year in recent memory. The governor applauds the legislature for making education funding the highest priority of state government.
    Sweeping reform toward competency-measured education . The most ambitious and far-reaching education improvement is the move toward a competency-measured system. The legislature has now defined a path to measure learning, not seat time in our public schools. A competency summit will be held this fall to involve parents and educators directly in the process.

    GENERAL EDUCATION SITES A to Z Teacher Stuff
    Teachers, try this. It has links, lesson plans, thematic units, teaching tips, and articles about education. It has a chat board for teachers who want to talk shop. They even have an email newsletter. Points off for too many banner ads and links to the teacher store,but everything else is well done. The site is bright looking and abundant. My favorite part of the site is the themes, which plumb a variety of web sites for high quality lesson plans that usually feature multidisciplinary topics. BBC Schools Online
    The major educational hub of Great Britain, this site bursts with content. Try the age-appropriate resources or the "Web Guide" for a manageable start or the "A-Z Index" for the full story. A few bits and pieces are lost in the transatlantic translation (skip "revisions" unless you'll be taking a British standardized test soon), but most of it sails smoothly across. There is also Internet help and links to other BBC guides designed for an older audience. BJ Pinchbeck's Homework Helper
    The Discovery Channel has good taste in the sites it buys: first Kathy Schrock, then this. B.J. Pinchbeck is only thirteen years old, but a four-year veteran of indexing educational web sites. With the move to the Discovery Channel, this site was tightened up considerably. It now has fewer links, but all are carefully chosen and maintained. The annotations aren't brilliant, but since a kid writes them, they may be on an appropriate reading level for younger surfers looking for classroom help.

    History Bridgerland Applied Technology College (BATC) is one of the ten applied technology colleges in the state of Utah. It was officially organized under the State Board of Vocational Education and funded by appropriations from the Utah State Legislature in January of 1971. A special session of the Utah State Legislature in June 2001 restructured the governance of our institution and established Bridgerland Applied Technology College.
    The College offers programs featuring open-entry/open-exit enrollment. This open-entry/open-exit policy is a progressive educational tool unique to the applied technology college institutions. Our individualized learning and teaching model provides an environment where an open-entry/open-exit policy is easily facilitated.
    Associates Degree With the inception of the new “college”, students will eventually be able to earn an Associates of Applied Technology degree for the many professional, full-time and short-term technical training programs offered at Bridgerland Applied Technology College. The Associate of Applied Technology degrees are under development with the Utah College of Applied Technology Board and the Utah State Board of Regents
