Congressman Sanders has long been concerned about the problems of indoor air quality and the role that indoor air pollution may play in causing a variety of illnesses. In 1993, Sanders conducted a survey of indoor air quality in Vermont's schools which indicated that more than half of the responding schools reported indoor air quality problems. This study was followed up in 1998 by a General Accounting Office (GAO) report on "sick buildings" in Vermont. The study is part of a broader indoor air quality review that Sanders requested of the GAO when he became ranking member of the Government Reform and Oversight Subcommittee on National Economic Growth, Natural Resources and Regulatory Affairs in February. The complete text of the report is available online There are a number of dangerous chemicals in carpets, air conditioners, paint, and cleaning agents. The Consumer Federation of America estimates that the health care costs of indoor air pollution are $100 billion a year. Moreover, the list of symptoms caused by air pollution includes the exacerbation of asthma attacks. The

I am Angelo Dorta, an elementary classroom teacher for 22 years and the full-time President of Vermont-NEA for the past 3 1/2 years. For the record, Vermont-NEA is both a labor and professional association which represents over 9,000 public school teachers and support staff. We are a state affiliate of the 2.3 million-member National Education Association.
I am here today on behalf of our general membership, executive officers, and Board of Directors to accept the report of the Vermont Advisory Committee to the United States Commission on Civil Rights with both sadness and commitment: sadness that the report presents evidence of the existence of racial harassment in Vermont schools and what the Committee report terms "a culture of insensitivity" to racial injustice in our communities and schools; and also renewed personal and organizational commitment to help provide leadership in the crucial struggle to eliminate all forms of bias, intolerance, and discrimination from our Vermont towns and schools. None of us must rest until the poison of racism is drained from our public schools and communities.

Registration/Licensing/Accreditation: Curriculum Religious schools may apply to be either approved or recognized independent schools and follow the State Board of Education rules and the Vermont Statute for Independent Schools but they are not eligible to receive tuition from public funds. Recordkeeping/Reports: See fire drill records under Safety Length of School Year/Day: Curriculum Approved and recognized independent schools must provide learning experiences in the minimum course of study, i.e. Special Education: Health: Safety Independent schools must drill the pupils once each month during the school year so that they may be able to leave the school building in the shortest possible time or without panic or confusion. A record of the date, time and time consumed in vacating the building shall be kept in the official school register and be open at all times for inspection by the Department of Labor and Industry or the Department of Education. A principal who willfully neglects to comply will be fined not more than $20.00. Home Schooling: Public schools may allow home schools to use the resources of the public school. A child eligible for special education services does not lose the right to services if home schooling is chosen. Acceptance of home school credit is at the discretion of the receiving school or college. No public high school diploma is issued for a home schooled child.

Demographic and Fiscal Overview
Vermont is a small state, especially in population. Its small scale means both that actors in state education circles tend to know each other and that support from outside sources goes much farther than it would in a large state. Yet, its rural nature (two-thirds of the population lives in a small town or rural area) often isolates some schools from the larger towns and the state capital. Vermont's 105,000 students are spread across some 279 school districts with school boards. This school population is diverse in income and in special needs, but not in the standard categories of race and ethnicity. Across supervisory unions, the median percentage of children on free and reduced lunch was 24 percent, and the state has substantial areas of rural poverty.
State Strategy for Systemic Reform
The state strategy for systemic reform in Vermont is based on an overall theory of change and several activities that the Vermont Department of Education (VDE) uses to try to promote this theory promoting a vision of change, engaging the public, defining standards and assessments, and building partnerships outside the VDE.
Theory of Change
Interviews with members of the State Department of Education, together with the actions they have taken over the past few years, suggest that they embrace a theory about change in the educational system in which the following elements are central: (1) change should be oriented toward results; (2) state policies should provide consistent, but general, guidelines; (3) widespread public support is important, both for setting general directions and for making local decisions; and (4) all interested groups should realize that change will take time and support.

Why should schools be concerned about indoor air quality?
Most people know that outdoor air pollution can damage their health, but many do not know that indoor air pollution can also cause harm. U.S. Environmental Protection Agency (EPA) studies found that indoor levels of pollutants may be two to five times, and sometimes more than 100 times, higher than outdoor levels. These levels of pollutants are of particular concern because it is estimated that most people spend up to 90 percent of their time indoors. Studies consistently rank indoor air pollution among the top four environmental health risks to the public. The Vermont Department of Health does not have information on the indoor air quality in every school in Vermont. However, the department has conducted limited indoor air surveys in about a third of Vermont schools over the past several years. While many areas of most schools visited did not appear to have problems, almost every school had some areas with recognizable or potential problems. Problems found include poorly working ventilation systems; potential for mold growth on water damaged ceilings, carpets and walls; potential for microbial (dust mites, bacteria, etc.) growth on carpets; exhaust fumes; problems with remodeling; and chemical spills.

A controversial program that trained students as young as sixth grade to report peers for verbal comments criticizing homosexuality has been scrapped by the state of West Virginia.
A group of persistent pro-family activists were successfully led by Kevin McCoy, president of West Virginia Family Foundation, in bringing this program to light and seeing it come to a halt. The attorney general's office had instituted the program and trained students in about 20 public schools in the state. Students were told that peers who used "slurs" against homosexuality could become potential harassers and should be reported to, so they could be monitored by, authorities.
At an October state school board meeting, hundreds of parents turned out to protest the program.
GLSEN Opponents to Serve on Broward County (FL) Diversity Committee
The latest appointees to a committee on diversity of the Broward County (FL) School Board have said they oppose the current contract the district has with GLSEN, the Gay, Lesbian, Straight Education Network. One of the two new members is Steve Kane, a conservative radio talk show host who was very outspoken last year as the GLSEN proposal was being considered.
The contract allows GLSEN, which supports "gay, lesbian, bisexual and transgendered" behavior even for elementary schoolers, to train teachers to recognize what they consider to be intolerance and "harassment." Opponents believed this was another propaganda tool to force acceptance of these lifestyles on children.

NO. 120. AN ACT RELATING TO THE CRIME OF HAZING. (S.76) It is hereby enacted by the General Assembly of the State of Vermont: Sec. 1. STATEMENT OF POLICY The general assembly has been made increasingly aware that harassment and hazing have become a major and pervasive problem within our schools, and that students who are continually filled with apprehension and anxiety are unable to learn and unlikely to succeed. Therefore, it is the policy of the state of Vermont that all Vermont educational institutions provide safe, orderly, civil and positive learning environments. Harassment, hazing and bullying have no place and will not be tolerated in Vermont schools. No Vermont student should feel threatened or be discriminated against while enrolled in a Vermont school.
