NCELA Spells RESOURCE! by Patricia Anne DiCerbo A good number of these visitors are teachers working with English language learners (ELLs) in bilingual, English as a second language (ESL), foreign language, or general education classrooms. Although they teach different grade levels and content, they are all committed to their English language learners and they all have questions about effective practice. They know NCELA is a good source of information. What is NCELA?
NCELA was reauthorized under Title III of the Elementary and Secondary Education Act (ESEA) of 1965 as amended by the No Child Left Behind Act of 2001. It is an information resource center that collects, analyzes, synthesizes and disseminates information about language instruction educational programs and related programs for limited English proficient students.
What that means for anyone involved in the education of ELLswhether working in public or private schools, community organizations, school district offices, institutions of higher education, or state education agenciesis that there are resources available to help. That includes resources for teachers and program administrators or for university students preparing to enter the teaching profession.
NCELA has a long history. Since it began in 1977 as the National Clearinghouse for Bilingual Education (NCBE), it has consistently been recognized as critical to the education of ELLs. Under the recent reauthorization, NCBE became NCELA. Its funding agency, the Office of Bilingual Education and Minority Languages Affairs (OBEMLA), became the Office of English Language Acquisition, Language Enhancement and Academic Achievement for Limited English Proficient Students (OELA).

Brief History of Vietnam
While reading this handout, take special notice of the interaction between Vietnam, the United States, and Japan. The Vietnamese, who have their ethnic roots in southern China, began settling in the Red River delta some 4,000 years ago. In 111 B.C., the Nam Viet kingdom fell under the authority of Han China and remained its province until 939 A.D. The country's scholars were imbued with Confucian values, and Chinese characters were used for the written language. Many elements of government were borrowed from China, but the Vietnamese always retained their independent identity. European traders and missionaries had begun arriving in Vietnam in 1511, but those from France gained particular influence after helping overthrow the Le dynasty. Later emperors opposed foreign intervention, but the killing of two Catholic missionaries gave the French a pretext to take Saigon by force in 1859. By 1886, northern and central Vietnam had been incorporated into French Indochina, along with neighboring Laos and Cambodia. Independence movements became increasingly active in the period prior to World War II. The Japanese occupied Indochina in 1941, but left the Vichy French in control. In March 1945, with defeat inevitable, Japan overthrew the French and granted independence to Vietnam with Bao Dai, the last Nguyen emperor, serving as head of state.
