Value 1-1 The Vietnam Culture Programme published in 1943 is a historical document of extreme importance for Vietnam's construction and development of a new national culture. This was the biggest and most comprehensive document on culture, literature and arts, made public by the Communist Party of Vietnam, since its foundation in 1930. It resulted from a process of studying and amassing vivid experiences from the arduous revolutionary struggle. It was also a product of the Party's wisdom and reflected earnest aspiration of the general public, especially the intelligentsia and artists. The programme was written in a distinct and scientific style and embraced different aspects of life. Its ideas were practicable. The culture programme was not only a crucial document regarding the Party's line on culture, literature and arts but also an hearty appeal to intellectuals, writers and artists to rally in the revolution struggle for national liberation. The 1943 programme laid a solid foundation for the fifth plenum of eighth Party Central Committee, held in 1998 or more than half a century later, to promulgate a resolution on building and developing an advanced culture imbued with national identity in Vietnam.

Vietnam Despite Vietnam's ongoing economic liberalisation and the pressures of rapid development, this dignified country has managed to preserve its rich civilisation and highly cultured society. Most visitors to Vietnam are overwhelmed by the sublime beauty of the country's natural setting: the Red River Delta in the north, the Mekong Delta in the south and almost the entire coastal strip are a patchwork of brilliant green rice paddies tended by women in conical hats. There are some divine beaches along the coast too, while inland there are soaring mountains, some of which are cloaked by dense, misty forests. The country has discarded its post-war fatigues and the boom in budget travelling, coupled with the softening of government control, have enabled more contemporary and relevant portraits of the country to gain currency in the West. Vietnam offers an opportunity to see a country of traditional charm and rare beauty rapidly opening up to the outside world.
Warning
Recent outbreaks of Severe Acute Respiratory Syndrome (SARS) have been reported in Hong Kong, Singapore, Canada, China (particularly Guangdong province in southern China) and Vietnam. The World Health Organization cautions that the disease is primarily spread through contact with seriously ill patients, often in hospitals. Travellers planning to visit or transit through SARS-infected areas should be prepared for screening and may not be permitted to travel if they show symptoms.
