Introduction
Vietnam is a country with a rich diversity of ethnicities, including such language groups as Mon-Khmer (94% of total population), Kadai (3.7%; also called Daic or Tai-Kadai), Miao-Yao (1.1%), Austronesian (0.8%), Tibeto-Burman, and Han (Grimes 1996). It is reported that there are 54 official ethnic groups, 86 living languages, and 1 extinct language (Grimes 1996). Among the ethnic groups, Viet ) or Kinh ) is the majority, and it accounts for 87% of Vietnam's total population (Dang 2000:1). The mother tongue of Viet is the so-called Vietnamese language. The Viet people mainly live in the deltas of the Red River and the Mekong River, and the coastal plains of central Vietnam. The other ethnic groups mostly reside in mountain areas stretching from north to south, and their areas cover around two-third of the whole country (Pham 1997:67). Recently, Nung Ven and Xapho (or Laghuu ), two languages in North Vietnam were discovered and reported by Edmondson’s research team.

In studying Vietnamese at the ANU, you study the language of one of Asia's oldest civilisations. In the modern context, Vietnamese is the national language of a country of growing political and economic significance for Australia. Vietnam is now a member of ASEAN countries, thus one could say that Vietnamese is the Asian language of business, investment, tourism, education and development programs. Furthermore, it is the language of a vibrant community of 150,000 Vietnamese who have come to settle in Australia. The language Vietnamese language, like many of the languages of mainland Southeast Asia, is a tonal language and it is monosyllabic: each syllable can have different meanings according to the tonal pronunciation. Vietnamese has a Roman alphabet, which makes it easy for English speaking people to learn, and its syntax is simple. The course Vietnamese is offered as part of the Bachelor of Asian Studies (Vietnamese) at first, second and third levels, a 6-point sequence at pass level, providing the basis for control of the language as a means of communication and a tool for research. The first year consists of six hours of course work a week and concentrates on mastering the tones and on acquiring conversational skills and listening skills.

    Status of this Memo
This memo provides information for the Internet community. It does not specify an Internet standard. Distribution of this memo is unlimited.
    Abstract
This document provides information to the Internet community on the currently used conventions for encoding Vietnamese characters into 7-bit US ASCII and in an 8-bit form. These conventions are widely used by the overseas Vietnamese who are on the Internet and are active in USENET. This document only provides information and specifies no level of standard.
    Introduction
In this paper we describe two conventions for representing Vietnamese characters. VISCII (pronounced "visky") is an 8-bit character encoding that is similar to that used with ISO-8859. VIQR (pronounced "vicker") is a mnemonic encoding of Vietnamese characters into US ASCII for use on 7-bit systems. There is substantial existing online freely distributable software that implements these conventions for UNIX and personal computers. These encodings enable Vietnamese-language users to take full advantage of powerful tools already developed for the English-speaking world, eliminating unnecessary reinvention. This paper describes these conventions in part so that MIME-compliant software might also support the Vietnamese language.

    Pronounciation Guide
Like Chinese, the Vietnamese language is tonal; that is, the meaning of words is changed by inflection. Vietnam used the Chinese writing system and Nom, a Vietnamese script derived from the Chinese writing system in 17th century. Vietnamese was transcribed into the Roman alphabet by Bishop Alexandre de Rhodes, who added a series of diacritical marks to the alphabet to indicate the five tones that characterize the Vietnamese language. There are three main regional dialects: Northern, Central and Southern, which differ from one another both phonetically and lexically. However, these differences do not prevent Vietnamese people from understanding one another. The Vietnamese alphabet has essentially the same alphabet as English: VOWELS There are 12 vowel letters existing in almost all Vietnamese dialects. The pronunciation of these vowels is consistent, unlike in English where the same vowel may be long or short according to the letters which follow it. Consonants There are 28 consonant letters. There are only eight final consonants (c, n, m, p, t, ng, nh, ch) The pronunciation of these consonants slightly differs from one region to another.
