This was the message at a seminar being held this week in Hanoi, according to the government news agency VNA.

    Employment Index Vietnam e.quality@work National Guidelines in Vietnam - Government Circular Guiding the Implementation of a Number of Articles of Decree No. 23-CP of 18 April 1996 of the Government with Specific Stipulations about Women Labour (Circular No. 3-LDTBXH/TT) of 13 January 1997 This Circular gives more details on a number of points raised in Decree No. 23-CP . It states that, to have the capacity to work and sign work contract, a female worker must be at least fifteen years old (article I.1). Moreover, enterprises must consult with trade unions to determine reserve occupations for women workers (a job different from the one a woman worker is practising which is to be used, until retirement, when she can no longer continue her current job). The enterprise must provide training for women for these reserve occupations (article III.1 and 2). Article IV provides methods to determine the enterprises that are to be considered as employing many female workers, as stipulated in article 5 of Decree No. 23-CP of 18 April 1996.

    February 3, 2003 COUNTRY DESCRIPTION: Vietnam is a poor but developing agrarian country controlled by a Communist government. Tourist facilities are not well established, but are improving in certain areas, especially in Hanoi and Ho Chi Minh City and several beach and mountain resorts. ENTRY/EXIT REQUIREMENTS: U.S. passports are valid for travel in Vietnam. Visas are required and should be obtained from a Vietnamese Embassy or Consulate before traveling to Vietnam. Visas may be issued for multiple entries, but are usually valid for only one entry. Visas are generally valid for one month, but increasing numbers of travelers have been successful, after their arrival in Vietnam, in having their visas renewed for up to three months. Entry into and exit from Vietnam is sometimes restricted to a specific port of entry. Even with a valid visa, some travelers have been refused entry to Vietnam. U.S. citizens are cautioned that the Vietnamese immigration regulations require foreigners entering Vietnam to undertake only the activity for which the visas were issued. Change of purpose requires permission from the appropriate Vietnamese authority in advance. U.S. citizens whose stated purpose of travel is tourism but who engage in religious proselytizing have had religious materials confiscated and have been expelled from Vietnam.

    Vietnam's government is divided into three branches: the executive, legislative and judicial.
    • The executive branch is composed of the chief of state, the head of the government and the cabinet. Vietnam's chief of state is President Tran Duc Luong. The President is elected from among the members of the National Assembly and serves a 5 year term. Prime Minister Phan Van Khai is the head of government, and was appointed by the president again from among the members of the National Assembly. The cabinet is proposed by the Prime Minister, ratified by the National Assembly and appointed by the President. The general secretary is another powerful position in the Vietnam government. The Vietnamese Communist Party has just selected a new general secretary, Nong Duc Manh.

      The legislative branch is made up of a unicameral (one party) National Assembly . This group of 450 people are elected by popular vote and serve a 5 year term.
      The judicial branch is represented by a Supreme People's Court. The chief justice of the court is recommended by the president and elected by the National Assembly and also serves a 5 year term.

    by Vu Kim Chung Pseudo-communist-ruled Vietnam published details of an ordinance defining three categories of state secrets - including data on foreign reserves, inflation and banknotes in circulation. Documents on national security strategy, intelligence operations and the external and internal relations policies of the Communist Party were classified "top secret" in the ordinance passed by the National Assembly in December. Details were to b published after ratification by President Tran Duc Luong. The national strategy on reserves and restricted areas were also classified top secret, while information on banknotes in circulation, reserves and inflation was among eight items listed as "secret". Vietnam's Government Statistics Office releases monthly inflation data but does not release figures for reserves or banknotes in circulation. A third classification was "confidential" but any areas covered by this category were not listed. State organisations would be required to compile their own lists for this category for submission to the Public Security Ministry. The new ordinance differed from a previous document issued in 1991 in that it detailed which government bodies were authorised to declassify documents. It said the prime minister could decide to declassify those in the "top secret" and "secret" categories, while the Public Security Ministry was responsible for the "confidential" category.

    The National Assembly
    Despite its many formal duties, the National Assembly exists mainly as a legislative arm of the VCP's Political Bureau. It converts Political Bureau resolutions into laws and decrees and mobilizes popular support for them. In this role, the National Assembly is led by the Council of Ministers acting through the Council of State and a variable number of special-purpose committees. Actual debate on legislation does not occur. Instead, a bill originates in the Council of Ministers, which registers the bill and assigns a key party member to present it on the floor. Before presentation, the member will have received detailed instructions from the party caucus in the assembly, which has held study sessions regarding the proposed legislation. Once the legislation is presented, members vote according to party guidelines. A general national election to choose National Assembly delegates is held every five years. The first election following the reunification of the North and South was held in April 1976 and the voters selected 492 members, of which 243 represented the South and 249 the North. In 1987 the Eighth National Assembly numbered 496 members. Because successful candidates were chosen in advance, the electoral process was not genuine. No one could run for office unless approved by the party, and in many cases the local body of the party simply appointed the candidates. Nevertheless, every citizen had a duty to vote, and, although the balloting was secret, the electorate, through electoral study sessions, received directives from the party concerning who should be elected. The elections in 1987, however, were comparatively open by Vietnamese standards. It was evident that the party was tolerating a wider choice in candidates and more debate.
