What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

Franzeim Named KHEAA/KHESLC Senior Vice President for Customer Relations
The following is a news release issued by Kentucky Higher Education Assistance Authority (KHEAA) and Kentucky Higher Education Student Loan Corporation Frankfort, Kentucky (January 24, 2003) — Ted Franzeim has been appointed Senior Vice President for Customer Relations of the Kentucky Higher Education Assistance Authority (KHEAA) and Kentucky Higher Education Student Loan Corporation (also known as The Student Loan People SM ) effective March 1. Franzeim will spearhead efforts by both organizations to develop new products and services for schools and lenders and expand outreach and information services for students and families. "It certainly is a pleasure to welcome Ted to KHEAA and The Student Loan People," said Dr. Joe L. McCormick, Executive Director of both agencies. "His expertise in student financial aid and customer care will be invaluable as we work with our partners to help make higher education more accessible." He has a bachelor's degree from Norwich University and a master's from Northeastern University, Boston, Massachusetts.

Vermont Agencies Warn Public About Degree Scams
WINOOSKI The Vermont Department of Education, Vermont Higher Education Council (VHEC), and Vermont Student Assistance Corp. (VSAC) have launched an initiative to help Vermonters steer clear of degree scams and related types of higher education fraud. "Degree scams in which illegitimate businesses sell consumers fraudulent higher education credentials are not new," explained VSAC President Don Vickers. "What is new is that the Internet has made it a lot easier for con artists to reach consumers with their come-ons. Given the many legitimate distance-education options available, it's important to distinguish between programs that are valid and those that are not. Generally speaking, if an offer sounds too good to be true, it probably is." To confuse things, scam schools often use names that resemble those of legitimate colleges and universities. Among the telltale signs of a degree scam:
