Good morning and welcome to Vermont. My name is Brian R. Searles and I am the Secretary of the Agency of Transportation for the State of Vermont. Let me begin by thanking Sen. Jeffords for holding this committee hearing in Vermont and for the chance to talk about the challenges and opportunities that are unique to rural transportation. Let me also welcome Sen. Bob Smith, our neighbor from New Hampshire, and U.S. Department of Transportation Deputy Secretary Michael Jackson to our fine state, and thank them for their willingness to come to Vermont. I would like to personally thank both Sen. Jeffords and Sen. Smith for their efforts restoring RABA funding in the current budget process. I would also like to welcome Mr. Ray Burton, a member of the Governor's Executive Council, who will testify on behalf of the State of New Hampshire. Mr. John Horsley, the Executive Director of the American Association of State Highway and Transportation Officials (AASHTO), was unable to attend today's hearing, and asked me to make a few brief comments on behalf of AASHTO and its member states across the country.

This page represents a continuing process as we find and post additional maps. We will try to post maps of Vermont and the Stowe area of a variety of types: relief, topographic and civil. A relief map portrays terrain with different colors representing different altitudes. A topographic map portrays terrain by use of contour lines, i.e., lines that represent equal altitudes. A civil map shows the boundaries established by humankind state, city, county, and international boundaries. Sometimes these political boundaries coincide with geographic features, particularly lakes and rivers, but often they are arbitrary cutting across rivers, lakes and mountains with no regard for the terrain. We will use the more colorful relief map for representation of larger areas. The topographic maps will be used to provide greater detail. Web topographic maps such as these are ultimately no substitute for traditional paper maps. A gigantic file would be required to produce a web map of decent definition. These maps can provide gross definition and give some idea of what might be available in paper versions. See below for a recommended atlas Maps can be used for a wide range of information. Maps are often used to portray socio-economic or demographic data in preference to or in addition to tables. The map will reveal geographic patterns not so easily identifiable in tables.

World '90s boom bypassed many Mass. regions, census shows By Sue Kirchoff, Globe Staff and Bill Dedman, Globe Correspondent, 05/22/2002 any regions of Massachusetts did not benefit from the economic boom of the 1990s, according to US Census Bureau data released yesterday, with incomes generally rising in the technology belt bounded by Interstate 495 but falling in one-fifth of the state's communities. Median household income fell during the longest economic expansion in US history in most of the state's major cities, including New Bedford, Pittsfield, Springfield, and Worcester, and in smaller communities in the central and western parts of the state. Those localities are struggling to arrest a long slide in manufacturing, with some still unable to reclaim jobs lost in the sharp recession of the 1980s and early 1990s.

Internet could be hurting schools, police departments and other government
services. So say statistics released Tuesday in Washington, D.C., by the Institute for
State Studies, located at the Salt Lake-based Western Governors University. Those stats show that state and local governments lost $13.3 billion in sales tax revenue from purchases made online, up 41 percent from a 2000 projection of $9.4 billion. Detailed Research ECONOMIC, SOCIAL AND LAND USE TRENDS RELATED TO SPRAWL Researchers: Center for Rural Studies, University of Vermont; Ray Godfrey, Natural Resources Conservation Service, USDA, Winooski, VT.; Elizabeth Humstone, Vermont Forum on Sprawl INTRODUCTION This analysis of economic, social and land use trends related to sprawl came from two primary sources - 1) the Natural Resources Inventory of the U.S. Department of Agriculture and 2) a data base assembled by the Center for Rural Studies at the University of Vermont. The Natural Resources Inventory of the USDA is an inventory of land use and land cover conducted every five years on a state by state basis. The two time periods utilized were 1982 and 1992. No earlier or later data are available. The data base assembled by the Center for Rural Studies was organized according to four types of communities: 1) Traditional Centers, 2) New Growth Towns, 3) Outlying Towns, and 4) Resort Towns. The Center for Rural Studies and the Vermont Forum on Sprawl with assistance from the regional planning commissions categorized each community in the state of Vermont into one of these four types. Vermont is divided up into 9 cities, 237 organized towns, and 9 unorganized towns, gores or grants. In addition, there are incorporated villages and 42 census recognized villages that lie within the towns. To enable more refined analysis where data were available two data bases were developed. For the most part, data for the nine unorganized towns and gores were not included in either data base.
