Introduction Vietnamese is spoken in Vietnam by about 70 million people. Its linguistic affiliation has long been a matter of debate. It is now throught by most to belong to the Mon-Khmer family of languages which includes Khmer (Cambodian), but this is not entirely certain. The only language closely related to Vietnamese is Muong, spoken in northern Vietnam. VIetnam was ruled by China until the middle of the 10th century. So many Chinese words entered the language that Vietnamese was long thought to be related to Chinese. It was written using the Chinese characters until the 17th century, when Catholic missionaries devised a Roman-based orthography. It contains a complex system of diacritical marks, some distinguishing certain vowel sounds, others indicating tone. As can be seen in some of the lines above, a letter may often contain two diacritical marks. The Tale of Kieu

ietnamese is one of three Southeast Asian languages offered at SAIS. The M.A. and Ph.D. program require demonstrated proficiency, which includes the ability to understand conversation, a command of the spoken language sufficient for the exchange of political and economic substance in conversation with a native speaker, and the ability to read primary sources and other materials in the international relations field with accuracy and relative speed. As of 2000-01 five students were studying Vietnamese. SAIS offers beginning, intermediate, and advanced instruction in Vietnamese. T he Vietnamese language has an interesting history. With the ending of Chinese rule in the early part of the 10th century AD, Vietnamese culture developed independently. In the 17th century, Christian missionaries devised a romanized script which eventually displaced the older Chinese character-based writing completely. With the arrival of French colonial rule in the 19th century, the Vietnamese encountered Western civilization for the first time; an encounter which added yet another dimension to Vietnamese civilization and literature. Today, Vietnamese is a vibrant language spoken among 80 million people.

Language for Travelers
Along with architecture, laws and cuisine, the modern Vietnamese language reflects the influence of people who settled, invaded and colonized Vietnam over the past two thousand years. Because of their regional domination for many centuries, the Chinese had a particularly powerful impact on the Vietnamese language, and many words are of Chinese origin. For several centuries, a Chinese alphabet was used by scholars and aristocrats. Modern Vietnamese is a monosyllabic language, meaning that all words are only one syllable long. Like Thai, Vietnamese is tonal, meaning that a rising or falling tone changes the meaning of the word. Since most Western languages use tone to emphasize an underlying meaning, interpretation, or emotion (e.g., angry, doubtful, sarcastic, flamboyant, flirtatious, hesitant, etc.) tonal languages like Vietnamese are particularly difficult for Westerners to learn. Since English is taught in all Vietnamese schools, you will have fewer communications problems than you might expect. Your high school French may also come in handy. Failing that, there’s always charades. You will find most Vietnamese patient, tolerant, and willing to do what they can to communicate with you. If you plan an extended tour (especially outside Saigon or Hanoi) or plan to live in Vietnam, you should strongly consider taking a class or even buying language tapes. We have reviewed and recommend the self-study programs below.

Only from 1995 the PC started to be connected into networks according to different projects of the National Program on Information Technology. A nation-wide information network is being to establish in 1996 and will be finished by end of 1997. In general, Vietnam has not Information Technology legacy because of its backward and the isolation with the world during period 1960-1990. Vietnam has no mainframe, but a few old mini computers. The most computers used now are PCs. Currently there are no official statistics on computer park in Vietnam and several sources show very different statistics. As reported by the Vietnam National Steering Committee on IT, till the end of 1996, personal computers in Vietnam amounted to 240,000 units, half of which was made by reputable firms (Compaq, IBM, Apple, Hewlett-Packard, Acer, NEC, Fujitsu) covering 78% of the total value. The other 22% came from computers assembled locally with components manufactured in Southeast Asia. The computer percentage reached 3.2 units/1,000 persons, equivalent to that of Indonesia in few years ago (3/1,000), yet far in comparison with those in Malaysia (11/1,000) and Singapore (80/1,000).

Unfortunately, there is not yet an agreement on a world-wide standard for Vietnamese fonts. Therefore UNDP Vietnam has chosen to use the system approved by the Ministry of Science, Technology and Environment in Hanoi (MOSTE). These are the fonts used in the software called "ABC". So far, this font can only be used with PC-compatible computer systems.
If you already have Vietnamese fonts on your computer which meet the MOSTE standard, you will not need to download another font. Just skip to number "3" below to set your browser up to use your font.
If you do not have an appropriate font, you will need to download fonts to your hard disk and install the into Windows. Because the fonts and software are distributed for free, we are able to provide a serif True Type font, called ".VnTime", for download. Certain upper case letters are found only in ".VHTime" font (or "VnTime Hoa"). We also use the sans-serif ".VnArial" and ".VHArial" fonts. You should download these fonts as well, since these pages use all these Vietnamese language fonts.

Vietnam National University (VNU) is considered Vietnam’s preeminent academic institution and its largest research center. VNU is the administrative umbrella under which six formerly independent colleges operate, including the College of Social Sciences and Humanities (CSSH). EAP’s program in Vietnam is coordinated through the CSSH. Formerly known as the University of Hanoi, CSSH is the oldest and largest university in Vietnam. The College was established in 1904 as the University of Indochina. Today it continues to build on the educational traditions of the Temple of Literature, the first “university” in Vietnam, established in 1076, and plays a crucial role in shaping the Vietnam of the 21st century. The CSSH currently enrolls about 20,000 students, including about 100 international students and researchers from over 20 countries. Housed in a modest cluster of buildings and operating with the limited resources of a developing country, the CSSH has 17 departments, including law, history, political science, foreign languages, physical education, and library science, among others. Its greatest strengths are in history, linguistics, philosophy, and economics.

There have been many theories regarding the origin of the Vietnamese language. The most persuasive one argues that the Vietnamese language previously belonged to the Mon-Khmer group of the Southeast Asian linguistic system, it was later transformed into Viet-Muong language (or old Vietnamese language) and then separated to form the modern Vietnamese language. In the present-day Vietnamese language, many words have been proved to contain Mon-Khmer roots and to be phonetically and semantically relevant to the Muong language. Throughout a millennium of Chinese domination and under the Vietnamese feudal dynasties, the official language was the Han , but the Vietnamese always demonstrated its strength for self-preservation and development. The Han language was pronounced in the Vietnamese way, called the Han-Viet way of pronunciation, and Vietnamized in various ways to create many commonly used Vietnamese words. The diverse development of the Vietnamese language brought about the birth of a system of writing scripts transcribing the Vietnamese language on the basis of the Han characters in the 13th century, called the
