Vietnam Government To Allow Protestant Ministerial Training FLASH NEWS from COMPASS DIRECT Global News from the Frontlines ********** VIETNAM GOVERNMENT TO ALLOW PROTESTANT MINISTERIAL TRAINING Protestant Leaders See Permission as a Small Step Towards Religious Freedom Special to Compass Direct HO CHI MINH CITY, January 16 (Compass) Twenty-seven years after forcibly shutting down the Nha Trang Theological Seminary, Vietnamese authorities on January 3 granted permission to the Evangelical Church of Vietnam-South, or ECVN (S), to open a class for training church leaders. Although a few see it as a hopeful sign, most of Vietnam's Protestant leaders see it as a very small step on the road to religious freedom. The ECVN (S), representing over half of Vietnam's 1.2 million Protestants, received official recognition in April 2001, after some 27 years of existing in legal limbo. Hundreds of thousands of minority Christians historically related to the ECVN (S) are still considered "illegal" by the communist government. Over 400 churches in Dak Lak province were forcibly disbanded in the fall of 2002. The ECVN (S) had made the opening of a Bible college its foremost request since legal recognition was granted in 2001. For years the church had sought the return of its substantial seminary campus at Hon Chong in Nha Trang, confiscated in 1976.

    Vietnam government restricts Marian pilgrimage VATICAN (CWNews.com) The government of Vietnam, which has offered several recent pledges to respect religious liberty, is showing its true intent by restricting a traditional Catholic pilgrimage, according to the Vatican news agency Fides. Fides has noted that in February 1998, a delegation from the Holy See visited Vietnam and negotiated a series of agreements with the Communist government. The Vietnamese prime minister and Communist Party officials promised to allow the appointment of bishops, and to recognize the role of the Catholic Church in addressing "social ills such as drugs, prostitution, and corruption." However, the government reserved the right to control activities which might affect "national and social security." And the government is now making the claim that the national pilgrimage to the shrine of Our Lady of La Vang, scheduled for August 13-15, calls for such restrictions. The government has now announced that pilgrims from outside Vietnam itself will not be allowed to participate in this year's pilgrimage, which marks the 200th anniversary of a reported apparition of the Virgin Mary at La Vang. Fides reports that police are also trying to persuade Catholics inside Vietnam that they should not participate in the pilgrimage, and tourist agencies are being warned that they should not organize travel plans for the pilgrims. All these restrictions are being attributed to "security reasons." Nevertheless, Father Joseph Duong Duc Toai, who is organizing the pilgrimage, expects up to 120,000 participants. The Catholic bishops of Vietnam have continued to encourage pilgrims to join in the celebration, making this event a challenge to the regime. In a January message to the 8 million Catholics of Vietnam, Pope John Paul II also called attention to the importance of the Marian shrine at La Vang in the life of the Church.

    Vietnam Government Arrests Believers, Woman Commits Suicide HANOI, Mar. 20, 01 (CWNews.com/Fides) - In Vietnam more people are giving vent to their anger at government restriction on human rights, particularly religious freedom, even with extreme acts. On Monday, Mrs. Nguyen Thi Thu, a 75-year-old Buddhist, committed suicide by setting herself ablaze to protest the detention of the Hoa Hao Buddhist sect leader, Le Quang Liem. The suicide, which took place during a gathering by several hundred Hoa Hao followers in a village in the Mekong Delta to demand more religious freedom, is a signal of growing desperation among Vietnamese believers. The exiled Overseas Hoa Hao Buddhist Association, based in the US state of Maryland, said Thu's last words were, "Religious freedom for Vietnam!" The Hoa Hao sect, which claims about four million adherents in Vietnam, is recognized officially by Hanoi, but it is looked on with suspicion due to its armed opposition to Communism during the Vietnam War and because for years it has demanded freedom for human rights. Le Quang Liem, 82, his deputy, and several supporters were arrested early on Saturday and detained for more than 24 hours. The arrests came ahead of the 54th anniversary of the abduction of Hoa Hao prophet Huynh Phu So by Communist forces in 1947. Liem's arrest comes just weeks after he joined three other religious leaders two Buddhists and two Catholics to form the Vietnam Interfaith Council to promote religious freedom. One of the three, Redemptorist Father Thaddeus Nguyen Van Ly was detained this month after urging the US Congress not to ratify a trade pact with Vietnam because of constant rights violations in the country. Vietnam's official army newspaper, Quan Doi Nhan, said the priest is "a traitor of the people." Father Van Ly had been under rigid police control since his release in 1992 from ten years in prison.

    by Vu Kim Chung Demonstrating how bad corruption in Vietnam was becoming, investigators uncovered extensive fraud involving pensions and other benefits available to war veterans and their families, revealing that close to 10 percent of payments were unjustified and could have cost the state more than US$50 million. An inspection of more than 300,000 war benefit claims showed that nearly 28,000 were based on counterfeit documents submitted by people who falsely claimed that they or members of their family had served in North Vietnam's wartime military. The Hanoi Moi newspaper on April 4, 2001 said many of the claims involved corrupt provincial welfare officials whose cons included using the identities of the dead to claim multiple one-off and monthly payments. "Members of the Department of War Invalids in [southern] Soc Trang province, for example, created fake identities that allowed them to claim US$140,000. In other cases people have falsified their date of birth in order to obtain war service payments. Others have [conspired] fraudulently to claim health insurance, subsidised education and charity housing." The investigation revealed that more than US$4 million had been paid out in bogus claims over an unspecified period. But extrapolation of the survey's findings suggests Hanoi could have wasted more than US$50 million in undeserved payments. Historians say North Vietnam mobilised more than four million troops aged 18 to 34 during the American War, with close to 40 per cent of the population enlisted at the conflict's peak in the late 1960s. Two million became casualties, half of whom died.
