Preliminary Guidance for Migrant Education Program, Title I, Part C Public Law 103-382
Appendix A Resources for Technical Assistance
To help all children reach high academic standards, many states, school districts, and schools will need a new kind of technical assistance. They will need comprehensive assistance that is driven by the needs of families and children and that can provide tools and information to help them leverage all available resources in order to improve teaching and learning for all children. To that end, the Department is creating regional technical assistance centers to provide comprehensive, high-quality assistance and information. The Depart ment is also changing the way it relates to the field by shifting its focus from monitoring for compliance to providing support to enhance program quality.
Regional Service Teams and Integrated Programs Reviews
The Office of Elementary and Secondary Education (OESE), which houses the Office of Migrant Education, has a new organizational structure that is built around ten regional service teams. Existing program offices, including the Office of Migrant Education, will retain a small program base, but will provide most services to OESE grantees through teams that have staff with expertise in OESE's programs. This new structure signals a new relationship with states and local operating agencies. Rather than focus on providing program-specific advice, the restructured OESE will use cross-program teams to encourage and support state and local efforts to integra te services and collaborate across programs. In anticipation of this change, OESE began in 1994-95 to conduct integrated reviews of federally funded education programs. Integrated reviews are on-site observations and assessments performed by a team of s taff members from two or more program offices within the Department. Each focused on the progress of systemic reform efforts within a state and explored how individual federal programs fit within that broad reform effort. The Office of Migrant Education participated in all of the initial integrated reviews.

Currently, Johnson State College has a total of 29 students and staff participating in America Reads. Eighteen of those are working under the Federal Work-Study Program. We have seven sites also participating. There are six elementary schools and one library, all in Lamoille County. The Reading Partners meet with their buddies in the school during regular school hours. The exception to this is the three students we have who are creating an after school program at Cambridge Elementary and the after school program at Morristown Centennial Library.
The training program which was held on Saturday, September 27th was the largest, so far, in the state. We had over 40 trainees attend from all over the state including all of the Vermont State Colleges. For a small state school it was a bit overwhelming, but everyone left with a sense of unity. Even the trainers came away with a feeling that we all were participating in a great program.

Today's Urgent Actions
Write to Elected Officials Donate Today Rights. Respect. Responsibility.® Campaign Issues at a Glance Contraceptive Access at School-Based Health Centers: Three Case Studies Background Adolescent birth rates in the United States are the highest among industrialized nations. At least 80 percent of teenage pregnancies are unintended, and three-fourths of these pregnancies occur to adolescent women who do not use contraception. Moreover, unprotected sexual intercourse places adolescents at risk of infection with sexually transmitted diseases (STDs), including HIV. In the United States, about one-fourth of all new STD infections occur among youth ages 15 to 19, and one-fourth of all new HIV infections occur in those under the age of 21. Young people in the United States may fail to protect themselves during sexual intercourse if they lack 1) accurate information regarding sexuality and contraception and/or 2) access to health care. Teens' access to care may be limited by cost, time constraints, lack of transportation, inflexible clinic operating hours, fear that confidentiality will be breached, and apprehension about discussing personal health problems.

Meaningful, Engaged Learning (Pathways)
In recent years, researchers have formed a strong consensus on the importance of engaged learning in schools and classrooms. This consensus, together with a recognition of the changing needs of the 21st century, has stimulated the development of specific indicators of engaged learning. Jones, Valdez, Nowakowski, and Rasmussen (1994) developed the indicators described below. These indicators of engaged learning can act as a "compass" for reform instruction, helping educators chart an instructional course and maintain an orientation based on a vision of engaged learning and what it looks like in the classroom and community. http://www.ncrel.org/sdrs/engaged.htm

  • National Assessment of Educational Progress
The National Assessment of Educational Progress, operated by the US Department of Education, bills itself as The Nation's Report Card . While not explicitly tied to particular national or state standards, its reports provide a way of looking at student progress across the country in the eight subject areas the NAEP covers. These are the arts, civics, geography, math, reading, science, US history, and writing. Each subject has its own page that contains findings from related assessments, answers to basic questions about assessment, and standards and frameworks links. The NAEP site contains the following results (and the year last administered): the arts (1997), civics (1998), geography (1994; the 2001 results are being analyzed), math (2000), reading (2000), science (1996;the 2000 results are due in the fall of 2001), US history (1994; the 2001 results are being analyzed), and writing (1998).
